「コンビニオーナーは使い捨てか」元経営者が実名で語った実態 季節商品の「圧力」、断れない24時間営業

「恵方巻き予約1人20本のノルマを課された」「大量に捨てられている」。2月上旬、コンビニエンスストアでアルバイトしている高校生や大学生のSNSへの書き込みが話題を呼びました。なぜ、こんなことが起きるのか。元コンビニオーナーの男性は、無理に売り上げを伸ばそうとする本部の「圧力」が、現場を苦しめていると指摘し、「便利さの裏で犠牲になっているものがあることを知ってほしい」と語ります。(朝日新聞社会部記者・仲村和代)
コンビニオーナーは「名ばかり経営者」
体験を語ってくれたのは、横浜市の近藤菊郎さん(54)。2013年まで、横浜市内でコンビニを経営していました。
元々は会社員。「定年のない働き方をしたい」と、コンビニ経営に興味を持ちました。複数のコンビニチェーンで店員として経験を積んだ後、38歳で独立。神奈川県内の二つの店の経営に関わりました。
仕事にはやりがいを感じていたという近藤さん。ただ、経営は思っていたよりずっと大変でした。
「コンビニオーナーは『名ばかり経営者』。経営者としての責任は負わされるのに、経営判断する自由度がなく、かといって労働者として守られているわけでもない。逃げ場がないんです」
「強制」ではない「圧力」
コンビニの多くは、外部から店主を募るフランチャイズ方式。会社側は商品や運営のノウハウを提供し、オーナーは売上総利益の数十%程度の対価(ロイヤルティー)を支払う仕組みになっています。本部の社員は店を巡回し、仕入れる商品や運営の仕方を「指導」します。
力を入れている商品の一つが、恵方巻きのような季節商品。本部にとっては、お店に多く仕入れてもらえば利益が上がるため、オーナーに仕入れ数を増やすよう「圧力」がかかります。といっても、証拠が残る形で「強制」されたわけではありません。

24時間営業も悩みの種
もう一つの悩みの種が、24時間営業。深夜に働く人材を確保するのも大変でしたが、安全面も課題でした。この店では、近藤さんが経営を引き継ぐ前に2度強盗に入られ、引き継いだ後も、深夜に1人でいた従業員が暴漢に襲われる事件がおきました。
近藤さんは、無理をして売り上げを伸ばすより、食べていける程度の収入があればいいと感じていました。深夜は売り上げがさほど多くはないため、24時間営業を辞めたいとなんども申し出ましたが、「契約だから」と認められませんでした。

「便利さの裏で犠牲」
近藤さんは、全国のフランチャイズ店のオーナーたちで作る「全国FC加盟店協会」の副会長を務めています。協会では、経営者の理念や方針を尊重することを訴え、「24時間営業」を一律で求めることなどに反対してきました。協会のホームページでは、「このまま24時間型社会がどんどん進むことが、健康な社会のあり方なのか」と問いかけています。
相談に来るコンビニオーナーの中には、無理な販売量を押しつけられ、拒否すると「次の契約はありませんよ」などとちらつかされた経験のある人や、人手不足を補うために長時間働き、疲弊している人がいます。中には、自殺したり、過労死と思われる亡くなり方をしたりした人もいます。
「消費者にも関心を持ってほしいけど、中年のコンビニオーナーが働き過ぎて死んでも、話題にならないんですよね。便利さの裏で犠牲になっているものがあることを知ってほしい」
近藤さんの店は契約期間の切れた2013年、本部が撤退を決め、閉店しました。再契約を希望していましたが、本部に断られました。「フランチャイズのオーナーは、使い捨ての労働力なのだろうか」。今も無念さは消えません。

というレポートと記事を送って、彼らのコンビニや、24時間、365日営業についての意見を訊いてみました。
スロベニア:
I'm not judging economic and business habits or practices of another country. But I wouldn't like to have 24 hours shops here, save a few biggest petrol stations that have to be open 24 hours anyway. It's possible to get the most necessary food and drinks at a petrol station too and that should be sufficient, I think. There's time to work, time to rest and time to sleep. It's not natural if one doesn't follow this pattern. So, when staying in Japan I never used services of 24 hours shops and hopefully I'll never have to. However, I agree that certain shops are open on Sundays. In Slovenia, some shopping centres are open on Sundays until 3 pm. But the shop assistants and other personnel that work on Sunday have normally another day off next week, usually Monday. I think that's fair.

as a tourist I appreciate it because I could shop any time without worrying about closing times. As a human being though I realize that a 24 hours/365 days opening is bad for employees.
In recent times in Italy many shops have started to be open on Sunday and on some holidays, and when you talk with employees they all complain about this.
Of course I am not an economist, but I remember that years ago we all managed to do our shopping during regular opening times (not on Sunday) while now many people say that they enjoy going on shopping on Sunday because during the week they are so busy that they can't find the time. So it seems that it's the whole contest that has changed. As
far as I am concerned, I think we should all slow down a bit and enjoy life more, finding a good balance between all the aspects of life. Quite impossible, though XD

Here only Chinese and Pakistan-Bangladesh... people are opening until very late (24:00-2:00) their shops. They are not opening 365 days (they started doing it), taking some holidays along the year. I am sure they are more happy now.
米国:
In this case the US is similar to Japan. We have many businesses that are open 24 hours. I'm also a bit torn about it as it can be difficult to balance day to day living and working in a 24 hour environment.
However, what it does do here in the US is allow lower skilled immigrants a chance to acclimate to the US, gain valuable skills and earn money.
ところで、24時間営業といえば、猪瀬元都知事が、「東京メトロを24時間営業に!」なんて言っていました。
猪瀬氏の失脚であの話はなくなったのか、それとも猪瀬氏が失脚する前に、東京メトロの従業員たちが24時間運営に対し、ノーを突き付けたのか、とにかくあの話は進展していなさそう。
24時間、365日とは言わないけれど、営業時間を延ばしてほしいものに、お役所や銀行の窓口がありますが、こちらは従来通りで、年末は12月28日まで。
銀行は嘗ては12月31日も営業していたのに、今はお休み。
対し、24時間営業や365日営業のお店に苦しむ人達の声、どうして握りつぶされてしまうのでしょうかね。
