BISHKEK, Kyrgyzstan ― A government commission in Kyrgyzstan investigating last summer's outbreak of mass ethnic violence pinned the blame Tuesday on leaders of the Uzbek minority for fomenting the unrest.〔略〕 〔Commission chairman 〕Erkebayev singled out prominent Uzbek businessman Kadyrzhan Batyrov as being the main instigator of the unrest. 〔略〕
Erkebayev said close relatives of the interim government that took over power from ousted President Kurmanbek Bakiyev were also involved in the ethnic violence. He named the son of former acting Prosecutor General Azimbek Beknazarov as having played a role.

But he 〔Erkebayev〕 also accused allies of the ousted president - whose support base was in the south - of orchestrating clashes.
"Bakiyev's circle bankrolled the militants and several relatives of the ex-president Bakiyev also took up arms to participate in those events," he said.

Erica Marat of the Caucasus-Central Asia Institute at Johns Hopkins University in the US told the BBC that the report reflected mainstream Kyrgyz sentiment, and failed to answer key questions about what sparked the violence.
The findings showed that the government was not ready to "provide an honest investigation of what happened in June", she said.
