ちょっと考えると原発の運転操作などは、ほとんど自動化されそうである。たしかに、大量の情報量を取り扱い、迅速正確な運転操作を必要とすればするだけ、現代の巨大システムは自動化に向い、自動制御システムによって集中管理されることになる。制御盤に向かう運転員の数も少なく、その作業も平常時は単純なものだ。

ところが、異常時には状況は一変する。一口に異常といっても、ちょっとした弁の異常から大口径の配管破断まで大小いろいろであり、小さな弁の異常や配管の穴あき、電気系統の異常などの可能性はほとんど無数にあるといってもよい。それら全部に柔軟に対応できるような自動制御システムは存在しないから、異常時には運転員の役割がきわめて重要となる。

A human factor in a nuclear accident

Just a little bit thinking of the operation of a nuclear plant, it seems to be able to be almost automated. It’s true that a contemporary large-scale system is moving toward automation and is managed centrally by an automatic control system all the more because it needs to process a multitude of information with quick and accurate operations. Only a few operators operate the control panel and their operations are simple on a normal basis.

But things change dramatically on an abnormal basis. Abnormal things cannot be described in a few words because there are variety matters from a tiny valve matter to a big pipe rupture matter, and there are almost uncounted potential problems in the plant, including small valve problems, perforated pipes problems, and electric system problems. There are no automatic control systems which can deal with flexibly all of them, and the role of operators comes to be so important on an abnormal basis.
