100万キロワット級の大型原発を1年間運転すると、その炉心には体内摂取した場合のがんの毒性から考えて、数千億人の致死量にあたる放射性物質が蓄積する。原発はこれだけの毒物を炉心に内蔵しながら高温高圧で運転を続けなければならないが、その際に基本的に重要なことは、核分裂連鎖反応の定常的な維持と発生する熱の管理という二つの点である。この点こそが「核エネルギーの解放と制御」の成否を決める。

The nuclear power plant as a technological system

Radioactive materials accumulate in the reactor core with a few hundred-billion-people lethal dose in view of its cancer poisonous nature in taking them if a million-watt-class nuclear plant is being operated for a year. Nuclear plants have to carry on their operation at high temperature and high pressure, having such strong poison in them. On this occasion, it is fundamentally important to keep steadily nuclear chain reaction and to manage heat produced by it. The discharge and control of nuclear energy depends on them.

技術システムとしての原発

原子力発電ないし原子力発電所（以下原発）と人間の間の問題を考えるにあたって、まずこの工学システムの基本的性格をとらえておく必要があるだろう。

原発は、核燃料（通常はウラン）の核分裂反応によって生じる熱を利用して蒸気をつくり、タービン発電機を動かして発電するシステムであるが、その最大の問題はなんといっても、ウランの燃焼にともなって生じる核分裂生成物その他の放射性物質が強い毒性をもつことである。これらの放射性物質はその発する放射線によって、急性（死亡、火傷、下痢、白血球の減少など）および遅発性（がん、遺伝障害、加齢、不妊など）の影響を人間に与える。特に問題は、発がんなどの遅（晩）発性発生障害で、これは大事故による一挙的な放射能放出、といった極端なことがなくても、原子力施設の日常的な運転に伴う微量の排出放射能に曝される住民や放射線作業に従事する労働者の間にも起こりえる。

The nuclear power plant as a technological system

It seems to be necessary to grasp the fundamental nature of its engineering system in considering the relationship between nuclear power or a nuclear power plant (both a nuclear plant below) and human beings.

The nuclear plant is a system which generates power through a turbine generator using steam made from heat coming from fission reaction of nuclear fuel (normally uranium). The most important problem is after all that radioactive materials, including fission product and others, have strong toxicity from uranium burning. These radioactive materials giving off radiation cause acute disorders (death, burn injury, diarrhea, decrease of white blood cells and so forth) and delayed disorder (cancer, genetic disorder, aging and atocia and so on). In particular, the matter is delayed disorder, including cancer, which could arise among inhabitants exposed to low level radioactivity from its everyday operation near them and workers engaging to radiological work in the plant without a severe accident which gives off massive radioactivity at a burst.

このように、技術が利用の仕方の問題ということではなく、その本質そのものにおいて、人間との間に深刻な困難を呈することが近年多くの分野で見られるようになった。そして、その困難は技術上の進歩・改良といったことによっては解消されず、むしろ、技術が発展し、強化され、高速化され、巨大化されればされるほど、一層顕在化してきた。それが、現代の先端的技術がほとんど一様にかかえる問題であろう。そのような認識が正しいとすれば、この問題は、人間が生き、生活し、社会を構成していく原理と、同じ人間が産み出したものであっても、技術が動作し、発展する原理との間には、何かしら根本的な対立ないし少なくとも緊張があるということとして理解せざるを得ない。

Then technology is in itself often seen to make serious difficulties in various fields for human beings in these days rather than it poses a problem for them how to use it. And the difficulties can’t be solved by technological updating and advancement but they are emerging all the more by technological advancement, enhancement and speeding-up. This may be a problem almost common to every modern advanced technology. If this recognition is right, I can’t help but understand that there is some kind of fundamental conflict or at least strain between the principle for human living and social formation, and for technological functioning and development, even if it has been created by human beings themselves.

I’ve heard the theory of Pandora’s box from a lot of engineers and researchers. It is so prevalent among them that I can’t help but just call it the organized resignation. Yet their very thought could make the nuclear civilization promote to run out of control.
