大きな原発事故のたびに問題になるのが、「人為ミス」である。スリーマイル島の事故でも、チェルノブイリ事故でも、事故の主因が人為ミスであるかの如くに伝えられた。しかし、そのことによって、システム全体に横たわる根本問題があいまいにされ、「ミスさえなかったら」と済まされてしまうとしたら、それは誤りであろう。これらの事故の根本の原因は、既に触れたように、このシステムの根本的な困難にあるのだが、それが運転員の操作にシワ寄せされたのが、「人為ミス」にほかならない。

A human factor in a nuclear accident
It is “a human error” that matters every time a large- scale nuclear accident happens. Both in TMI accident and Chernobyl accident, the main factor of these accidents was reported as if it were a human error. But it would be a mistake if that obscures a fundamental problem underlying a total system to get through it, saying “without such a human error.” Even though a fundamental cause of these accidents, as mentioned above, is a fundamental difficulty in the system, it is attributed to an operation mistake by a operator, which definitely means “a human error.”
