過酷事故を想定する必要が生じたということは、設計基準事故の範囲に事故想定をおしとどめようとすること自体に無理があったことを示している。この点は古くから議論のあった点で、「技術的に起こりうる事故」の範囲の設定はきわめて恣意性をともなうもので、アメリカやそれを踏襲した日本など各国の政府機関の安全審査指針の設定は、根拠に乏しいという批判が強かった。二つの事故はその批判に裏づけを与えた形となった。

The nuclear accident and society

The need to simulate the severe accident shows compelled to put nuclear accidents irrational in the category of Design Basis Accident (DBA). This is an old controversial matter, and many people have criticized setting of the category “technologically possible accident” as being highly arbitrary and setting of a safety review guideline as lacking grounds by American government agency, Japanese one, and so on following it. Two accidents (Tree Mile Island accident and Chernobyl accident) demonstrate that criticism.
