それでは、これまで言われてきた「想定不適当」の根拠は何だったのかと言えば、それは純技術的な観点というよりも、より社会的・政治的な観点を背景にするものであろう。すなわち、そのような規模の事故（過酷事故）に対しては、もはや社会は備えがなく、広範で深刻な社会的影響を免れ得ない。何カ国にもまたがる範囲で社会的生活を制限せざるを得ないし、平常時の慣行や法制度さえ無視せざるを得ない事態も生じる。その意味で、原発の巨大事故はやはり戦争にも匹敵するのであり、本来社会はこれを「事故」として受容する備えがないのである。

The nuclear accident and society

Then what’s been the rationale for allegedly “inappropriate accidents to simulate”? It will be accidents from a social and political point of view rather than simply from a technological point of view. In other words, society makes no provision any more against such scale of accidents (severe accidents) and can’t help but suffer its serious and extensive influences. There will be things which force to confine social lives even across some countries and to set aside social customs and laws on a normal basis. In this sense, a nuclear catastrophe is indeed comparable to a war, and society makes no provision fundamentally for it as “an accident”.
