ウランの原子核が一つ核分裂を行うと、2個ないし3個（平均2.5個）ほどの中性子が放出される。このうち1個を用いて次の核分裂を行わせ、他の平均1.5個は他の物質に吸収させるなどして核分裂反応に使わないようにすれば、出力の増えも減りもしない定常状態が維持される。これが制御の基本である。この制御に失敗し、核分裂に用いられる中性子が1個よりわずかでも上まわれば、短い時間（たとえば1万分の1秒）に増殖が繰り返され、核分裂反応はねずみ算式に増えて暴走する。

The nuclear power plant as a technological system
Two or three neutrons (average 2.5 neutrons) are emitted with fission of a nucleus in uranium. The steady state of the output can be kept with fission by one neutron, not using the other 1.5 neutrons to be absorbed by other materials. This is the fundamental of the control of nuclear energy. If more than one neutron, even a little bit, is used to fail in the control, the breeding of neutrons is repeated for a short time (for example, for 1/10,000 seconds) and fission reaction multiplies like rabbits to run out of control.
