降下放射能については各国政府が測定値の公表を渋ったり、数値の意味を説明せずに安全宣言を繰り返したりして、民衆の不信をかうことになった。特にひどかったのはフランス政府で、5月10日すぎまで、SCPRI（国立電離放射線防護局）や気象台が、“フランスには異常放射能がまったく検出されていない”といい続けてきた。これはまったくの虚偽で、5月11日には政府も認めたように、放射能雲は、4月末から5月初めにかけてフランスを襲っていたのである。この政府の態度のおかげでフランス国民は、西ドイツなどでは摂取制限されていたレベルの牛乳や野菜を知らずに食べ続けたわけで、ソ連政府の秘密主義だけを非難したのでは済まない事態となった。

Concerning the nuclear fallout came to earn every government the mistrust of people because of the hesitation to announce the measured values about it and the repeated declaration of safety, giving no explanation of the meanings of the values, by every government. The worst was French government which kept saying “we have measured no values about abnormal radioactivity in France” through SCPRT (Le Service central de protection contre les rayonnements ionisants) and the observatory until someday after 10th May, 1986. That’s an absolute lie because radioactive clouds attacked France from the end of April to the beginning of May, as French government also affirmed it on 11th May. Owing to this policy, French people unwittingly continued to have milk and vegetables at the high radioactive level enough for West Germany and so on to make restriction of taking. This was why it was more than criticism against only secretive USSR.
