前節では、一方においてますます人間離れをしていく原発の技術が、それでいて実に微妙に人間の営みと絡み合い、そのことによって固有の問題を提起していることについて述べた。ここにもうひとつの別の側面の問題がある。それは原発内の定期検査や修理、清掃などの作業に従事する労働者の問題である。

In the previous section, we discussed the nuclear plant technology was really subtly intertwined with human behaviors and which raised a particular problem, while it was less and less human. There is another aspect of the problem over here, which means the matter of workers engaged in jobs in a nuclear plant, including regular testing, repairing, and cleaning.

原発を初期の頃に設計し始めた科学者・技術者の中には、完全に自動化されて人間の誤りとか感情とかが入りこむ余地のないようなシステムが完成することが、漠然とではあるにせよ想定されていたことだろう。しかし、実際には原発の運転には奇妙に人間くさいともいえる機械とのやりとりがつきまとっているのであり、おそらくそれが人間の作りだした技術の宿命であろう。そして、この要素がある限り、人間の誤りによって大事故が誘発される可能性は、決して消し去ってしまうことはできない。そして、制御盤の前にたつ運転員は、常に右のような機械との微妙なやりとりのもたらす圧力にさらされているのである。

Human factors in a nuclear accident
Some scientists and engineers engaging in the initial planning of nuclear plants must have assumed, even vaguely, a perfectly automated system could be accomplished which had no room for human errors and emotions. But actually the strangely humanized man-machine interface fastens itself on the nuclear-plant operation and it is probably a destiny of the man-made technology. And as far as this factor, the man-machine interaction, exists, the possibility could be never deleted that a catastrophe could be triggered by a human error. Operators before the control panel are always under the pressure from, as mentioned above, the subtle interaction between man and machine.
