On the issue of the Senkaku Islands (Chinese name, Diaoyu Islands) disputed between Japan and China, it has been focused on what kind of recognition was held in the Chinese government since its foundation in 1949, to its first claim on the dominium of the islands in 1971. The fact that the Chinese government recognized Senkaku islands as a part of Ryukyu (Okinawa) and drew up a diplomatic document specifying a Japanese name "Senkaku" explodes its consistent claim regarding the Diaoyu as attached islands of Taiwan, and made it clear that Chinese territorial claim is only a far-fetched one.
It is already well known that in 1953 People's Daily, the Chinese Communist Party's bulletin, described "Ryukyu Islands consist of 7 sets of islands, such as the Senkaku Islands." It is also known that in 1958 "the World Maps" published in China regarded Senkaku as the islands belonging to Okinawa.
Liu Jiangyong, the deputy director of Qinghua University Institute for International Relationship and an expert on Senkaku problem, has emphasized that the description of People's Daily never represents the position of Chinese government. But what we discovered this time is a document made out by Chinese govenment itself, and it summarizes the position and opinions of Beijing for reconciliation with Japan.
What deserves attention is the fact that this diplomatic document does not treat the Senkaku islands as a main topic while dealing with other territorial problems such as Ryukyu, Korea, and Chishima islands. What they call "Diaoyu islands" never appears on the document. It refers to "Senkaku islands" a Japanese name, just once. This indicates that China scarcely treated Senkaku as a territorial problem.
Even on all the other diplomatic documents in the public record office of Ministry of Foreign Affairs of China, anything dealing with Senkaku islands was not found. The Chinese government started its claim over Senkaku islands for the first time after United Nations Economic Commission for Asia and the Far East pointed out the possibility of oil burying in the ocean area around Senkaku in 1968, and the U.S. returned administrative power on the area including Senkaku to Japan according to the Agreement for the Return of Okinawa in 1971.
After all, China seems to have fabricated the theory regarding Senkaku as attached islands of Taiwan, in order to make their claim sound plausible when it started to assert its dominium in 70s.
