4.3 They describe Japan as the shokyokuteki kokumin － the passive or disengaged nation.
[意味] 4.3 彼らは、日本人を「消極的國民」－つまり受身の、或ひは（外の世界と）關はりを持たない國民であると述べる。
4.4 By this they mean that it has a history of remaining apart from the world, uninterested in global matters, self-preoccupied, unwilling to encounter the outside world in a mature and positive way.
