What exactly is globalization? Different global relations are included under this broad heading, varying from the expansion of cultural influences across borders to the enlargement of economic and business relations throughout the world. It is often argued that globalization is a new folly. Is that true? I would argue that globalization, in its basic form, is neither particularly new, nor, in general, a folly. It is through global movements of ideas, people, goods and technology that different regions of the world have tended to benefit from progress and development occurring in other regions. The direction of inter-regional movements of ideas has varied over history, and these variations in direction are important to recognize, since the global movement of ideas is sometimes seen just as ideological imperialism of the West – as a one-sided movement that simply reflects an imbalance of power which needs to be resisted.

2 下線部の解説
2.1 《neither ～ nor …》は、「～も…もない」と～と…の兩方を否定する表現です。《both ～ and …》の全體否定にあたります。Michael Swan は次のやうに説明してゐます。
This structure is used to join two negative ideas. (It is opposite of both...and.) It is usually rather formal.
I neither smoke nor drink. (less formal: I don’t smoke or drink.)

Sometimes more than two ideas are connected by neither ... nor.
He neither smiled, spoke, nor looked at me.

（※ 上記例文の意味： 「私は煙草も酒もやらない」（動詞がともに否定されてゐます）「彼は微笑みもしなかつたし、話しもせず、私を見ることもなかつた」）
■諳誦例文： 主語がともに否定される例です。文法上は、動詞は … に一致させるのが原則です。

□參考例文： しかし、この文體は《both～and…》の完全否定に該當し二者が意識されるためか、單數名詞の組み合はせであつても複數で受けることがあります。
67.2 Neither the girl nor her mother have received the money.
その娘も母もお金を受け取つてはゐない。
□參考例文： 補語がともに否定される例です。下線部と同じケースです。
67.3 A good teacher must be neither too strict nor too weak.
良い教師といふものは嚴しすぎてもいけないし弱々しすぎてもいけない。
□參考例文： 目的語がともに否定される例です。
67.4 We had neither food nor water left after three days of camping out.
３日間キャンプ生活をしたら食料も水もなくなつた。

globalization とは、嚴密なところ何なのか。さまざまな世界規模の關はりがこの廣い主題に含まれ、それらは國境を越えた文化的影響の擴大から世界中の經濟的商業的關係の擴大まで多樣である。globalizationは新たな愚行であるといふことがしばしば論じられてゐる。さうなのか。globalization は基本の形態に於いては特に新しいものでもないし、一般的には、愚行でもないと、私なら主張するだらう。世界のさまざまな地域が、他の地域で生ずる進歩や發展から利益を得るようになるのは、思想、人、物や科學技術の全世界的な移動を通してなのである。思想が地域間で動く方向は、歴史の推移の過程で變化してきた。そしてかうした方向の變化について認識することが重要である。といふのも、思想の全世界的な動きは、時として正に西洋によるイデオロギー上の帝國主義とみられる、つまり抗すべき（/抗ふ必要のある）力の不均衡を反映するだけの一方的な動きとみられるからである。
