These freedoms –– the freedom to express yourself, the freedom to form your own beliefs, and their necessary corollary, the freedom to read –– are uniquely fulfilled by the library. The library assures that any person, regardless of status, income, education, or station in life, can have access to information, ideas, and opinions. Librarians fulfill this promise by bringing people and information together, making sure libraries have information and ideas across the spectrum of social and political thought, so people can choose what they want to read or view or listen to. Libraries and librarians give substance to intellectual freedom by acquiring and providing information without prejudice or restriction.
5.1 These freedoms –– the freedom to express yourself, the freedom to form your own beliefs, and their necessary corollary, the freedom to read –– are uniquely fulfilled by the library.

【讀解のポイント－かたちからのアプロウチ】
・ＳＶＯの文で、中心は「圖書館員はこの約束を果す」です。その手段が by ～で述べられ、その中に分詞構文が添へられてゐます。so～の前にコンマがありますから「結果」と解してゐますが、「目的」を表はす＜so (that) S may/can/will ～＞（「Ｓが～できるやうに/するやうに」）が添へられたとみることも可能ではないかと思ひます。
