山岡荘八著の「徳川家康」が昨年来、中国の都市部の企業家や「白領」と言われるホワイトカラーなどの間で爆発的人気を呼んでいる。

 

中国紙は、経済発展著しい沿海地方の民営企業の経営者から売れ始めたと報道。

 

金融危機による景気後退で経営環境が悪化する中、いかに困難を克服するかを考える上で、家康の生き方や戦略に共鳴する企業家が多いという。

 

数十万部売れたら大ベストセラーとされる中国で、同書は２００７年１１月の出版以降、全１３巻計約２００万部が売れ、全国４０のメディアの記者が選ぶ「０８年の良書」の外国文学部門トップに輝いた。

 

業界関係者によると、これまで日本の小説といえば、村上春樹氏や渡辺淳一氏の作品が中産階層の間で絶大な人気を呼んできたが、日本の歴史上の人物を取り上げた小説が売れるのは極めて異例だ。

 

出版企画に当たった「新経典文化」の陳明俊・編集長は本紙の取材に対し、「家康は忍耐の精神を持つだけでなく、局面の変化に慌てず対応できたところが、中国の読者に最も尊敬されている点だ」と、人気の理由を説明する。

My fellow citizens:

I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors.

 

I thank President Bush for his service to our nation, as well as the generosity and cooperation he has shown throughout this transition.

Forty-four Americans have now taken the presidential oath.

 

The words have been spoken during rising tides of prosperity and the still waters of peace.

 

Yet, every so often the oath is taken amidst gathering clouds and raging storms.

 

At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents.

So it has been. So it must be with this generation of Americans.

That we are in the midst of crisis is now well understood.

 

Our nation is at war, against a far-reaching network of violence and hatred.

 

Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age.

 

Homes have been lost; jobs shed; businesses shuttered.

 

Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

These are the indicators of crisis, subject to data and statistics.

 

Less measurable but no less profound is a sapping of confidence across our land - a nagging fear that America's decline is inevitable, and that the next generation must lower its sights.

Today I say to you that the challenges we face are real.

 

They are serious and they are many.

 

They will not be met easily or in a short span of time.

 

But know this, America - they will be met.

On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord.

On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn out dogmas, that for far too long have strangled our politics.

We remain a young nation, but in the words of Scripture, the time has come to set aside childish things.

 

The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to

Time and again these men and women struggled and sacrificed and worked till their hands were raw so that we might live a better life.

 

They saw America as bigger than the sum of our individual ambitions; greater than all the differences of birth or wealth or faction.

This is the journey we continue today. We remain the most prosperous, powerful nation on Earth.

 

Our workers are no less productive than when this crisis began.

 

Our minds are no less inventive, our goods and services no less needed than they were last week or last month or last year.

 

Our capacity remains undiminished.

 

But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions - that time has surely passed.

 

Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

For everywhere we look, there is work to be done.

 

 The state of the economy calls for action, bold and swift, and we will act - not only to create new jobs, but to lay a new foundation for growth.

 

We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together.

 

We will restore science to its rightful place, and wield technology's wonders to raise health care's quality and lower its cost.

 

We will harness the sun and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age.

Now, there are some who question the scale of our ambitions - who suggest that our system cannot tolerate too many big plans.

What the cynics fail to understand is that the ground has shifted beneath them - that the stale political arguments that have consumed us for so long no longer apply.

The question we ask today is not whether our government is too big or too small, but whether it works - whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified.

And those of us who manage the public's dollars will be held to account - to spend wisely, reform bad habits, and do our business in the light of day -

The success of our economy has always depended not just on the size of our Gross Domestic Product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart - not out of charity, but because it is the surest route to our common good.

As for our common defense, we reject as false the choice between our safety and our ideals.

 

Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations.

 

Those ideals still light the world, and we will not give them up for expedience's sake.

 

And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born:

 

know that America is a friend of each nation and every man, woman, and child who seeks a future of peace and dignity, and that we are ready to lead once more.

Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions.

 

They understood that our power alone cannot protect us, nor does it entitle us to do as we please.

 

Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

We are the keepers of this legacy.

 

Guided by these principles once more, we can meet those new threats that demand even greater effort - even greater cooperation and understanding between nations.

 

We will begin to responsibly leave Iraq to its people, and forge a hard-earned peace in Afghanistan.

これまで、４４人の米国人が大統領としての宣誓を行った。

その言葉は、繁栄の波と平和の安定の時期に語られることもあったが、暗雲がたれ込め、嵐が吹きすさぶただ中で行われた宣誓もあった。

こうした試練の時に米国が前進を続けられたのは、政府高官の技量と展望だけでなく、我々国民が、先達の理想と、建国の文書に忠実でありつづけたためでもある。

だれもが知る通り、我々は重大な危機にある。

だが知るべきなのはアメリカはいつか克服するということだ。

この日に我々が集ったのは、恐れではなく、希望を選んだためで、争いの代わりに団結を選んだからだ。

我々のシステムでは大きすぎる計画は達成できないという人々だ。　彼らは覚えていないのだ。

想像力が共通の目的に出会った時、必要が勇気と出会った時、自由な男女に達成できることを忘れているのだ。

皮肉屋が理解できないのは、彼らが寄って立つ地面が動いたということだ。

我々を余りに長期間、消耗させた使い古しの政治論議はもはや適用されない。

今日、我々が問うのは、政府が大きすぎるか小さすぎるかではなく、機能しているかどうかだ。

家庭が人並みの収入を得られるよう仕事を見つけ、威厳をもって引退できるよう助けているかどうかだ。

答えが「イエス」の施策は継続する。　「ノー」の施策は廃止する。

公金を預かる我々は、説明責任を果たさなければならない。

適切に支出し、悪い習慣を改め、誰からも見えるように業務を行う。

それによって初めて、国民と政府の間の重要な信頼を回復できる。

市場が正しいか悪いかも、我々にとっての問題ではない。

富を生み出し、自由を拡大する市場の力は比肩するものがない。

だが、今回の金融危機は、注意深い監視がなされなければ、市場は制御不能になり、豊かな者のみを優遇する国は長く繁栄することはできないことを我々に気付かせた。

我々の経済の成功は国内総生産の規模だけでなく、繁栄が享受される範囲や、望む人すべてに機会を広げる能力にかかってきた。

慈善としてではなく、公共の利益に通じる最も確実な道としてだ。

我々の防衛一般に関しては、我々の理想と安全のどちらかを選ぶという間違った考えを拒絶する。

建国の父らは、想像もできないような危険に直面しながら、法の支配と人権を確約する憲章を起草し、それは何世代もの血で拡大されてきた。

これらの理想はいまだに世界を照らし、我々は方便のためにこれらをあきらめることはない。

だから、我々を今見ている他の民族や政府に対して言いたい。

地球上の津々浦々から来たあらゆる言語と文化で形作られている。

内戦（南北戦争）や人種差別という苦い経験もしたが、その暗い時代をへて、我々はより強くなり、きずなも深くなった。

かつての憎しみはいずれ消え、我々を分け隔てた壁はいずれ消える。

世界が小さくなるにつれ、我々が共通に持つ人類愛が出現する。

そしてアメリカは平和の時代をもたらす役割を果たさねばならない。

イスラム世界との関係では、互いの利益と互いの敬意を基本として共に歩む方法を探す。

対立をあおったり、国内の社会問題が生じた責任を西側世界に押しつけようとする指導者たちよ、何を壊すかでなく、何を築けるかで、国民に評価されることを知るべきだ。

腐敗、策略、口封じで権力にしがみつく指導者たちは、大きな歴史の過ちを犯していることを知るべきだ。

しかし、その握りこぶしをほどくならば、我々も手を差し伸べる。

貧しい国々の人々には、我々が一緒に汗を流すことを約束する。

農地が豊かになり、きれいな水が流れるようにし、空腹を満たすとともに、飢えた心も満たす。

そして我々のように比較的豊かな国々は、国外での苦しみに無関心でいたり、影響を気にとめずに、地球の資源を浪費はできない。

世界は既に変革しており、我々もそれに合わせて変わらなければならない。

我々は進む道を熟慮しながらも、今まさに、遠く離れた砂漠や山々で警戒に当たる勇敢なアメリカ人たちへ謙虚に、そして感謝の念を持ち、思いをはせる。

彼らは今日、我々に教訓を与えてくれる。

アーリントン国立墓地に眠る英雄たちと同じように。

彼らが自由の守護者だからだけでなく、彼らは奉仕の精神を体現し、自分たち自身よりも偉大なものが存在し、それに意味を見いだす人たちだからこそ、たたえる。

そして、この歴史的な瞬間に、まさにこの精神を我々がみな共有しなければいけない。

政府の能力や義務は、究極的には米国民の信念と決意が決定する。

それは、堤防が決壊した時に見知らぬ人をも招き入れる親切や、友人が仕事を失うことになるよりも、自分の労働時間を削ってでも仕事を分け合おうという労働者たちの無私無欲のおかげで、最も暗い時を切り抜けることができる。

煙に満ちた階段を駆け上がる消防士の勇気や、子どもを育てる親たちの意志が、最終的に我々の運命を決定付ける。

我々の試練は新しいのかもしれない。

それに立ち向かうための道具も、新しいかもしれない。

我々が成功するかどうかは、労働と誠実さ、勇気、フェアプレー、忍耐、好奇心、忠誠心や愛国心にかかっている。

古くから言われていることだ。　だが、真実だ。

それは歴史を進歩させた静かな力だった。

今求められているのは、こうした真理への回帰だ。

新しい責務を果たすべき時代だ。

我々米国人一人ひとりが、自分自身や国家や世界に義務を負っていることを認識し、こうした義務を嫌々ではなく、喜んで受け入れることだ。

私たちにとって、困難な仕事に全力で立ち向かうことほど、自らの性格を定義し、精神をみたすものはない。

これが市民であることの代償と約束だ。

これが私たちの自信の源泉だ。

神が未知の運命を自らの手で形作るよう、我々に求めたものだ。

なぜ男性も女性も子供たちも、どのような人種、宗教の人々も、こうして就任式に集まることができるのか。

なぜ約６０年前は地方のレストランで差別された父親の息子が、こうして皆さんの前で宣誓式に臨むことができるのか。

これこそが、我々の自由、我々の信条の意味なのだ。

我々が誰なのか、我々がどれほど遠くまで旅してきたか。

今日という日を、それを記憶に刻む日にしよう。

アメリカ建国の年、最も寒かった時、愛国者たちは氷で覆われた川岸で、たき火のそばに寄り添い合った。

首都は見捨てられ、敵は進軍し、雪は血で染まった。

独立革命が本当に実現するか不確かな時、建国の父たちは、この言葉をきちんと読むよう求めたのだ。

「未来の世界に語られるようにしよう。厳寒の中で希望と美徳だけが生き残った時、共通の脅威にさらされた国や地方が前に進み、それに立ち向かうと」。

アメリカよ！！　

共通の脅威に直面した非常に困難なこの冬に、これら永遠の言葉を忘れないでいよう。

希望と美徳をもって、この氷のような冷たい流れに勇敢に立ち向かおう。

そしてどんな嵐が来ようとも耐えよう。

将来、我々の子孫に言われるようにしよう。

試練にさらされた時に我々は旅を終わらせることを拒み、たじろぐことも後戻りすることもしなかったということを。

我々は地平線と注がれる神の愛を見つめ、自由という偉大な贈り物を前に送り出し、それを次世代に無事に届けたのだ、ということを

英、銀行資産6.6兆円買い取り基金

１月１９日、英国政府は新たに追加対策として、損失保証制度の、追加的な金融安定化策を発表した。

銀行の不良債権から生じる将来の損失を肩代わりする保証制度を創設。

” 企業の社債やコマーシャルペーパー（ＣＰ）を買い取る総額500億ポンド（約6兆6500億円）の基金や資産担保証券への政府保証も導入する” としている。

景気悪化で金融機関の経営不安が続いていることなどから昨年10月に続く対策に増資して対応する。

欧州諸国でも追加の金融対策が相次ぐと予想されている。

保証制度は政府が銀行から保証料を受け取り、銀行が保有する不良債権から将来生じる損失が一定基準を超えた場合、損失の一定割合を肩代わりするものである。

景気悪化で金融機関の不良債権がさらに拡大、新規融資に慎重な姿勢が目立っている事で将来の損失拡大リスクを軽減し新規融資を増やす目的でもある。

アラブ諸国、金融危機で225兆円損失

１月１６日、クウェートのムハンマド外相は、「アラブ諸国は金融危機により過去4カ月間で2兆5000億ドル（約225兆円）の損失を被った」と述べた。

 

クウェートなど湾岸産油国はここ数年、潤沢な原油収入を元手に積極的に海外投資を拡大してきた。

 

こうした資産価値が4割目減りし、株価下落だけで保有株式に6000億ドルの損失が発生したという。

 

湾岸産油国で計画されている開発事業の60％が、金融危機による信用収縮などの影響で延期か中止に追い込まれている。

 

中東情報誌ＭＥＥＤによると、湾岸6カ国では総額2兆ドル以上の開発プロジェクトが進んでいる。

 

あの金融と観光リゾート都市を目指した「 ドバイ 」は砂上の楼閣で終わるのか。
