◎ 私が、栃木に引っ越した当初のＪＲ宇都宮線は、上野・小山駅間だけが禁煙であった。小山駅以北では、堂々と座席でたばこが吸えたのである。終電に近い時間帯になるにしたがって、ワンカップや缶ビールの空き缶に混じって、たばこの吸殻も散らばっているのが普通のことだった。その後、数年前から全区間で禁煙になるに伴い、新しい車両が増え、車内がきれいになってきたように思う。
◎ そして、昨日（2002年10月20日）、小田急線に乗って車内を見渡しながら感じたことは、「座席に灰皿が設置され、たばこの吸殻が落ちていた頃より、たしかに良いことは間違いない」ということだ。とくに、近距離ならば我慢できない時間ではないはずだ。都内や都市近郊のＪＲや私鉄の車内が、全面禁煙になったのはそれほど昔のことではない。しかし、現在の風景の中に、都内や都市近郊の電車内で喫煙する人の姿はない。
◎ 以前あった風景や慣習が、一挙に風化していく、忘れ去られていくことはあるものだ。それが、車内喫煙なのではないだろうか。それまで、誰からも非難させることなく、少々車内が混雑していても多数の人がたばこを吸っていたのに、喫煙規制が強まるに従って、たばこの吸える場所が制限されて、喫煙者でさえも「都内の私鉄電車内でたばこが吸えた」ことも遠い記憶になってしまうのだ。それって、ある意味では怖い話でもあるのだけれど・・・。（2002 10/21）

When I first moved to Tochigi, smoking was prohibited on the JR Utsunomiya Line only between Ueno and Oyama Stations.
North of Oyama Station, you could smoke in your seat with impunity.
Toward the end of the line, it was common to see cigarette butts scattered among empty beer cans and cups.
Then, as smoking became non-smoking in all sections a few years ago, newer cars were added to the fleet and the interior of the train seemed to have become cleaner.
And as I rode the Odakyu line yesterday (October 20, 2002), looking around the train, I felt that "it is definitely better than when there were ashtrays on the seats and cigarette butts on the floor.
Especially if you are within a short distance, it should not be a time when you cannot resist a cigarette.
It was not so long ago that smoking was banned on all JR and private railway trains in Tokyo and its suburbs.
However, in the current landscape, there are no people smoking on trains in Tokyo or in the suburbs of the city.
It is possible for a previously existing landscape or custom to fade away or be forgotten in one fell swoop, as is the case with cigarettes.
This may be the case with smoking inside a train.
Until then, many people smoked cigarettes even when the car was a little crowded, without anyone accusing them of doing so. As smoking restrictions became stricter, the places where cigarettes could be smoked became more restricted, and even smokers became distant memories of the fact that they could smoke on private trains in Tokyo.
In a way, this is a scary story... (October 21, 2002)
