国連の仕事のひとつが片付いたので(あとひとつはまだまだ続く・・・・)、自分の調査、クメールルージュ時代のLGBTに対する性暴力の調査報告書のまとめにかかりはじめたわたし。2月には報告書の発表なので、報告書を早く仕上げて、翻訳にまわしつつ出版もしなきゃいけないので、ほんとうは全力で書かないといけない・・・・んだけれど、まだインタビューの翻訳があがってこないので、それをいいことに、国連の仕事ばかりしていたのである。
参考になるような既存研究をざくっと持って帰ってきたんだけれど、ちらっと見た中では、かなり類似した調査で、内容もよさそうな調査書が

面白いのは、LGBTQという性的マイノリティだけでなくって、たとえば、黒人のLGBTQであれば、LGBTよりも身体的な暴力にあう可能性がある。ゲイに対する暴力は、ほかの被害者と比較して医療的な対応が必要である、トランスの人たちはほかの性的マイノリティと比較して言葉による脅迫などにあう可能性がある・・・・などなど、Intersecting factorsを分析していて、さすが統計を使いこなせる専門家はすごいと思うのである。

MOST IMPACTED COMMUNITIES:
Transgender people were: 3.32 times as likely to experience police violence as compared to cisgender survivors and victims and 2.46 times as likely to experience physical violence by the police compared to cisgender survivors and victims.
Transgender people of color were: 2.59 times as likely to experience police violence compared to white cisgender survivors and victims, and 2.37 times as likely to experience discrimination compared to white cisgender survivors and victims.
Transgender women were: 2.90 times as likely to experience police violence as compared to survivors and victims who were not transgender women and 2.71 times as likely to experience physical violence by the police as compared to survivors and victims who were not transgender women, and 2.14 times as likely to experience discrimination as compared to survivors and victims who were not transgender women.
Gay men were: 3.04 times as likely to report incidents of hate violence to the police as compared to survivors and victims who were not gay men and 1.56 times as likely to require medical attention compared to survivors and victims who were not gay men.
LGBTQ people of color were: 1.82 times as likely to experience physical violence as compared to white LGBTQ survivors and victims. 1.70 times as likely to experience discrimination as compared to white LGBTQ survivors and victims.

この報告書、わたしの手元にあるのは2011年版なのだけれど、ネットでは2012年版が入手できて、毎年統計を取っていてトレンドをみているのもすごい。

2012年調査結果の提言は、以下
- End law enforcement violence against LGBTQ and HIV-affected people through holding police officers accountable for homophobic, biphobic, and transphobic violence, prohibiting profiling based on sexual orientation and gender identity, and training law enforcement on LGBTQ communities experiences of violence.
- End the root causes of anti-LGBTQ and HIV-affected violence through addressing anti-LGBTQ and HIV-affected institutional, cultural, and interpersonal discrimination.
- Decrease risk of severe violence and homicide through ending poverty and homelessness in LGBTQ and HIV-affected communities, through things like access to jobs programs, housing and safe schools.
- Collect data and expand research on LGBTQ and HIV-affected communities' experiences of violence on a local, state and federal level.
- Increase funding for LGBTQ and HIV-affected anti-violence support and prevention programs.
私自身は、提言はいれないでおこうかなと思っているところ・・・・・NGOの報告書っていうよりも、もっと、単に記録を残して、みんなにこういうことがあったから、今後どうやっていけばいいかを考えてもらうほうがいいかな。
