愛する兄弟姉妹の皆様、
今回、3月11日に起こった東北地方太平洋沖地震で被災された方々と心を合わせてお祈り申し上げます。命がけで働いてくださっている自衛隊の方々、警察の方々、消防署の方々に深く感謝します。
■ 殉職警官、１２人に＝依然不明１８人―東日本大震災（時事通信3月19日）
警察庁は、東日本大震災で職務中に行方不明となった警察官のうち、新たに２人の死亡を確認したと発表した。殉職した警察官は岩手、宮城、福島の３県で計１２人となった。安否不明の警察官は３県で１８人に上る。同庁によると、死亡が確認されたのは、福島県警南相馬署小高駐在所の佐藤政美巡査部長（５７）と、宮城県警岩沼署交通課の菅野英徳巡査部長（５２）。２人とも地震後、住民の避難誘導に向かい、連絡が取れなくなった。
■ 東日本大震災 殉職の警官１２人 自分投げ出し市民守った（産経新聞 3月20日)
東日本大震災で殉職した警察官は宮城、岩手、福島の各県などで１２人いる。市民の命を守るために自らの危険を顧みずに飛び出し、犠牲となった。津波にのみ込まれた２人の警察官の軌跡を追った。
「大谷駐在所史上、最高の駐在さん」。宮城県警気仙沼署大谷駐在所の千田浩二巡査部長（３０）の地域での評判だ。
地震直後、海岸近くに人がいるのを千田さんが発見、パトカーを走らせた。「海岸へ行く」。窓越しに同僚にジェスチャーで伝えたのが最後の姿になった。
同僚はパトロール中に巨大な津波が押し寄せてくるのに気付き、高台に逃げたが、目の端に千田さんのパトカーがのまれ、海に流されていくのが映った。
昨年４月、一緒に駐在所に赴任した妻（３０）と長女（４）、長男（３）は無事だったが、津波で駐在所の半分がえぐりとられるように損壊した。がれきの中からヘルメットが見つかった。毎日のように町内をバイクで回り、「困ったことはないですか」と話しかけていたその声は、今は聞こえない。
岩沼署生活安全課の早坂秀文警部補（５５）も、同僚数人と仙台空港近くの沿岸部に避難誘導に向かい音信不通になった。遺体が発見されたのは３日後。海岸から１キロほど離れた民家の敷地内に倒れていた。
東日本大震災では、救出作業に当たる警察、消防署員も被災した。庁舎がなくなり、連絡がつかない署員は多い。殉職者も出た。それでも「目の前の人命救助を最優先したい」と黙々と作業を続けている。
「庁舎があるはずの所に何もなかった」。大津波に襲われた岩手県陸前高田市。応援部隊を派遣した一関市消防本部によると、陸前高田市の消防本部は姿を消し、署員数十人と連絡が取れない。防災課の岩淵正司・士長は「友人らの安否も気になるが、救助活動に専念するだけ」と語る。
津波被害が大きい福島県沿岸部の相馬署と南相馬署は、警察電話も通じなくなった。だが沿岸部出身者もいる福島北署の署員は「身内の被害の把握より、助けを求めている人の救命を優先する」。宮城県名取市消防署員は「仲間の中にも親族を失った者がいるようだが誰も話をしない。黙々と働いている」と話す。
■ 東日本大震災 鳴らし続けた半鐘…消防団１１人死亡・不明（毎日新聞3月23日）
東日本大震災で１０００人を超える死者・行方不明者を出した岩手県大槌町で、大槌町消防団第２分団（越田弘分団長、２８人）の団員たちは、防潮堤の門扉を閉じ、住民を避難させようと最後まで海辺にとどまった。任務を果たした結果、４人が死亡し、７人が行方不明。その中の一人、越田冨士夫さん（５７）は団の象徴である「半鐘」を鳴らし続け、津波にのみ込まれた。
海岸に近い大槌町の安渡・赤浜地区。第２分団は地震が起きると真っ先に門扉を閉じる決まりになっていた。１１日も団員たちは一斉に防潮堤へ向かった。
「おみゃーは屯所でサイレン鳴らせ」。１４カ所ある門扉の１カ所を閉め終わったところで、団員の飛内邦男さん（５５）は越田さんからそう指示された。
津波が迫っていた。住民を円滑に避難誘導するには、全域に危険を周知する必要がある。飛内さんはサイレンを鳴らすため近くの分団屯所へ車で向かった。
スイッチは１階。ボタンを押した。鳴らない。地震で町全域が停電し装置が作動しなかった。
間もなくして越田さんが屯所にやってきた。状況を報告すると越田さんは「よし」と一声。屯所の屋上に上がり叫んだ。「早ぐ行げ。みんなを避難させろ」。その時、飛内さんは、越田さんが普段は火の見やぐらから外してある半鐘を手にしているのを見た。これが最後の姿だった。
「カン、カン、カン」。大災害時にだけ使用が許可されている特別な鐘。その乾いた音は遠くまで響いた。当時、数百メートル離れた高台に避難していた元分団長、東梅武保さん（７２）は「海の様子が見えていたんではないか。何とも寂しい音だった。今も耳から離れね」。
第１波が到達したのは午後３時２０分ごろ。高さ約５メートルの堤防を軽々と乗り越えた黒い波は、渦をまきながら集落をのみ込んだ。同じころ、屯所の近くでは団員１０人前後が高齢者の避難を手伝っていた。住民や団員に警報を出し続けた半鐘の音は、津波が屯所に達するまで鳴っていた。
津波が引くと、屯所は建物の基礎部分だけを残し消えていた。変形した屯所のやぐらが、がれきの中から見つかったのは１０日後のことだ。
越田さんと半鐘の行方は、今も分かっていない。
