Russia's invasion of Ukraine continues to stalemate with no end in sight. There is a risk that a peace plan that does not mention Russia's withdrawal may be proposed. Negotiations have been going on between Japan and Russia for the return of the Northern Territories for over 30 years. This peace plan was created to resolve this issue at the same time.
Article 1 Both Russia and Ukraine will cease fire by July 1st

the date of the ceasefire

provision 1 Ukrainians and Russians who cooperated with Russia in Ukraine
will move to Russia
Provision 2 Russian in the Northern territories can receives Japanese
citizenship and continue living there ; those who don't want
that can move to Russia
Provision 3 Ukraine's post-war reconstruction will be carried out with the
cooperation of countries other than Japan
