Just as some foreigners in Japan should curtail their pathological predisposition to attribute all such cases to racism, so should Japanese students and business proprietors avoid the propensity to assume that foreigners are unable (or unwilling) to operate in this society, a presumption often based on an exaggerated sense of difference — and too often reinforced by both English teachers and teaching materials.

（外国人お断り、外車お断りの看板を掲げるお店や、駐車場について、）人種差別だああ、と断定しようとする病的な癖をやめるべき外国人がいるように、学生や、店主、事業主も、外国人は、日本の社会にはなじんでやっていけないし、いくつもりもない、という思い込みもやめてもらいたいものだ。日本人と外国人は全然違うのだという間違った想定に基づいている。、英語の教師や英語教材によってますますそういう思いを深めていく場合も多いようだ。

在日欧米人に英語で話しかけたり、あるいは、（すべての）外国人は日本語ができないと思い込んで、日本語ができれば、問題がないのに、外国人お断りの看板を掲載したりするお店がある。

Whites only　（有色人お断り）など店に書いてあれば、一昔前の南アフリカやアメリカの人種差別と同じことをやっている、と思うように、Japanese only とあれば、一昔前の人種差別が日本では堂々とみとめられているのか、と思う外人がいるのも無理はない。

オリンピック開催を控えて、こうした、”おもてなし”について、われわれはもっと、学習する必要がある。


"白人””黒人”つまり、色白系、色黒系、彫りが深い系の人たちが、日本がしゃべれず、また、日本式の行動がとれないだろう、という思い込みはすてるべきだ。

ここは日本なんだから、まず、日本語で、日本式で対応する。で、相手が日本語ができず、こちらが、英語ができれば、英語で接待すればいい。
向こうが日本語ができず、こちらが英語ができなければ？・・・ここは日本なんだから、日本語で押し通すことは悪いことではない。アメリカの占領は終わっているんだ。国際会議の場面ならいざしらず、日本では日本語を堂々としゃべればいい。日本で日本語が、しゃべれないほうが悪い！とまでなってしまうとそれもまた極端なのだが、しかし、そのくらい思っていてもいいくらいだ。

日本で育った、ハーフの人たちは、原則、われわれと同様、日本語しかできない。英語で話しかけるたびに疎外感を与えることになることも頭に入れておくべきだ。

The video, shot late on Saturday night, shows a blond man standing over a young Asian man on a Barcelona metro train.

The agressor, whose face is pixellated, can be seen leaning towards his victim. He then throws several punches before shocked bystanders drag him away.

The video was first posted on a Twitter account ― now taken down ― containing Nazi imagery and the slogan "Always a patriot, white Europe", the Spain edition of the Huffington Post reported on Sunday.

Japan is set to make the traumatic leap from being one of the world's most generous aid donors to one of its biggest aid recipients as it begins the mammoth task of cleaning up the wreckage left by the 11 March earthquake and tsunami.

Until a few months ago Japan was the world's fifth biggest aid donor, according to the Organisation for Economic Co-operation and Development (OECD), lending or giving away $9.5bn a year; the disaster has transformed it into a leading destination for international charity. In two months it has received what the Democratic Republic of the Congo is given in a year.

すなわち、菅政権は原発体制維持を標榜し、原発に頼らないエネルギー政策の転換を行わないことを既定路線としていることが分かる。いわば、浜岡停止やエネルギー計画白紙は目くらましと言えよう。

　その上、「原発賠償機構」への資金拠出を渋る電力各社に対しては、「カネを出さないと浜岡のようになるぞ」という恫喝効果は抜群であった。

東電のバランスシートを研究すると、そこには送電（2.1兆円）・変電（0.8兆円）・配電（2.2兆円）といった送電関係設備だけで５兆円以上のお宝がある。

　これもリストラの対象に含めて売却すればよい。鉄道会社、通信会社、ガス会社、製鉄会社などをはじめ、地域で自然エネルギーを推進するファンドが続々参入してくるだろう。次世代エネルギーへの参入のため、送電網の開放を求める声は澎湃として起こるだろう。

エネルギー計画―脱・原発依存に道筋を

　もちろん、すぐに原発を全廃するわけにはいかない。分散立地型の自然エネルギーにも発電能力などに課題がある。

　ただ、立命館大学の大島堅一教授によると、７０～０７年度に一般会計から出されたエネルギー対策費の９７％が原子力関連につぎこまれてきた。こうした予算を新エネルギーへと振り向ければ、技術開発や普及支援、人材の確保などを進めることができるはずだ。

　電力会社が送電網を独占していることが、新規参入を難しくし、代替エネルギーの普及を阻害しているとも指摘されている。既存の電力体制を見直し、発電と送電の分離なども真剣に検討するべきだ。

　そして、新エネルギーや省エネ型の商品・サービスを提供する新しい産業や事業者の参入を奨励し、必要な規制緩和をはかる。政策が民間の自律的な成長へと連動していけば、成果は上がってくる。

　日本の方向性というのは見えてきているのではないか？

　電力関係だけではなく、様々な分野で新しい産業や事業者の参入を奨励し、必要な規制緩和をすべきである。


生肉食中毒：都道府県側の罰則要請０２年から…厚労省放置

　焼き肉チェーン店「焼肉酒家えびす」の集団食中毒事件を機に批判が高まっている厚生労働省の生食用食肉の衛生基準について、都道府県などの担当課長で構成する「全国食品衛生主管課長連絡協議会」が０２年以降毎年、罰則を適用できる基準に改めるよう同省に要望していたことが分かった。４人の死者が出るまで国が動かなかったことについて、基準の形骸化を懸念してきた自治体担当者からは「遅すぎる」との声が上がっている。

焼き肉チェーン「焼肉酒家えびす」の集団食中毒事件で、金沢市保健所が昨年夏、市内の店舗に対し、生食用の牛肉が流通していないことを理由にユッケなどを提供しないように指導していたことが１１日、わかった

しかし、これは保健所もなにか責任逃れのようにしか聞こえない。

　無駄な官僚も減らして、そして、国民の声に耳を傾ける行政に体質改善してもらいたい。それには、国民による監視制度の充実など必須である。


　ただ、悲しいかな、たんなる庶民の声はなかなか行政にも国会にも届かない。

　メディアだけが頼りなのである。　メディア関係者の奮起を期待するしかない。

「福島小学生が原発放射線で死亡」 坂本龍一ツイッターでデマ「拡散」
2011/5/11

「脱原発の日々」という名前のブログで、福島県の小学校5年生の子どもが、福島第1原発の水素爆発で被爆し、「鼻出血など放射線障害の急性期症状」で静岡県の病院で死亡したという内容だった。情報ソースは環境保護団体のメーリングリストだという。
その後、その日のうちにブログ記事は削除された。削除理由について、ブログ主は親族のプライバシー保護などのためと説明した。
もちろん、5月11日現在、放射線被ばくが原因で子どもが死亡したという報道はなく、デマだった。しかし坂本さんのフォロワーは「本当なの？」と冷静な人もいたものの、「いたたまれないです」と真に受けてしまった人も多かった。

「有名人なら安易に拡散するべきでない」
坂本さんはその後も「デマであることを望む」「子供は亡くなっていないというですから、そうであることを望むという意味です」と投稿。ただ、フォロワーから「医学的にありえない」と指摘されても「自然界にあり得ないことはないと思うけどね。福島原発だって『絶対』安全だって言われてきたでしょう。放射能の表れ方は確率的だそうですし」と呟いていた

　有名人云々は別にして、脱原発の人がこうしたウソを拡散しては、まずい。

　もうひとつ、「自然界にあり得ないことはないと思うけどね。福島原発だって『絶対』安全だって言われてきたでしょう」といのは科学的な態度とは言えない。これでは、火力も風力もなんでも地球滅亡に通ずることになる。



米上院委員長ら３人、普天間の嘉手納基地統合を提言

米上院のレビン軍事委員長（民主）とマケイン委員（共和）、ウェッブ外交委員会東アジア太平洋小委員長（民主）は１１日、在日米軍再編をめぐり、海兵隊普天間飛行場（沖縄県宜野湾市）の米軍嘉手納基地への統合を検討するよう米国防総省に求めた。

　日米両政府は同県名護市辺野古への移設で合意しているが、計画が遅れている。レビン氏らは再編予算に関する権限を握っており、今回の提言は両政府の判断に大きな影響を与えそうだ。（ワシントン＝伊藤宏）

　一、（普天間飛行場移設や沖縄海兵隊グアム移転の２０１４年の）期限は非現実的だ。いくつかの案件で見積もられている経費増大は現在の厳しい財政事情に合わない。
　一、沖縄の政治情勢とグアムの状況とともに東日本大震災に伴う巨額の財政負担を考慮しなければならない。
　一、沖縄世論は妥協を許さなくなっており、状況は行き詰まった。普天間飛行場の部隊・施設は巨額の施設整備が必要なキャンプ・シュワブではなく嘉手納基地に移し、同基地の部隊・施設をグアムのアンダーセン基地や日本の他の場所に分散させる可能性を検討する。
　一、沖縄海兵隊の移転はグアムの受け入れ能力を超えると現地で懸念されている。計画を縮小し、司令部機能とローテーションで短期駐留する戦闘部隊から成るように変え、グアム以外の場所に訓練場を設置する。
　一、在韓米軍は韓国軍と任務や能力が重なり合っていないかなどの再検討が終わるまで再編を中断する。
　一、こうした提案が実現すれば、数十億ドルの費用を削減でき、普天間問題をめぐる政治状況に対応でき、沖縄の駐留規模を減らすことができる。（2011/05/12-12:27）

A couple accused of abusing three sisters they adopted from Russia look likely to get off lightly.
They are ready to plead guilty in exchange for a suspended sentence and termination of their parental rights, according to a plea deal announced on Monday.
A deal was reached when the adoptive parents, Edelwina Leschinsky, 46, and Steven Leschinsky, 43, who at first pleaded not guilty, realized they could face at least four years behind bars if found guilty. Now they are eager to secure their freedom in exchange for the loss of parental rights of the girls and no opportunity to contact them.
Anya, Sasha and Oksana, aged from 12 to 15, will never see their former adoptive parents again and they will be found another foster family in the US.

Prostitution thrives on twisted entertainment culture

The hostesses, known as “jeopdaebu,” are not only expected to serve drinks but are forced to sell sex in bars or clubs.

Why didn’t she quit?

Experts say most hostesses or sex workers cannot simply quit their jobs due to “slave contracts.”

As shown in the crackdown by the Pohang Police, the sex industry has developed into a well-organized business run by bar owners, gangsters and loan sharks who exploit the women, they say.

Many of them first start working at a bar or club to earn “easy money” without knowing it will put them in a trap from which they can’t get out, they say.

“Most of these hostesses regret starting the job,” Lee Jung-mi, the head of the Korean Shelter for Women, said. “They first thought they would make a lot of money by simply talking to male customers at bars or karaoke, serving drinks and singing for them. But the reality is they are forced to sell sex and they can’t say no due to money they have been loaned in advance.”



Bar owners are usually loan sharks, lending them money at ridiculously high interest rates, she said.

“These poor women will be taken hostage by this snowballing debt. All they can do is just work as slaves,” Lee said.

How many hostesses?

According to Statistics Korea, one out of 60 economically-active women work in bars, clubs and karaoke rooms, or in red light districts.

Many experts question the accuracy of the statistics as it’s hard to estimate the real number given the secrecy of the business. Putting accuracy aside, however, they all agree with the fact that a lot of women are working to “serve” male customers in such places.

“Now, women with different backgrounds such as teenagers, university students, and housewives are becoming hostesses and/or prostitutes, lured by the temptation of easy money,” activist Yoo Gyu-jin said, who provides them with legal support.

　韓国ではだまされて性産業に取り込まれて犠牲になっている女性が非常に多い、という。植民地時代とおなじような手口である。

The poster is written in English Only…Therefore, those who do not read English will not be affected…As a matter of fact we should advise the shop owner to post the message in different languages, in order to avoid misunderstandings.

If they want to discriminate, let us teach them to do it properly !

中央教育審議会の特別委員会は今月、現行の枠組みを維持する方向で意見を集約した。

　教育条件が大きく改善されない中で、個々の子どもの障害の状態などを考慮せずに同じ場で学ばせることは、「適切に教育を受ける機会を平等に与えることにはならない」との理由からだ。

　現行の専門的教育に対するニーズは高い。特別支援学校などの在籍者数は増え続け、教室が不足するところも出ている。

　一方、インクルーシブ教育導入による教室の学習環境の変化を懸念する教育関係者の声もある。

　その導入の適否については、現行の障害児教育を着実に充実させる中で、慎重に議論したい。

Tuesday night at Hudson Lounge turns sour: Patrons claim racism

Once again there's conflict on Robinhood, but this time it's not between condo neighbors and Hans Bier Haus. Instead, Hudson Lounge found itself in the center of a storm of controversy.

After accusations first popped up on Twitter that the trendy Rice Village bar closed early Tuesday night on account of an unwelcome, primarily black, clientele, the war of words spun onto Facebook and the bar's Yelp entry.

Patrons claim that a primarily African-American crowd of young professionals gathered for a holiday party that was supposed to last until 2 a.m. when the bar unexpectedly shut down at 11 p.m. and HPD officers were called to disperse the remaining crowd.

Sharon McLaughlin, who attended the party, said in an e-mail that "It was not a rowdy crowd, nor was there any unusual behavior or activity that would give us or management cause for concern. Everyone was mingling and having cocktails. The bar was quite busy and full. We purchased drinks at approximately 10:55 p.m. and were told by the bartender that it was last call and that they were closing at 11 p.m. The lights came on at 11 p.m. and they stopped serving and asked everyone to leave."

The lounge maintains that although the website lists a Tuesday 2 a.m. closing, normal protocol is to close the bar at midnight. Hudson spokesperson Caroline LeBlanc says the website is being redone, and it's unfortunate the correct hours weren't listed.

Hudson also maintains the party wasn't a private event, but rather a patron called early to ask if the bar could handle 25 to 30 friends. When around 150 came, Hudson found itself understaffed and began last call at 11 p.m. in an effort to have everyone out by their midnight closing time.

"We feel awful, but we feel justified in following normal protocol," LeBlanc tells CultureMap. "Maybe that wasn't the right thing to do, but there was no discriminatory intent."

As for complaints that the bar, like many in town, screens patrons, Kliebert said "My bar has a dress code. I have my own friends who are white and they don't get in ― they call me the next day and are upset and they're my friends in the bar. I don't care what color you are, we have a strict dress code. I don't want just anyone coming in off the street. If I wanted that, I'd have opened a beer joint."

“I’m talking about white capitalist imperialism. If you’re not part of the 5 percent that kind of run the country or that own the banks that own all the corporations that just pay the politicians then I’m not talking about you. If you’re working class white folk then you’re on my team,” said Yerena. Friends like Rage Against the Machine front man Zach de la Rocha opened Yerena’s eyes to injustices.

“The people that had to go in (military) for economic purposes or because they were lied to, they’re victims of imperialism… It’s not the rich people that are part of the Army it’s the poor kids,” said Yerena. While Yerena tries to provoke action with his art, Siqueiro’s family still thinks artists and activists need to do more. “They’re not radical enough,” said Anna Siqueiros. “Now we have to be radical. We have to be radical in our thinking,” she added.

Falls police say woman put up racist sign


NIAGARA FALLS―Two days after a man was sentenced to probation and community service for putting up a sign as a “joke” in a public works garage that said “whites only” on a drinking fountain, city police were called to a home in the 600 block of 25th Street on Sunday to investigate another racially charged sign.

This one was clearly no joke.

No charges were filed Sunday, but police told the woman she must take down the handwritten sign on a fence on her property saying, “I rent three bedrooms [at her address to] white people Niagara Falls.”

The 53-year-old woman told police she put up the sign after someone tried to break into her house and added, “I can do what I want. I live in America,” according to a police report.

Police said they received complaints and she must take the sign down. An officer at the scene said the woman agreed to take down the sign under protest. The officer said the woman already had seven more signs she was planning to hang up.

Staff faced homophobic and racist abuse plus bullying, documents claim
Staff at a police station in central London have encountered violence and racist bullying, an internal Scotland Yard investigation has found.
Many police community support officers (PCSOs) in Belgravia were afraid to speak out and some were assaulted or threatened by colleagues, it added.

Jayashri Srikantiah, the director of the Stanford clinic, which has sued the federal government to get more information, said some detainees are pressured to sign the deportation forms even though they may have defenses against deportation or be eligible for asylum or green cards. About 95% of the people who agreed to the speedy deportations since 1999 are not represented by attorneys, she said.

"We have people mostly who are in detention in remote locations, without lawyers, who are non-English speakers, and they are being asked to sign away their rights," Srikantiah said.

　人種差別というのはいわば迷信に基づいた、直接間接の不当な弾圧ですけど、しかし、我々日本人も、これは甘くみてはいけない。憎しみの連鎖というか、スパイラルというのは社会に異常な亀裂をもたらすわけです。

　
　痛ましい記憶というのは、例えば、学校に限っていうと、写真は１９５７年で白人専用の学校に入学を許可された黒人が軍隊に保護されて登校したときのものですが、この白人女性の憎悪と侮蔑の顔つきを見て下さい。

　随分昔の話だ、と思う人がいるかもしれませんけど、おじさん、おばさんにとってはつい最近のことです。

　こっちはその歴史を扱ったビデオですが、白人が涼む木陰に黒人が行ったら、その木に首をつるロープがかけられた最近ーー数年前のーーー事件など紹介しています。

　あの写真の白人女性の憎悪と蔑視がいまでも一部には続いている。

　で、こうした憎悪と蔑視の目で有色人たる日本人も一部の欧米人から見られている。

　欧米の黒人さんのなかにはそうしたヒエラルキーを無意識に身につけてしまって、自分の肌の色を憎むとともに、一部の欧米優越意識が乗り移ってしまって、日本人を蔑視している、と思えるひともいなくはない。

　
　在日の欧米人の中にも、残念ながらあの写真の白人女性と同じ意識を持っていると思わざる得ない態度をとる人がいないとは言えない。インテリや海外特派員の中にもいます。


　いや、日本人の中には欧米のこうした感覚に迎合してしまって、欧米的中心主義的なレンズから日本を眺めて欧米のポチのように、欧米人の優越意識をくすぐって喜ばすようなことをしている西洋かぶれもいる。


　もっとも、こうしたことを乗り越えて平等意識をもっている人も沢山いる。

　そして、こうした歴史があるからこそ、欧米人のなかには無実な表現に対して過剰反応を起こしたりすることもある。
　

　われわれも人種問題を軽くみてはいけない。
　過剰反応するのも可笑しいが、繊細な問題だけに繊細にあつかっていかなくてはいけない。


　例えば、学校で言えば、

　肌の色や顔の彫りなどが違う人をからかうのはくない。

　おまえ日本人じゃないだろう、とか、やああい、外国人！、外人！　○○人！なんていうのも相手の心を傷つける。

　そうしたことは周囲の大人たちが気をつけてあげなくてはいけない。

　くだらない迷信やちょっとしたからかいから憎しみの連鎖を増長させないとはかぎらない。決して甘くみてはいけない。

　とはいえ、ちょっとした優しさと配慮さえあれば、こうした問題はうまくいくんではないか、と思う。


　まずは問題意識を高めていくことが重要だと思う。

　外国出身の親を持つタレントの人が、さらっと「ガキのころって、すげええ、傷つくんだよなあああ」とか、いう場面がある番組なんかも作ってもらえればいいと思う。

　もっとも、欧米人の肌の色や人種に関する階層意識やその否定の歴史を輸入する必要はない。

　日本人が欧米に行ったり、欧米にメッセージを送るときは、もちろんそうしたことを知り、かつ配慮する必要がある。そうしたことを知ろうせず、配慮もしなければ、無知で、文化的配慮に欠けると非難されるのは、それらの国で、あるいは国へ、メッセージを送る側です。

　が、しかし、欧米人が日本に来たら、日本人は彼等とは違った価値評価・概念枠組みをもっているのだというを彼等が知って、それを尊重し、それを前提に話しをすすめていくのが筋でしょう。後者の場合、知る負担は来日外国人の側にあります。　
　自国における肌の色にまつわる階層意識や問題意識が日本でも同じように通用し、それを日本人も受け入れなければならない、と考えること自体が横暴です。この場合、無知で文化的配慮が欠けると非難されるべきは、来日外国人の側です。

　
　このように同じ人種問題といっても十把一絡げに扱うわけにはいかないが、こうした海外における人種間の問題をみて、われわれも多いに反省し、学ぶ点は大きいと思います。

北海道が実施した平成１８年の生活実態調査(p４４）によると、「差別を受けたことがあるか」という質問に対して、

ここ６．７年で差別をうけたことがある、２．１％
６．７年以前に差別をうけたことがある、１５．６％
物心ついてから差別をうけたことがある、１６．８％

ということだそうである。現在では差別を受けた、というひとはほぼいなくなっているといってよい。

だから、といって問題がない、というわけではない。


以前として所得格差や大学進学率などの格差がある。

もっともある種のジレンマもあるのではないか？

地域に根ざして伝統保護ということになれば、観光などに従事する場合が多くなろうが、これでは、所得が増えない。漁業にしても同じである。といって都市に移転してしまえば、ほとんど和人と変わりがなくなってしまう。

　伝統文化の保存ということで言われている活動に注目すると、踊りや言語などだそうである。和人的にいえば、お盆の踊りや古典の学習といったところか？
　
　ウタリの人々の伝統保護・格差是正的な施策も行われているようである。

　日常生活での差別意識が消滅しつつある現在、まだ、差別を受けた忌々しい記憶がある人々もいる。こうした人々の気持ちをいかにくんであげられるか、我々のこれからの課題であろう。

　沖縄問題でもそうであるが、そうしたことをおろそかにするとかえって問題をこじらすことにもなる。
　ともに日本人としてこれからの日本を築きあげていくためにはおろそかにできない必須の作業であろう。

この方北アイルランド出身らしい。Jstor の記事を自由に閲覧しているとすれば、大学関係の方もしれない。教養ある北アイルランド出身者も有道ブログは支持するらしい。北アイルランド関係のごくごく最近のニュースをアトランダムに見て、ちょっと有道君らのブログをまねてみましょうか？

Of course, I wouldn’t run around claiming on the basis of this evidence that anti-foreign signs are “spreading nationwide” throughout America, and I’m sure it will be pointed out that these signs attracted media attention, but so have those in Japan. But are there signs like this in the US and elsewhere that don’t grab attention? Obviously people put them up, so it’s hard to say. In any case, I’d like to know how many of the signs on the rogues gallery here are still up. Does anybody check these things?

I think that some of these comparisons with the United States are valuable -

1. It was said plainly on this blog in the context of discussion of the recent rape case that material evidence is necessary for conviction. In Japan AND the United States there are legal precedents stating that victim testimony alone is adequate.
2. People have claimed that the taxi driver who struck a foreign pedestrian in Tokyo is guilty of murder. It is clear that there was no pedestrian crossing in the area and this is cannot be legally considered to be murder in Japan, the United States, or any just about any society that I am familiar with.
3. An individual died after a bar scuffle. The individual was, by all accounts, acting in a belligerent manner. In the United States, Canada, the United Kingdom, etc. these types of cases have typically resulted in manslaughter charges with 3-5 year sentences - very likely the leniency discussed by the Japanese police in that case.
4. In the United States, it is apparently legal to discriminate by gender in some cases, as the golf course examples show.
5. On the sign problem, is Japan really an exception?

Nobody is posting this sort of material here to suggest that Japanese who put up signs are blameless, it is simply a refutation of suggestions that Japan’s situation is unusual or backward.

「外国人お断り」も「日本人以外歓迎」も「白人専用」もいいことではない。
だからそうした人種差別を減らそうということはいいことだ。

　しかし、有道君はそのやり方が間違っているため、日本憎しの印象しか人に与えない。その運営方法が独裁的であるため、真実を語っているとは信頼されない。事実嘘は多く、嘘の訂正コメント、上記のようにバランスをとるコメントは削除されていくのである。、

　外国人の方に切実なのは例えば、賃貸家屋などの件だろう。だったら、例えば、
「わたしらルールを守ってきれいに使いますよ、安心して貸してくださいね、日本語もしゃべれます」とか、なんとか、謙虚な標語は一杯できるだろうに・・・日本人恐怖症にならずに、日本語でサイトたててどなたかやったらどうだろうか？

男女格差については以前にも取り上げた。機会の平等、結果の平等でも取り上げたが、格差があるということが、直ちに不公正な差別的政策・慣習がある、ということにはならない。また、この調査において、似た仕事に対する男女間格差が男性対女性１０体６というのはちょっと驚きであるが、その内実は、ちょっと古いが厚生省の発表によると、以下のようことらしい。

２ 　男女間賃金格差の発生原因は多種多様であるが、最大の要因は男女間の職階（部長、課長、係長などの役職）の差であり、勤続年数の差も影響している。このほか、家族手当等手当も影響している。
３ 　男女間賃金格差は多くの場合、賃金制度そのものの問題というよりは人事評価を含めた賃金制度の運用の面や、職場における業務の与え方の積み重ねや配置の在り方等賃金制度以外の雇用管理面における問題に起因していると考えられる。

（２） 　行政は、男女間賃金格差解消のために労使が自主的に取り組むための賃金管理及び雇用管理の改善方策に係るガイドラインの作成・普及等労使の取組に対し支援するとともに、中期的な課題への対応としてポジティブ・アクション推進の手法の検討や、どのようなケースが間接差別となるかについての十分な議論を進めることが必要である。

　家族手当てなどがあれば、格差が生じるのは当然であるが、管理職への登用などに差別があるのも事実であろう。こうした、意識的・無意識的な選好の是正は努力目標であることは確かであろう。
　面白いのは、や、在日韓国・朝鮮人の場合、所得の格差に関しては、ほとんど同化しているにも係わらず、２ちゃんねるなどで、陰湿なhate speechが多く見られるのに対して、女性に対してはそのようなものはない。

　やはり、根強い社会的な役割期待の相違があるのであろう。

　むか～し、「オレは男だ」という森田健作のテレビ番組の「よしくぁわくん」が「ウマーンリブ」と言っていていたが、あれから随分経つのにあまり変わっていないのか？男性の抵抗が強いのか？西洋かぶれした日本のフェミニズムの日本の実情を無視した戦略がまずかったのか？高校生くらいの女性でも、稼ぎのいい男をはやく見つける、なんて考えているのが多い。　女性なども３０前後の寿退職を希望したり、あるいは、無意識の圧力を感じるのかもしれん。
　ニッポンの差別ということでいうなら、人種や門地などのように、明確な憎悪があるわけでもなく、当事者もその役割期待の相違を肯定することも多い.いや、日本の大物政治家など、「かあちゃん、かあちゃん」（母および妻）を絶賛する場合も多い。この点、人種差別とは違い、劣等視という要素がないか、あるいは、少なくともそれとは異なる。そうした点で、男女の差別がもっとも複雑な問題なのかもしれない。
