"Of course, regrets will also be expressed. Many wanted to bring him to trial, either at the International Criminal Court or before a Libyan court. They would also have liked to see those who helped him throughout the years in court too. That included both his Libyan supporters, but also those in Europe and the United States. The relationships in recent years had become increasingly intimate and the criticism of his ruling style ever quieter. Certainly some interesting things about European politics would have come to light. It is too bad this can't happen, but there is also a positive side: An imprisoned Gadhafi would certainly not have missed a single opportunity to create further unrest and confusion."
The conservative daily Die Welt writes:
"Almost instinctively one understands that the world is a better place without the Saddam Husseins, Osama bin Ladens, and Moammar Gadhafis. And still one wishes that Gadhafi, like Saddam, had been forced to answer in court for his many crimes. Either in Libya itself or in front of the International Court of Justice in the Hague."

"It won't take long before Western politicians begin ... saying the same thing about Libya if it suits them. Those trying to build a democracy would be well advised not to rely on the West's solidarity. This applies globally."
ドイツのメディアでも、ガダフィを法廷で裁いてもらいたかったと望む声、あるいは、リビアに対する英米ないし、西欧のアラブ社会に対する偽善について指摘する社説を紹介している。
日本の大手新聞社の社説がこうした視点について全く欠落していたのは残念であり、不安な点でもある。
原理原則を欠いた生の利益考量、結論先にありきのキャンペーン、政治家の失言探しばかりに目がいっていては、なかなかこうした問題意識をもてないのかもしれない。
極端なことをいえば、南京虐殺も、実は、生の利益考量、結論先にありきのキャンペーンに目がくらんで、手続き的正義を無視した捕虜の死刑執行だったわけだが、今回の事件でもそうした問題意識をもてなかった、特に自称リベラルの一部論者達に注意を喚起しておきたい。
問題意識をもってなおも、知らん顔して、利をとる、というなら狡猾とも言えようが、たんに、大勢や風向きをみて追従し、知ったかぶりして善人ぶっているだけなら、愚かであるにすぎない。

カダフィ大佐殺害者を起訴へ＝リビア
【ベンガジ（リビア）ＡＦＰ＝時事】リビアを暫定統治する国民評議会のゴガ副代表は２７日、同国東部ベンガジで記者会見し、元最高指導者カダフィ大佐を殺害した者を起訴する方針を明らかにした。
同副代表は「既に捜査に乗り出している。われわれは捕虜の扱いに関する倫理規定を通達しており、（大佐殺害は）個人的な犯行だと確信している」と強調。「（殺害に）関与した者は誰であれ、公正な裁きにかけられるだろう」と述べた。（2011/10/27-23:19）
カダフィ氏に対する「処刑」、戦争犯罪の可能性
【ニューヨーク＝柳沢亨之】国連が、リビアの元最高指導者カダフィ氏死亡の真相究明に乗り出す構えを見せている。
国際人道法上の戦争犯罪に該当する可能性もあるとして調査を求める声が出ているためだ。
カダフィ体制崩壊後のリビアを率いる「国民評議会」は、カダフィ氏が「銃撃戦で撃たれた」と説明した。しかし、「自分が射殺した」と述べる反カダフィ派兵士などが次々現れ、投降した後で殺害された可能性が指摘されるようになった。
米エモリー大国際人道法研究所のローリー・ブランク所長は「国内紛争であっても、身柄を拘束され敵対行為をやめた戦闘員の処刑は戦争犯罪だ」と指摘する。
「ジュネーブ第３条約」の第３条は国内紛争に関する規定で、武器を放棄した軍隊の構成員に対する「あらゆる種類の殺人、傷害、虐待及び拷問」を禁じている。この条約はリビアも締約国だ。
このため、リビアへの軍事介入を批判してきたロシアが国際的調査を要求。クリントン米国務長官も「法治主義の徹底が重要だ」と述べ、調査の必要性を認めた。

しかし、そうしたことを許す国際法がないわけである。結果論は別にして、今回の米軍・Natoの介入の仕方が、国際法に照らして正当化できるか、どうかは、また別問題であろう。

その意味で、毎日新聞と産経新聞は五十歩百歩で、手続的正義の観点が全く欠落している。
産経は、つまるところ、リアリスト的な発想が色濃いから、こうした社説になるのは予想できる。
国際社会が実のところ、理想主義的な国際正義ではなく、表向きの宣伝理念とは別に、国益と軍事的均衡でなりたっているというリアリズムでいまだに動いているということを自覚して、こうした社説を発信しているというなら、まだしも、しかし、日本の安全保障の話になると、理想主義的的国際正義で国際社会が動いているような錯覚をしているとすれば、日本のリベラルの認識は危ういと言わざるえない。

オックスフォード大学で、40年にわたり、素粒子物理学を研究、指導してきたウェード・アリソン名誉教授が急遽、来日した。
彼が日本の人々に伝えたいメッセージとは、「現在、日本が採用している放射線に対する安全基準は厳し過ぎるため、被害が拡大している」というものだ。彼は、「月間100ミリシーベルト」に設定し直すべきであると提言する。その根拠とは何か。また、安全基準を厳しく設定することの弊害とは何か。話を聞いた。
私はここで、人体の放射線被曝に関する新しい安全基準を提言したい。それは、1回に浴びる「単回急性被曝」であれば100ミリシーベルト、複数回にわたって浴びる「複数回慢性被曝」であれば、月間100ミリシーベルト、そして、生涯にわたって浴びる「生涯線量」は5000ミリシーベルトである。
この水準でも、放射線のガン治療によって健康な細胞が浴びる月間線量の200分の1程度に過ぎない。それゆえ、将来の議論の行方によっては、この数字を2倍程度に引き上げることも可能だと考えている。
言い換えれば、ICRPが設定している安全基準は、一般大衆の恐怖心をなだめるための「合理的に達成可能な最低水準（ALARA）」であり、私が提言しているのは、科学に基づく「比較的安全な最高水準（AHARS）」なのだ。
ALARA原則とAHARS原則
例えば、福島第一原発を運営する東京電力は、4月4日から1週間に、1万400トンの低レベル汚染水を海へ放出したと発表した。そして、「ヨウ素131の濃度は法定限度の100倍だが、発電所付近で取れる魚や海草を1年間毎日食べ続けても、自然放射線の被曝量に約0.6ミリシーベルト加算されるだけなので、安全性に問題はない」とした。
この発表には矛盾があるように思える。そのため、国民の多くが警戒心と不信感を抱いたことだろう。しかし、もしこの法定限度が、ALARA原則ではなく、AHARS原則だったとすれば、このような自己矛盾は生まれなかったはずだ。
―― なぜ、「月間100ミリシーベルト」で十分なのか。その根拠を詳しく教えて下さい。
アリソン：それは、月間100ミリシーベルト以下では、放射線と健康被害との間に明らかな相関関係が見出せないからだ。
ここで、動物や人間への放射線の影響について、いくつか具体的な証拠を示そう。
まず、急性放射線被曝の強度と死亡率の関係についてである。実験用ラットにX線を1回だけ照射すると、7000ミリシーベルトの線量でラットの50％が死亡する。もし、線量の大きさと死亡率が比例関係にあるとすると、その半分の3500ミリシーベルトの線量の場合、死亡率は25％になるはずだ。ところが、実際には、死亡率は1％にも満たない。つまり、グラフは右肩上がりの直線ではなく、曲線を描いているのである。
これは人間にも当てはまる。チェルノブイリ原発事故では、最も高い線量の6000ミリシーベルト以上では21人中20人が死亡している。ただし、その下の4000ミリ～6000ミリシーベルトでは、21人中7人が死亡、さらにその下の2000ミリ～4000ミリシーベルトでは55人中1人が死亡、そして、最も低い2000ミリシーベルト以下では140人全員が生き残っている。
また、発電所外で死亡した人々の中に、放射性ヨウ素に由来する甲状腺ガンの死亡者を除いて、原因が放射線であると特定できる事例は1つもない。つまり、セシウム由来の死亡者はいないのである。
放射線ヨウ素、一切心配する必要はない
ちなみに、欧州で甲状腺ガンの原因となった放射線ヨウ素に関しては、日本では一切心配する必要はないと私は考えている。なぜなら、日本人の場合、日常的に魚介類や海藻類を多く摂取しており、栄養も足りているため、たとえ体内に放射性ヨウ素が取り込まれたとしても、甲状腺にたまる可能性は極めて低いからだ。
また、我々の細胞には、修復と防御のメカニズムが備わっていることも見逃してはならない。高い線量の放射線を浴びた場合、細胞分裂は停止もしくは遅延を余儀なくされ、死ぬ細胞の数が生まれる細胞の数を上回る。そのため、死に至ってしまうわけだ。
とはいえ、線量が少ない場合、放射線を浴びた影響が、数年後に、様々な種類のガンとして現れる可能性も考えられなくない。ところが、統計的には、甲状腺ガンを除いては、かなりの量の放射線を浴びた場合でも、放射線によるガン発症率はほかの原因による発症率よりもかなり低いことが、これまでのデータによって明らかになっている。

ベラルーシなど、旧ソ連三か国で無茶苦茶な小児甲状腺癌がおきたのは、甲状腺等価線量で1Gyを平気で越える子供を何万人も被爆させたからであることに留意しなくてはなりません。今回、１０００人程子供の甲状腺が実測されていて、
甲状腺等価線量で最大50mGy程度と報道されていましたから、それが最も被曝の大きい集団を代表しているのなら、まず大丈夫です。私たちの運が良い事を願わずにはいられません。結果は５年以内に分かります。
ああ、いわき市でのこどもで最大35mGyの甲状腺等価線量という話が、一面トップにならない理由は、これではまず何も起きないからです。チェルノブイリ級にするためには、これの１００倍程度の被曝を、１００００倍程度の子供が受けている必要があります。それなら、近未来に大事件になります。

"They inhaled first, then they ingested this iodine and this caused the problem," Weiss said. "In Fukushima, the people were evacuated before any release took place, so this is a totally different situation."
Asked what health consequences he expected from Fukushima, he said: "From what I know now, nothing, because levels are so low. In food, people are talking about levels which would give you one millisieverts per year, five millisieverts per year ... this is nothing where we would expect major health impacts."

「子どもの甲状腺機能に異常」報道は行き過ぎ 専門医学会が「原発と結びつける理由なし」

「福島から避難した子どもたちの甲状腺機能に変化があった」として、福島第1原発の影響を疑う声が相次いでいる。ところが、子どもの甲状腺の専門医などでつくる学会が、調査データを取り寄せて分析し、「放射線被ばくと直接結びつけて考慮すべき積極的な理由はない」との見解を発表した。どうしてこうなったのか。
波紋が広がっていたのは、長野県松本市のNPO法人「日本チェルノブイリ連帯基金」（JCF、鎌田実理事長）と信州大学医学部付属病院が行った調査。
各紙は「甲状腺機能に変化」などと見出しに付け、不安が広がる
JCFがウェブサイト上に公表している資料によると、長野県茅野市などが2011年7月から8月にかけて、福島の子ども達290組813人を招待。事前アンケートで頭痛や腹痛、鼻血を訴える子どもがいたことから、73家族130人が信大病院の診察を受けた。検査項目は問診、尿検査、血液検査。それ以外にも、甲状腺障害も懸念されていたことから、甲状腺ホルモン検査も行った。
この結果、（1）1人の甲状腺ホルモン（遊離サイロキシン）が基準値を下回った（2）7人の甲状腺刺激ホルモンが基準値を上回った（3）2人は、甲状腺ホルモンの合成に必要なタンパク質「サイログロブリン」が基準値を上回った、ことが明らかになった。
JCFでは、10月初旬になって、この結果を公表。発表では、「原発との関係は分からない」とされたが、JCFの鎌田実理事長（諏訪中央病院名誉院長）が報道陣に、
「色々意見はあるが、被ばくの可能性は捨てきれないと思う」
などと発言したこともあって、各紙は「甲状腺機能に変化」などと見出しに付けて報じた。このことから、あたかも原発が原因で甲状腺に異常が生じたかのような不安が広がっていた。
「一般的な小児の検査値でもときにみられる範囲」
だが、甲状腺の病気を専門とする医師でつくる日本小児内分泌学会は、10月11日になって、この報道内容に反論する声明を発表した。学会では、信州大学から検査の実際のデータを受け取って検討。その結果、今回の検査結果で基準値から外れた幅は、いずれもわずかなものであり、
「一般的な小児の検査値でもときにみられる範囲」
「これらの検査結果を放射線被ばくと結びつけて考慮すべき積極的な理由はない」
と結論づけている。個別に見ていくと、甲状腺ホルモンについては（1）基準範囲をわずかに下回っているに過ぎない（2）甲状腺刺激ホルモンには異常がないことから、「臨床的に問題すべき（基準値からの）逸脱として扱うことは適切でない」と判断。甲状腺刺激ホルモンについては、甲状腺に病気を持たない子どもにも見られる程度の逸脱なので「再検査し、他の検査とも合わせて総合的に判断」すべきだとした。サイログロブリンについては、基準値から外れた数値が出た2人は、甲状腺ホルモンと甲状腺刺激ホルモンについては基準値に収まっていることから、「甲状腺機能異常とは言えない」と判断。その上で、「時間をあけて再検査するなどをしないと病的なものかどうかの判断はできない」とした。
「お母さん達が、パニックに陥っていると聞き、心を痛めています」
また、総論として、仮に被ばく後数ヶ月で甲状腺の病気が発症したとすれば、相当量の放射性ヨウ素の被ばくが起きていることになる。だが、これまでに行われた高放射線量の被ばくが疑われる子どもに対する調査でも、ひとりも甲状腺機能に変化を起こすような高線量の被ばくは確認されていない。このことから、
「今回の場合は、検査値のわずかな逸脱と放射線被ばくとを結びつけて考慮すべき積極的な理由は、ないものと考えます」
と結論づけている。
調査を行ったJCFでも、10月13日に、
「一部のマスコミで、あたかも甲状腺機能異常があったかのような報道がありました。それによって、福島のお母さん達が、パニックに陥っていると聞き、心を痛めています」
との見解をウェブサイトに発表。前出の日本小児内分泌学会の声明文にもリンクを張っている。その上で、
「いつ健診を受けられるかもわからず不安を募らせているお母さん達の気持ちに添いたいと思っています。今回は、夏休み保養に来た子ども達が対象でしたが、より多くの子ども達が地元でより早い時期に健診を受けられようにしていきたいと検討しています」
と、今検診の範囲を広げていきたい考えだ。

もちろん、
低線量被曝を巡る議論（ウィキ）はあるわけだ。親御さんの不安は理解できる。が、しかし、ネットで出回っている低線量被曝の子供に対する影響は、韓国・朝鮮人の危険を説いて不安を煽る右翼と似て、あまりにも極端である。
地中から高放射線量 千葉・柏市「原発とは考えられぬ」

千葉県柏市は２１日、同市根戸の空き地で、地面を３０～４０センチ掘った地中で毎時５７．５マイクロシーベルトの放射線量が測定されたと発表した。市は線量の高い範囲が局所的なことから、「福島第一原発事故の影響とは考えられない」としている。
空き地は工業団地と住宅街に挟まれた市有地。半径１メートルの範囲で高い線量が測定された。１０メートル離れた場所では、毎時０．３マイクロシーベルト以下だった。千葉県環境財団が採取した土などを分析して原因を調べる。
線量が高いらしいとの話が住民の間で広まり、自治会の情報を受けて市が調査を始めた。市は現場を川砂などで覆い、半径３メートル以内を立ち入り禁止とした。
市によると、空き地は１０年ほど前まで市営住宅が立っていたという。
冷静に対処していく必要がある。

防災域の拡大―廃炉の基準に反映を

原発事故の際、避難や屋内退避を含む防災対策を準備しておくべき地域を、半径８～１０キロ圏から３０キロ圏に広げる。原子力安全委員会が防災区域の拡大案を打ち出した。５キロ圏内は、ただちに避難する区域だ。

私たちも原発の段階的な削減にあたって、老朽化した原子炉や大きな地震を経験して耐久性に不安が残る原発とともに、周辺地域で十分な避難・防災計画を講じるのが困難な原発は廃炉にするよう提言してきた。

これはこれで筋が通っている。逆にいえば、アクションプログラムができて、事故の起きる確率を考慮しても、覚悟さえできれば、原発の維持も可というのが合理的であろう。
朝日は脱原発に熱心ではあるが、それと同時に、代替エネルギー問題にも目を向けるべきだ。

ヘーシオドス『仕事と日』によればヘーパイストスは泥から彼女の形をつくり、神々はあらゆる贈り物（=パンドーラー）を与えた。アテーナーからは機織や女のすべき仕事の能力を、アプロディーテーからは男を苦悩させる魅力を、ヘルメースからは犬のように恥知らずで狡猾な心を与えられた。
そして、神々は最後に彼女に決して開けてはいけないと言い含めて箱（壺ともいわれる 詳細は後述）を持たせ、エピメーテウスの元へ送り込んだ。ヘーシオドスは『神統記』においてもパンドーラーについて触れ、神々からつかわされた女というものがいかに男たちの災いとなっているか熱弁している。
美しいパンドーラーを見たエピメーテウスは、兄であるプロメーテウスの「ゼウスからの贈り物は受け取るな」という忠告にもかかわらず、彼女と結婚した。

プロメーテウスの火そのものは人間の暗黒の世界に光の文明をもたらし、人間は、善悪の区別、幸福と不幸の分別がつくようになったが、愚かなパンドーラがデマや噂の箱を開け、デマが流れて、戦争や苦痛など禍をもたらした、ということの比喩か？
いずれにせよ、、結論先にありきで、合理的議論なしに、不安ばかり煽るの勢力はこまったものである。

朝鮮半島出身の元ＢＣ級戦犯、東京で慰霊祭 遺族が参列
太平洋戦争中に旧日本軍に徴用され、戦後に戦争犯罪に問われた朝鮮半島出身者の遺族が来日し、１６日、東京都内であった慰霊祭に初めて参列した。
来日したのは元ＢＣ級戦犯の遺族４人。いずれも父親が日本の植民地下の朝鮮半島で徴用され、捕虜の監視などにあたった。韓国では長年、「親日派」とされてきたが、２００６年に戦争被害者と認められたこともあり、今回の参列が実現した。
２９年目となる慰霊祭は大田区の照栄院で催された。境内の碑には、戦後にシンガポールの刑務所で処刑されるなどした日本や朝鮮半島、台湾出身の元戦犯らの名が刻まれている。
父が処刑された姜道元さん（７１）は「同じ不幸が繰り返されないよう、東アジアの平和を天上から見守ってください」と慰霊の言葉を読み上げた。

In a recent speech, Mr. Cameron insisted that all immigrants who want to come to Britain to join relatives must speak English fluently. He also called on immigrants to learn English before they are eligible for welfare.
“We’re saying that if there’s something you need to help you get a job, for instance being able to speak English and learn English properly, it should be a requirement…in order for you to receive your benefits,” he said.
The English-language requirement is getting mixed responses from longtime British immigrants.
Ruth Alexander Smith, who has dual South African and British citizenship and has lived in Britain for 15 years, said: “If someone is in a position of authority - a doctor or a teacher, for example - they should be able to speak English.
“But for a person not in such a position, it seems a bit harsh to expect them to speak fluently before they come. They’ll pick it up while they’re here.”
Amina Sbaiti, who moved to London from Morocco 20 years ago, disagreed.
“I think people should have to learn English before they come if they are going to stay a long time,” she said. “Too much money has been spent on translating everything for people who don’t speak the language.”
She also endorsed tighter limits on immigration.

In the 2000 case of Rice v. Cayetano, the Supreme Court struck down race-based voting requirements for certain Hawaii state officers because government schemes that distinguish between “native Hawaiian” and “Hawaiian” are racial classifications that must pass “strict scrutiny” to be deemed constitutional; they must be narrowly tailored to achieve a truly “compelling” purpose (a standard nearly impossible to meet).
Yet that exact same category of “native Hawaiian” ― whose frighteningly archaic definition is “any descendant of not less than one-half part of the blood of the races inhabiting the Hawaiian Islands previous to 1778” ― was used in the Hawaii Homes Commission Act to distinguish those who can hold certain leases that are subject to little or no property tax.
A group of Hawaii residents who do not meet the state’s definition of “native Hawaiian” and therefore suffer under the explicitly race-based law decided to challenge these property-tax exemptions. After paying their taxes, these plaintiffs sought refunds on the grounds that the classification scheme violates the Fourteenth Amendment’s Equal

Survival International & Tribal People Of South Pacific Islands Denounce ‘Cannibal’ Claims
Human rights organisation Survival International has lodged a formal complaint with authorities in the UK over the ‘highly offensive and ludicrous’ claims in the world’s press that a German tourist missing in the South Pacific has been ‘eaten by cannibals.’
In a letter to British regulator the Press Complaints Commission, Survival suggested that those newspapers that have described the indigenous people of the Pacific as ‘cannibals’ are promoting ‘a false and offensive notion that tribal people are primitive savages.’
At the same time, tribal people around the world have reacted with dismay to the reports.

Almost everyone in my family has been kind, gracious and accepting of my husband. If they have a problem with our marriage, they have had the good sense to keep it to themselves. Unfortunately though, I do have a cousin ― Cousin X ― who will not speak to, make eye contact with or acknowledge my husband in any way. To be fair , Cousin X doesn’t hate my Husband directly, just by association. My Cousin hates white people. My husband is white. So, Logic 101: My cousin hates my husband.
And this is no idle hatred. Cousin X has written a few books on the evils of white folks and has said publicly (at least once that I know of; isn’t You Tube great?), “We have to exterminate white people off the face of the planet.” You can see why I didn’t invite him to the wedding. An assassination attempt might have put a damper on my big day.
Les Brown, one of my favorite motivational speakers says, “You have to cut the negative people out of your life.” This is easy to do since we don’t live near Cousin X, but when we ran into him recently at a local event his continued disdain for my husband was palpable. I was again glad that I hadn’t wasted a stamp on a wedding invite.
I am amazed that black racists and white racists aren’t better friends with all the hate and ignorance they have in common. White supremacists don’t believe in interracial relationships as it “dilutes the race.” I think I would rather dilute the race than diminish my humanity.
I have heard the theory that black people can’t be racist because we don’t have any power. Really? The folks at Black Enterprise who compile the annual BE List of the Top 100 Black Businesses in America will be surprised to hear this. I bet the Congressional Black Caucus and Senator Obama didn’t get the memo either.

Their Lewisboro, N.Y., house, advertised as having "cathedral ceilings and custom built-ins" on over an acre of wooded land in "sought-after" Michelle Estates, was up for sale with an asking price of $799,000.

Rioters turned on ethnic minorities and Muslims and attacked mosques in both Sofia, the capital, and Plovdiv, Bulgaria's second-largest city.
A few months earlier, politicians and the public had gathered to show their support for a unified Bulgaria following violent demonstrations outside Sofia's historic Banya Bashi mosque. But what began as a "peaceful protest" against the volume of loudspeakers that broadcast the call to prayer, ended with supporters of Ataka, the ultra-nationalist party, setting fire to prayer mats and pelting worshippers with stones.

The Office of the Police Complaints Commissioner will not be pursuing an investigation of the New Westminster Police Service on accusations of racism.
The charges came from African immigrant activist Paul Mulangu, in response to police presence at dances, weddings and funerals held at the Centre of Integration of African Immigrants on Carnarvon Street.
New Westminster police received the complaint and forwarded it to the commissioner last week.
Sgt. Gary Weishaar said New Westminster police learned Friday that Mulangu's complaint did not meet the threshold to warrant a full investigation.
"It has to be substantiated. It has to constitute a misconduct. It can't be a complaint that's frivolous or vexatious," Weishaar said. "We did get a response back from the Office of the Complaints Commissioner. A copy was sent to us and Mr. Mulangu, and it advises him that his complaint is inadmissible. It does not meet the criteria."
Mulangu had said the police presence was only because of large groups of black people gathering in one place though Weishaar said police were simply responding to calls.

Is it a case of atradition under attack, or an attempt to have a longstanding wrong righted?Whichever, it’s certainly shown just how close to the surface rampant bigotry is in Saskatoon.
The “it” in question is a movement to change the team name and logo at Saskatoon’s Bedford Road Collegiate (BRCI). The nickname for the high school’s sports teams is “Redmen,” and the logo is a red “Indian” warrior.

“This logo and name, like thousands of others akin to it, does not come from indigenous people or their culture; it was created by a dominant Canadian culture that legally defined First Nations people as less than human,” McLean adds.
“Young aboriginal males have difficulty gaining access to education and are especially prone to police brutality,” Wilson also points out. “Romanticizing aboriginal males as fierce, aggressive and animal-like ― and choosing a mascot that symbolizes these qualities ― only further justifies racist behaviour.”

FRESNO, Calif. – Four months after Patty Dawson was chased and beaten by three suspects believed to be associated with white supremacists, she faced her alleged attacker, Jennifer Devette Fraser, in court for the first time on October 17.
Fraser – a tall, heavyset woman bearing numerous tattoos on her arms, hands and neck – walked past Dawson and her family outside the courtroom and did not recognize the woman she reportedly viciously attacked on the afternoon of June 14.
But once inside, Fraser suddenly noticed the large contingent of Native Americans seated behind her who were there to support Dawson, a Navajo and Apache nurse and mother, who was assaulted on a Clovis, California highway allegedly by Fraser and two men.
Fraser, 27, sat close to an older man with white hair and long goatee, and would not look at the victim. She was charged under California law with felonious assault, defined as an attack on another individual in which the attacker uses a dangerous weapon and seeks to cause serious harm but stops short of an attempt to kill the victim.

その後、この周辺で大佐の側近と反カダフィ派が約３時間にわたり交戦し、大佐は車を捨てて逃走。高速道路下にあった排水溝トンネルに身を隠したが、反カダフィ派に見つかった。大佐は「どうしたいんだ」「撃たないでくれ。我が息子よ」と懇願したという。
インターネットなどに流れた映像では、大佐は拘束時、負傷していたものの生きていた。反カダフィ派の兵士が大佐をトラックの荷台に押し込み、見せびらかそうともしていた。「生かしておけ」との声が聞こえ、髪をつかまれて引きずり下ろされた大佐が救急車に連れて行かれるような様子もあったが、その後銃声が響いた。映像に「射殺」の瞬間はないが、次に映ったのは大佐の「遺体」だった。

もっとも、詳細の確定はまだできないだろうな、とは思う。
この殺害劇、ビンラディンのときと同様な複雑な気持ちではある。
なるほど、中東の狂犬が殺害されたことは、リビアの将来に有益なのであろう。

"It is a fundamental principle of international law that people accused of serious crimes should, if possible, be tried. Summary executions are strictly illegal. It is different if someone is killed in combat," he told Reuters Television.

Apart from those deaths brought about by combat between Gaddafi loyalists and rebel forces, NATO, which had been authorized by UN Security Council Resolution 1973 to use any means necessary to protect civilians, has faced heavy criticism for its often deadly airstrikes.
One such instance occurred in Tripoli on June 19 when a NATO missile missed its target, killing at least nine civilians as a result. NATO admitted its culpability in the deaths.

model minority という言葉がアジア系アメリカ人に使われることがありますけど、日本語でいうと、理想的（外国人）移民くらいになるのでしょうか？とにかく、その言葉は、
そもそも日本人に対して使われていたらしいですね。教育熱心で勤勉で成功おさめている理想的な移民とNYTの記事が持ち上げた。
その裏には、”黒人”はどうしようもないな、と非難して、移民を分割統治せよ、という意図があったのだ、といいます。
ある論者が、”黒人”女性が理想的マイノリティーになりつつある、と書いたので、なにをおっしゃるうさぎさん、てな感じで、その語源をたどったみたようです。
で、面白いのは、今までメキシコ人が低賃金労働者として蔑まされてきたそうですが、将来は、中国人労働者がその地位をうばい、アジア人は理想的移民ではなく、メキシコ人と同じように蔑まされる存在になるんではないか、と言っています。

Woburn Man Faces Civil Rights Charges After Alleged Attack On Asian Woman
Officer Arthur Tourkantonis, Jr. reported the incident began when an Asian woman approached Kischel’s barking dogs.
Police said Kischel reportedly told the victim “to get away from his dogs,” and he appeared to have a beer in his hand.
According to police, Kischel repeatedly told the victim to “mind her own business” and called her expletives and racially-biased names. The woman began to walk away, said police.
“When [the victim] saw Kischel again, he was holding a silver baseball bat,” said Officer Tourkantonis.
Police said Kischel continued to “brandish and swing the bat” at the victim, while yelling, “The [ethnic slur] are all over the place.”

A Walnut Creek elementary school community was reeling Tuesday after a letter was sent out regarding a racist death threat allegedly made by classmates against a fifth-grade student last week.

“When you get a racial death threat, I think the professionals need to be called,” said Deveraux. “The incident was my daughter received a note at 11:45 on Friday [morning] saying ‘N―–, I’m going to get my dad’s gun and kill you.’”

The victim’s parents told KTVU their daughter is still too scared to come back to school.
School officials, including the superintendent, refused to discuss the incident.

Anti-Latino Hate Crimes Rise As Immigration Debate Intensifies

Juan Varela was shot in the neck in his front yard in Phoenix, Ariz., last May by his neighbor Gary Kelley. Moments before killing Varela in front of his mother and brother, Kelley yelled, "Go back to Mexico or die!" Varela was not an illegal immigrant, but a fifth generation American of Mexican descent, said Carlos Galindo, the family's spokesperson in a phone interview.
In May 2009, 9-year-old Brisenia Flores and her father Raul Flores were murdered by members of a Minuteman vigilante group. The child and her father were both American-born U.S. citizens. Leader Shawna Forde broke into the Flores home in Arivaca, Ariz., with two men she recruited to help her fund her splinter Minuteman organization. After the group shot and killed her father, Brisenia pleaded with the Forde and her accomplices, saying, "Please don't shoot me." One of the masked figures then shot her in the face at point blank range, her mother, the lone survivor, said in her testimony. Forde was convicted of first degree murder in February of 2011 and sentenced to death.
Last November, two Mexican nationals, cousins Alex Cauich and Jose Omar Cauich, were brutally assaulted by a group of white men while standing in front of a bar in San Francisco. Witnesses on the scene heard the assailants yelling "run like you ran across the border" during the incident. Last week, three men with connection to a white supremacist group were convicted in the assault. San Francisco District Attorney George Gascón, who worked as a police officer in Arizona and California for more than twenty years, told The Huffington Post that he perceives this crime and others like it to be part of rising anti-Latino sentiments around the country.

"There are not a whole of people who want to do what we do. You have to wake up at 4 a.m. You have to clean the horses, care for them," said Jose Calderon, 31, who was handling horses at Belmont Park on Sunday.
He said the majority of workers at Belmont are Latinos.

Many do not know the term “model minority” was coined by sociologist William Peterson in a 1966 New York Times magazine essay entitled, “Success Story: Japanese American Style.” The piece made the argument that despite their experiences with historical marginalization, Asian Americans have attained “success” (whatever that means in this country), due to strong families, respect for education, and work ethic. In later years the media provided an array of articles and coverage that exhibited this point. In essence they were all nationally and internationally stressing the strength of the poignant question―“Why can’t Blacks get their act together?” The term by many is viewed as both racist and divisive. It was created by the White elite to serve as a way to downplay the effects of racism on Blacks while publicly blaming Blacks, the victim, for their own political, economic, and social status.

This was not until I became aware of the emerging research by Dudley Poston at Texas A&M, that points to China, which replaces Mexico (Mexican immigrants) as the new U.S. source for low wage workers coming to the US. He goes on to assert that the sentiment, legal maneuvers, and overall disdain targeting Mexican workers we have witnessed in the past few years will possibly be refocused on the replacing low-wage Asian worker. Due to this I feel that the outlook on Asians as the supposed “model” will cease to exist. They too will be blamed for the same issues Mexican workers are blamed for today.

Had he been so inclined, the judge could have asked the Daily Mail editor what he might have made of the former executive – not Dacre himself – who told a reporter dealing with two black informants on a story that he should give them a banana each and tell them to fuck off. Or the time the executive seemed thoroughly uninterested in a mundane crime story until he walked past the picture desk and saw the offender photographed. "Oh," he said. "I didn't realise it was one of our coloured brethren."
The judge could have asked MacKenzie – a former editor of the Sun – about the old times as depicted in the history of the paper, Stick It Up Your Punter. What does he now think of his reported reluctance to put a Sikh lottery winner on the front page, because Sun readers didn't want to see "darkies raking it in"? Or his fears for post-Mandela South Africa, when "the darkies come down from the trees".
So things have changed, though not yet the daily need to highlight the eccentricities and wrongdoings of those who are just not like "us". Blacks took that beating for a while. So did the Irish. So did the Huguenots. Now it's migrants, Travellers and Muslims. The bottom line needs somebody.

In a speech that read like a laundry list of Israeli-Palestinian history, he returned to the people/unpeople theme many times to explain Israel’s treatment of Palestinians and America’s acquiescence.
“Remember, these are all ‘unpeople,’” he said. “So naturally, no one cares.”
In addition to his psychological analysis, Chomsky focused on what he considers to be the greatest obstacle to moving forward in the peace process: the United States. The United States is one of Israel’s last allies, offering political and financial support to the country despite decades of criticism from the international community.
“Israel offers a lot to the United States,” Chomsky said, referring to American investments in Israel―especially in military capital and military technology―and its role as a strategic American ally in the Middle East. He also referred to “cultural” similarities, saying that both the United States and Israel share a history of removing indigenous peoples from their lands. “We did it, so it’s got to be right. 真の格差はどこにあるか
日本のケースとアメリカのケースを同視するわけにはいかないだろうが、しかし、たぶん、共通する庶民感覚は同じで、親の世代では、工場でもなんでも一生懸命働いていれば、小さな家でも買って、子供を大学に卒業さることもできたが、しかし、いまでは、そうしたことも夢となりつつあり、家庭を持てないと憂う若者もいる始末で、そうした庶民の生活実感があり、そのとき、一部では巨大な富が集中する人・企業がある、となれば、なんかへんじゃね、と思うのは当然であろう。もちろん、それは世代間格差問題ともからんでこよう。
求められているのは、財の再分配、あるいは、公正な分配をした上での、没落した中流階級の底上げではなかろうか？、

問題の一つはやはり、報道のあり方にもある。これでは、心霊スポットで不安がる住民について報道しているだけのものと大差ない。
この点に関して、議論はあるわけであるが、ここは一つ、わかりやすく、危険性について科学者たちの意見を報道すべきだ。
特に子供に対する影響について、チェルノブイリなどの先例があるわけであるから、こどもの発ガン率の発生の上昇について、この程度ではこの程度の上昇するというデータがあり、この程度に関しては顕著な上昇はみられない、しかし、極々微量な放射能も危険である、という仮説もある、というように、議論を整理して報道すべきであろう。
不安がる住民に、素人のコメンテーターが何をいっても生産的とは思えない。

放射能の危険性をバナナの量に比較している。バナナにも放射性物質は含まれているから、食べるバナバの量で比較してみましょう、というわけだ。
コメント欄でも賛否があるが、その一つ。
ニュースやメディアが放射能の不安を煽っている、と。
思えば、テレビ番組など、血液型とか心霊とか、くだらないことを放映して、視聴者の一部に不安を植え付けてきた。多大な影響力のある機関として、社会的責任をもって報道してもらいたい、と思う。
放射能が危険がない、などという馬鹿げたことを言う人はいない。
しかし、危険はどこにでもある。知らずに危険に接している場合もある。ない危険を不合理に恐怖している場合もある。知ってもその程度の危険ならとくに懸念するに値しない、と評価して、普通に生活している場合もある。同じ危険の程度で、いざ、放射能となると、特に不安がる合理性というのはあるまい。
やはり、正確な知識の流通が重要である。

ITを使う高度なスキルが稀少になって知識労働者の所得が上がる一方、ITで置き換えられる事務処理の需要が減って、単純労働者の所得は下がるのだ。

BERLIN (IDN) - The German government is insisting that it will neither render an apology nor pay any reparations to the Herero and Nama who suffered the first genocide of the 20th century that took place between 1904 and 1907 in German South-West Africa – modern-day Namibia – during the scramble for Africa.
A chilling account of the "killing fields" of Namibia has been published in 2010 by David Olusoga and Casper W Erichsen under the provocative title 'The Kaiser's Holocaust: Germany's Forgotten Genocide and the Colonial Roots of Nazism'.
"When the Great Powers partitioned Africa in 1884, unfortunately we were allotted to the Germans," said Advocate Krukoro from the Ovaherero Genocide Committee, one of the 60 Namibian delegates, during the Berlin visit from September 27 to October 2, 2011.
In 1904 some 17,000 German colonial troops commanded by General Lothar von Trotha started a brutal extermination war on Herero and Nama to suppress revolt against the continued deprivation of land and rights. After their defeat at Waterberg on August 11, 1904 they were chased, murdered or driven deep into the Omaheke desert where they died of thirst under the eyes of the German soldiers.
Thousands of men, women and children were later interned in German concentration camps and died of malnutrition and disease. The territories of Herero and Nama were expropriated, their community life and means of production destroyed. Although being a crime against the Law of Nations the discussion about the mass murder of Namibian peoples didn't start until Namibian independence in 1990.

実は、”白人”女性のポスターもあったし、そもそも人物は犯罪者ではなく、お客を表現していたのだ、と。
誤解されても、苦情がくれば撤去というのが企業の行動としては、自然なのかもしれない。

カナダ、就職の面接で、中国人やインド人など英語圏のカナダ人的名前でないと面接も受けさせてもらえない場合が多い、と。
雇用者にきくと、言葉の問題や社交術の未熟さの問題に懸念を感じた、と。
ただ、中国系でもカナダで生まれ育ち、英語や社交に関して、全く問題がないひともいるわけです。で、そうした人が面接も受けられない、というのはおかしい。
これは、日本でもそうで、日本人ぽくない名前でも、日本語が完璧で、日本的社交を身につけて、日本企業で働くのに全く問題ない人もいるわけですから、これからの時代の日本人雇用者も気をつけなければならない。

One of my teachers told me that there is a Japanese proverb saying that if a family has only one child and that child is attractive (physically) then they should not keep them to themselves. This post reminded me of that.

Japanese people will not say that they have a problem with other skin colors but that’s a fact. (Of course not everyone) But it’s like everywhere else on the planet. There are some people that you don’t feel comfortable with because of culture or historical event.
I’m a Portuguese Swiss guy with a suntan, black eyes and black hair. People notice it easily and sadly sometimes is not in the good way. I’ve felt that in here and in Japan too.
Oseji is a compliment that can be transcribed to the comparison of you and a star. In a way that’s the feeling they want you to feel.
Japanese people hide a lot of things, what they agree with, what they disagree with. It’s complicated…

When she's in all-white environments, she says it's pretty common for her to hear people's biases come out.
"Whenever I'm around people and they don't know that my husband is black, that's when I get their honest opinions," she says.
Sometimes the opinions are racist against blacks ― and painful for her to hear, she says. Regardless of the biases people harbor, she says, she's glad to have such an intimate perspective on race in America ― a perspective she says she would not have if she hadn't married someone of a different race.

I was not sure if I should laugh or cry when I heard the news that an urban myth about a woman choking on a dog's identification chip at a high-end Chinese restaurant in Yorkshire had led to an exodus of diners. Bizarre as the story sounds, it didn't surprise me. When I lived in Britain, I met people who refused to go to Chinese restaurants because they believed – they were utterly convinced in fact – that such places sold dog meat (and their neighbours' pets at that!). Racism takes all forms, and in the case of the Chinese, it often takes the form of disgust with the Chinese food.
Just last week, I saw another example of that when I watched the DVD of the first episode of the hugely popular travel documentary An Idiot Abroad, in which Karl Pilkington (the Idiot) is sent abroad to visit the New Seven Wonders of the World. The first episode is set in China. I did make me laugh – it is funny. But the sour smell of colonialism taints the programme. It dwells so much on the weird eating habits of the Chinese people: cicadas and worms at a Beijing night market, a long shot of a young woman stuffing scorpions into her mouth, Karl commenting on a man eating "foetus egg" and a family by the Great Wall killing and feeding him toads! (Bullfrogs actually.)
China has a fabulous and sophisticated cuisine, but westerners always focus on the tiny percentage of what we eat that is weird.

毎日新聞のやらかしたWAIWAIも同じであるが、日本についていまだに wacky Japan に仕立てようとする記事がはびこっている。

English nationalism too is partly a response to the unravelling of old social bonds. Growing up in Stockport, I remember the growing numbers of St George's flags appearing in the windows of housing estates. English pride became more than an enthusiastic commitment to the national team at some point in my childhood But, unlike its Welsh and Scottish counterparts, there is a disturbing, racially exclusive element to English nationalism. At its most strident, it is on the march in the form of the anti-immigrant, Islam-hating English Defence League.
The most enthusiastic supporters of the new nationalisms can be found among my generation. Today's youth face a future of insecurity and declining living standards. With no coherent leftwing movements making sense of an economic crisis without apparent end, nationalism stands to benefit.

Starbucks withdraws controversial poster

Starbucks France has run into trouble with an anti-pickpocketing poster which some customers found racist.
The poster by the American coffee company shows a man with dark skin surrounded by arrows pointing at a mobile phone, a laptop, a rucksack and a wallet.
The text on the poster reads: "Be on your guard against unusual behaviour from a stranger. Don't let pickpockets spoil your moment of relaxation at Starbucks. Keep an eye on your belongings."
A customer in a Paris branch of the store took offence when he saw the poster and alerted anti-racist group, SOS Racisme. The group demanded the withdrawal of the poster, saying it "targeted a minority" and attributed "delinquent behaviour" to them, reported newspaper Ouest-France.
Starbucks rushed to insist the man on the poster was supposed to represent a customer, not the thief. A similar poster shows a white woman instead of the man.
"The posters have been misunderstood," said a spokesperson. "People thought it was a pickpocket but the drawings represented clients."
Starbucks, which employs 1,000 people in France, has withdrawn the posters from its stores.

France to immigrants: you must learn French

France said on Wednesday it was tightening immigration rules to require would-be citizens to provide written proof that they speak enough French to manage their daily lives.
Announced in the government's official gazette, the new rules require candidates for citizenship to "prove knowledge of the French language consistent with understanding the essential points needed to manage daily life."
Candidates previously had their language skills tested in interviews with government officials, but will now be required to provide evidence of French-language skills "by producing a diploma or certificate delivered by a state-recognised organism."
The new rules take effect in January.
Quoting an interior ministry estimate, business newspaper Les Echos reported on Wednesday that about one million foreigners living in France did not speak French.
It said the French government was growing increasingly concerned over the issue and was spending €60 million ($83 million) to promote French-language skills and integration among immigrants.
France grants citizenship to about 100,000 candidates every year, according to official figures.

その国の言葉ができなければ、その国になじんで、統合していくことも難しいわけですね。

Yellowface now is being used for different ends than yellowface then. To respond effectively, we need to know much more than whether or not to be offended.
ボーグ日本がモデルをつり目にして、論争が起きたが、時代が違えば、その意味も違ってくるのだから、条件反射的にかみつくのではなく、新しい問いかけが必要である、と。

Study Reveals Racism Plays A Role In Canadian Job Searches
It seems your name plays a role in whether or not you get a job interview from a potential employer.
A new study has found English-sounding names on a resume are more likely to get a call back than people with Chinese, Greek, or Indian names.
Researchers sent out 8,000 resumes for various job postings in three Canadian cities. Education and job experience were all identical; the only difference was the name that appeared on top of the resume.
SFU economics professor Krishna Pendakur says the discrimination was quite clear. “One thing you observe in the resume audit is that even among resumes that are entirely Canadian-looking ― Canadian experience [and] education ― you get large differentials in call-back rates.”
“That’s sort of a big deal,” he adds. “It means that if the only thing that differs between you and a majority applicant is your name; you still suffer a difference in the call-back rate as big as a fifth less [to] a quarter less… big differences.”
The difference in the callback rate was the highest in Montreal; the lowest was in Vancouver.
When employers were asked why they think people with foreign-sounding names were not contacted for a job interview, they typically cited concerns over language and social skills.

世界的に中流階級が薄ペラになり、かえって、今まで通りのほそぼそとした家族生活をすることさえ脅かされている人々が増える一方、巨額な富が一部の企業や個人に集中するのは、おかしい、と思う人達がいるのは、当然であろう、と思う。

池田氏のいうように歴史の流れがあり、そして、そのなかで、法人税の廃止は一つの方法かもしれないが、しかし、デモ参加者の根底にある不満は、自分たちがそこそこの生活をしているならまだしも、いまや、そこそこの生活もできなくなっているのに、巨大な富が一部の富豪に集中していることに対する不公平感であろう。
いまだ財政的に余裕のある新聞社が日本のこのデモに鈍いのも記者さん達の生活実感の違いが一つの要因なのかもしれない。

Nationalize to capitalize
Despite rumors about the forces supposedly behind the “Occupy Wall Street” movement, the protesters have helped turn a spotlight on the source of the problem in the world economy, says author and economic researcher F. William Engdahl.
He said the real source is a “handful of gigantic banks that have simply hijacked the economy and the populations of the world for their own interest.”
According to the researcher, the solution to the current crisis is for governments to “nationalize major banks and draw a fence around the problematic institutions until they can be sorted out.”
He elaborated that “to nationalize” is not necessarily a socialist concept, but a “true capitalist solution” to the failure of capitalist institutions.

公的年金の最低受給額の引き上げを求めて、全日本年金者組合県本部が１２日、水戸市で集会とデモ行進を行った。
同組合が全国で行う「年金者一揆」の一環で、約１００人が参加。厚生労働省によると、県内には国民年金の受給者が約５９万人（２００９年度末現在）おり、平均受給額は月額約５万２千円（同）という。

The expanded bailout fund will not help if Italy or Spain is dragged into the economic crisis, and the austerity packages are driving Greece and Portugal to revolutions, warned British European Parliament member Nigel Farage.
“They are having austerity packages pushed upon them, which is forcing them into downward deflation, which in my opinion could lead to revolution in Greece and possibly in Portugal, too,” Farage told RT. “What we are doing is stupid, and very, very dangerous indeed.”
“If Italy goes down, they would need a couple of trillion to bail it out,” he said. “And what it the point of bailing these countries out anyway? Are these bailouts helping people in Greece or Portugal? No, they're not!”
“What they are actually doing,” he continued, “is giving money to these countries to give back to our banks, who over-lent to them in the first place. I mean, the whole thing is mad. What these countries trapped inside this economic prison called the Eurozone need is to devalue.”
Within the course of actions chosen by the EU, the Greek default is inevitable, Farage stated.

一応付け加えておくと、外人っぽくみえて、外人じゃないの？と言ってびっくりしている人は、自分の持っている外人ー日本人の外見に関する固定観念と事実が齟齬して、びっくりしているわけだ。いわゆるハーフのひとのなかには、同じ質問や驚きを何度もうけて、ウンザリしている人もいる。私のような場合、たまにしかないせいか、あるいは、下手な英語が通じたと思って、ちょっぴり嬉しい気もする。
これに加えて、外人のくせに！となれば、外人に対する特殊な固定観念を前提に、あってはならない、ことが起きている、という意味で、相手を価値的に非難しているわけだ。

先祖・親族に”白人”が混じっていると、”黒人”系の家族に”白人”ぽい子供が生まれることはある。いっしょにいると、「なんでこの子は、白くて、あなたは黒っぽいの」のしばしば聞かれる、と。
どっか探せばあると思うが、英米などで、アジア系は「どこから来たの？」とか、ラテン系っぽく見えると、スペイン語で話しかけられることもあるという記事もあった。
もう少しいうと、昔はpassingと言って、”黒人”系の家族に”白人”っぽい子供が生まれると、”黒人”では差別されるから、その子供を”白人”として通用させ、道で親子が会っても、知らん顔、というのはかなり有名・・・てか、むかーし、おいら授業で習った。
いずれにせよ、”人種”というが概念は、社会的・歴史的構築物であり、あやふやな概念なのである。
これに関連して、
要するに、人種差別主義というとき、一つは、外見の違いにより敵意を表す、という意味で、もう一つは、人種は生物的根拠に基づいており、それによって、ある種の特徴的な行動、心理的傾向があり、それに基づいて差別する、という意味で使われている、と。で、後者の生物的根拠はない、というのが大方の科学者の一致した意見である、と。
当たり前の話で、色黒だから、色白だからといって、頭がいいとは限らず、だからといって、攻撃的とか、親切だ、とかはいえない。
文化的違いによって、行動や心理的傾向で違いがあることもあるかもしれないが、それでも、すべての日本人が、すべての韓国人が、しかじかかくかくである、日本人だから、アメリカ人だから、と言って、特定の個人が しかじかかくかくである、とはいえないし、そのグループ的特性とやらの特徴付けも怪しいことがおおい。
なぜ、こんな簡単なことが社会ーーー日本でも米国でもーーーに流通・定着しないのか不思議なくらい簡単なことではないか。

ノルウエーの大量殺人の惨劇の裏には、ゼノレイシズムがあったのではないか、と。
これは、xeno-phobiaとracism の複合した造語でしょうけど、ようするに、”おれら”ーーー例えば、日本人ーーーと違う他者ーーー私は異分子とか異端者とか訳することもありませどーーーに対する恐怖感憎悪があったのではないか、というわけですね。
まず、おれら、と やつら、というふうに分別するところに問題がある。日本人と言ってもアメリカ人といってもいろんな人がいるわけですからね。
もっとも、いわゆる他者に対する不安感というのは、いわば本能的なところもある。
いままでみたことがない、未知のもの、というものに対しては不安と好奇心があるのはどの社会の人にとってもある。
で、この未知の者Xに対して、
１）そのグループに属する一人の人を行動・性格を不当に一般化したり、
あるいは、そもそも
２）その人の行動を誤解して一般化したりして、
Xは○○だ、と一般化してしまう。
これ、日本人は勤勉だ、などというあまり悪くない意味で一般化されることもあれば、日本人は仕事中毒だ、助平だ、というあまりうれしくないのもある。ただ、たいていの場合は、他者に対しては単純化された、否定的な属性が付与される事が多い。
これまで英語の記事を読んできた推測ですけど、歴史的に、いわゆる欧米が軍事的・経済的に世界を支配してきた。その欧米人とは典型的には、”白人”である。それで、びゃっきちゃこくの秩序、白→黄→茶→黒のヒエラルキーができた。日本人は黄色ですけど、経済的にのし上がって、反発を受けながらも、名誉”白人”の地位が与えられている。
日本人のなかには、”白人”というと知的だと思っている馬鹿もいるし、”黒人”だとスポーツが得意と思っている人もいる。
しかし、あたりまえのことですけど、日本人に馬鹿や利口、親切や意地悪がいるように、アフリカ人で肌の色が黒くてもインテリはいるし、イギリス人で肌の色が白くても馬鹿はいる。
アフリカ系アメリカ人で肌の色は濃くても、他者＝日本人に対して恐怖心と憎悪を持っているひともいれば、非常に親近感を持っている人もいるし、”黒人”でも運動が不得意という人もいる。
そういった固定観念を打破した社会がポストレイシャル、脱人種主義的な社会というわけですけど、なかなかどこでも実現していない。
私事になるが、英語圏での投稿をみたり、コメントをしたりしていると、英語圏の人々のなかに受け入れ国に対してなじもうとする努力をせず、憎悪を抱いている人、あるいは、女性蔑視的な人というのは意外に多い。私は、中国人とか、在日韓国人とか、近くにすんでいてしゃべったりして、何も違和感がないから、かえって、アフリカ系アメリカ人を含めて、英語圏から来た人のほうが排他的、反融和的な人が多いんではないか、と一般化したくなる衝動が正直ある。が、しかし、例えば、他にネット上で知っている人などを思い浮かべてそうした衝動を抑止して、そういうことはないだろうな、とくだらない判断を回避しているのである。
で、たぶん、日本人とつきあう外国人にもそうした経験はあると思う。つまり、何人かの日本人との経験から、あるいは、どこかで読み覚えてくだらない英語記事から、日本人を一般化してしまう、あるいは、一般化してしまいそうな傾向はあるのだ、と推測する。
この おれら、と やつらの括り分け、そして、不当な一般化の衝動、その裏にある未知の者に対する不安感というのは、かなり根深いものであってむげに否定すべきものではない。その傾向はそれとして認めて克服していくべきものなのであろう。
まあ、交流だけで、理解しあえるわけではないが、しかし、それが最低の条件なんだろうと思います。

The question tore through Heather Greenwood as she was about to check out at a store here one afternoon this summer. Her brown hands were pushing the shopping cart that held her babbling toddler, Noelle, all platinum curls, fair skin and ice-blue eyes.
The woman behind Mrs. Greenwood, who was white, asked once she realized, by the way they were talking, that they were mother and child. “It’s just not possible,” she charged indignantly. “You’re so...dark!”
It was not the first time someone had demanded an explanation from Mrs. Greenwood about her biological daughter, but it was among the more aggressive. Shaken almost to tears, she wanted to flee, to shield her little one from this kind of talk. But after quickly paying the cashier, she managed a reply. “How come?” she said. “Because that’s the way God made us.”

The discrimination of the Other – otherwise known as xeno-racism –may have lead to a deadly attack in Norway that killed 77 people and injured 96 others in July, according to the University of Alberta Political Science chair.
Dr. Andy Knight spoke at Augustana Oct. 11 on the alarming trend of discrimination of perceived foreigners, how it may have impacted the rampage in Norway and how it could happen again in Canada if we're not careful.
What is xeno-racism?
Knight described xeno-racism as the prejudice against the Other because of perceived difference in cultural identity as opposed to racism based on skin colour or xeno-phobia, which is a fear of the other, someone different from you.

EDUCATION Queensland has finally admitted that racial tension contributed to a violent brawl at the Upper Coomera State College on the Gold Coast earlier this week.
Late yesterday, Education Queensland was forced into an embarrassing backflip and announced a series of forums to address community, parental and student concerns, following Monday's brawl which involved up to dozen students who Department of Education director-general Julie Grantham described as including "young men of different cultural backgrounds".
"I acknowledge that from time to time in many schools with large ethnic populations, including Upper Coomera, there is the potential for tension and conflict between groups," she said.

New Zealand Filipinos have appealed to locals not to subject them to “racial hatred” as a result of the major oil spill caused by the the container ship “Rena” in Tauranga.
Filipinos living in Tauranga have been abused by local residents, who have given them the finger and told them they were at fault for the Rena disaster, Migrante Aotearoa New Zealand coordinator Dennis Maga said.
“Once you’ve been identified as a Filipino there is judgment that Filipinos are the culprits and your relatives, and you also should be blamed for this problem,” Maga said.

Romanians protest discrimination in French media

About 100 people have protested outside France's embassy in Bucharest against alleged cases of discrimination against Romanians in the French media.
Thursday's protest comes after Romanian media rebroadcast several items in the French media, which have been considered insulting to Romania.
Last week, commentators on French radio Europe 1 suggested that Romanians learned French so that they could beg in France. During a recent Romania-France soccer match, there were jokes on Canal + about Romanians being beggars and thieves.
Protester Diana Olar said: "We don't want to be labeled as a nation of robbers, rapists, criminals due to a few isolated cases."

WINNIPEG ― The country's national aboriginal chief is demanding Air Canada apologize to native people.
Shawn Atleo with the Assembly of First Nations says an internal memo linking aboriginal flood evacuees to increased crime in downtown Winnipeg is disappointing and disconcerting.
The memo became public after the airline decided to stop using the city's downtown hotels for crew layovers because of security concerns.
Atleo says he agrees with Manitoba chiefs who have called the memo racist.
He says Air Canada should apologize directly to native people and meet with First Nations leaders to repair the damage.
Air Canada has said it didn't mean to offend anyone but stands by its decision.

Researchers contacted more than 4,700 landlords with email requests to examine the properties advertised for rent, undersigning them with either the Caucasian- or African American-sounding names.
The experiment results point to the continued existence of housing discrimination in the rental market.
Discrimination occured against African American names; however, when the content of the e-mail messages insinuated home-seekers with high social class, discrimination was non-existent.

Woman’s Skin Color Leads To Ban From Sauna In South Korea
Korea’s National Human Rights Commission announced it is investigating whether the human rights of 30-year-old Gu Su-jin, an Uzbekistan-born woman who was denied entrance to a sauna because of her differing skin color despite being a naturalized Korean citizen, were violated.
In 2002 she entered the country and married a Korean man two years later, and took Korean citizenship in 2009.
She has a national ID card, driver’s license, and passport, all issued by the Korean government, and has taken a Korean name.
Mrs. Gu attempted to enter a sauna near he rhome in the Choryang-dong area of Busan on the afternoon of September 25 but was refused for being a “foreigner”.
An employee of the business said that “foreigners may not come in… Foreigners can make the sauna dirty and there is also the problem of AIDS, so Korean guests will feel unwelcome and foreigners are therefore not allowed in at all.”
Mrs. Gu showed her national ID card and explained that she was a naturalized Korean citizen, but the business replied that “your appearance is that of a foreigner and we have never allowed foreigners to come in, so it would be against the rules.”
Mrs. Gu went to the police to report the business for discrimination, but the police took no action, claiming that there is no law preventing businesses from refusing entry to foreigners.

So a Puerto Rican and a racist white dude walk into a Central Florida bar. It didn't end well.
Thirty-eight-year-old James Moore told 24-year-old Carlos Javier Gonzalez that he didn't like Puerto Ricans. Instead of trying to patch up cultural misunderstandings, Gonzalez beat Moore with a baseball bat.
The incident occurred at 1:45 a.m. Wednesday at Gator's Dockside Restaurant in the Orlando area, according to the Orlando Sentinel.
Gonzalez had accused Moore of drinking his beer, which Moore denied. According to the police report, Moore then said that "he didn't like Puerto Ricans." The two exchanged a few more choice words, but then Gonzalez walked away.
However, Moore wasn't done demonstrating his hate for Puerto Ricans. Gonzalez's girlfriend told police that as the couple was leaving, Moore ran at Gonzalez with a baseball bat and hit them.
Moore ran away, but Gonzalez followed him and took control of the bat. He hit Moore repeatedly in head with the bat and yelled, "This is what happens when you fuck with a Puerto Rican!"

Los Angeles Students Claim Hispanic Bias In Interrogation
Dozens of students are suing Herbert Hoover High School in Glendale and the city’s police department, alleging they were victims of racial profiling. The students claim they were targeted in a police roundup because they’re Hispanic.
The group of Hoover High students claims they are among 56 students rounded up and interrogated by police.
According to the American Civil Liberties Union, the students were having lunch at Herbert Hoover High School on September 24, 2010, when officers from the Glendale Police Dept., the Los Angeles Police Dept. and the L.A. County Probation Dept. escorted them into classrooms.
“They said that we were going to be like all searched and they were going to take our pictures and take our information down for the future, like, if we were to ever get in trouble they would have it on file,” said student Matthew Murillo.
According to the ACLU, a non-Hispanic student who was having lunch with some of the students involved was left alone.
“It is not illegal to be a Latino teenager, yet the defendants concluded that being Latino and hanging out with other Latino students was all the reason that they needed to detain and interrogate these students,” said David Sapp, ACLU Southern California.

Trial Date Expected Next Month For Brockton Man Charged With Racially Motivated Killings
Luke, of Brockton, has been jailed since Jan. 21, 2009, on charges that he shot and killed two people – Selma Goncalves, 22, and Arlindo Goncalves, 72 – and wounded a third during a rampage that included a motor vehicle chase through the city and a shootout with police.
Police said Luke was motivated by a desire to kill “non-whites.” He once appeared in court with a shaved head and a swastika carved into his forehead.
Krowski has indicated that he may pursue an insanity defense.

Racist Couple Murdered Parents & Two Males, Crossed US Hunting For Jews
A white supremacist couple face the death penalty after allegedly being caught on their way to kill “more Jews” following a two-week manhunt in which at least three people were murdered.
David Pederson, 31, and his girlfriend Holly Grigsby, 24, were arrested north of Sacremento, California. An arsenal of loaded handguns and rifles was found in their vehicle.
Their alleged victims include Pederson’s stepmother, Leslie Pederson, 69. Her body was found in her home near Puget Sound in Washington state, with her hands bound by duct tape, her head wrapped in a pillow soaked in blood and a sword lying nearby.

You are reading too much into what she said.
She is saying that she is often mistaken for a non-Japanese or mixed because of her appearances just as I am mistaken for non-Japanese because of the way I write in English and in Japanese. It does not mean that your student and the salesperson were of the opinion that non-Japanese or mixed are inferior to Japanese or anything like that. If anything, the salesperson seems to hold positive attitude toward you―(s)he wants to meet you― and it is quite possible that the salesperson was flattering your student by telling her that she looks Hawaian and your student seems to be happy about the fact somebody think of her as mixed or non-Japanese, unlike the woman in the NYTimes article.
“How come she’s so white and you’re so dark?”
The question tore through Heather Greenwood as she was about to check out at a store here one afternoon this summer. Her brown hands were pushing the shopping cart that held her babbling toddler, Noelle, all platinum curls, fair skin and ice-blue eyes.

Blood status with certain evil ideology is troubling for me.
I feel nothing troubling to be checked my blood type when I need blood infusion.

Perhaps because you are trying to impose your bias upon the local people.
It is like someone posting a photo of U.S.army invading Iraqi and killing an innocent person with a story in which he misinterprets a conversation with an American, suggesting the American person is clueless and a racist.

東京・世田谷区の住宅で床下にあった瓶から高い放射線量が検出された問題で、文部科学省が調査した結果、ビンの中の物質は、がんの治療や蛍光塗料などとして使われる放射性物質のラジウムの可能性が高く、高い放射線量と原発事故とは無関係なことが分かりました。この放射性物質は国への届け出がなかったということで、文部科学省が詳しいいきさつを調べています。
