枝野氏、電気料金「おかしなくらい安すぎた」

　枝野経済産業相は３０日の閣議後記者会見で、関西電力や九州電力の電気料金値上げ申請に関連し、「元々、（電気料金は）おかしなくらい安すぎた」との見解を示した。


　料金の原価には、原子力発電所が事故を起こした際の賠償や除染などの費用が含まれていないことを指摘したものだ。

　枝野氏は「（料金の）仕組みは過去の自民党政権が決めた」としたうえで、「（料金を）理論値通りに変えていくには、（急激な値上がりを防ぐ）激変緩和措置も含めて中期的に検討しないといけない」と述べた。

菅前首相、「未来は小沢一郎さん支配」　ブログで断じる

　菅直人前首相は３０日の自身のブログで、総選挙で躍進を目指す日本維新の会と日本未来の党を「傀儡（かいらい）政党。うまくいかない」と酷評した。

　維新は石原慎太郎代表が原発維持派なのに選挙公約に「原発は２０３０年代までにフェードアウト」と記したことを「支離滅裂」と批判。「橋下徹大阪市長は石原氏を切るべきだ。傀儡で使えると思ったら大間違い」と指摘した。

　未来は「小沢一郎さん支配がはっきりしてきた。嘉田由紀子滋賀県知事は利用されている」と断じたうえで、自らの体験を踏まえるかのようにこう加えた。

　「小沢さんの傀儡でうまくいった例はひとつもない。気に入らないと電話に出なくなり、いじめ始める」

　小沢氏についてはあたっているかもしれんが、菅さん、お前さんも引退して若い人に道をゆずったらどうや？

パレスチナ「国家」日本賛成…外相「総合判断」

　パレスチナを「国家」に格上げする決議への賛成理由について、玄葉外相は３０日午前の閣議後の記者会見で、「日本はイスラエルとパレスチナの平和的な共存を求めてきた経緯がある。今後の日本のポジションを総合的に考え、賛成すべきだと判断した」と説明した。


　中東和平について日本政府は、イスラエルとパレスチナの「２国家解決」を支持しているが、双方の合意を前提としている。ただ、パレスチナ自治政府の存続が危ぶまれる事態となっていることを考慮、決議が両者の直接和平交渉の再開を求めていることなどもあり、賛成票を投じた。

　米国が決議に反対したことについて、玄葉氏は「米国とは緊密に協議をしており、日米関係には影響はないと思う」と述べた。

The NYPD have received the gift of holiday-period good P.R.: A tourist in Times Square snapped a photo of an NYPD officer giving a pair of boots and warm socks to a barefoot homeless man. The image ― an undeniably heartwarming scene of protection and service ― became an online sensation once the NYPD posted it to its Facebook page on Tuesday. More than 370,000 users “liked” it as of Thursday morning, and over 109,000 shared it.

Officer Larry Deprimo, the cop who gifted the boots and reportedly told the recipient, “I have these size 12 boots for you, they are all-weather. Let’s put them on and take care of you,” showed the sort of human kindness worthy of sharing online and “IRL” (in real life). Little wonder the NYPD would use the photo of Deprimo as an image boost over social media. There is, however, something galling about the viral celebration of the image as something representative of NYPD’s attitude toward the homeless when there is an ongoing battle by homeless advocates in New York to combat mistreatment by cops. Equally, it’s worth noting that images of severe police brutality get far less online attention. Meanwhile, reporters and citizen journalists have repeatedly in the past year been physically prevented from filming NYPD aggression.

Bronx-based homeless organizing group Picture the Homeless has for over 10 years been conducting a citywide civil rights campaign specifically aimed at curbing police abuses against individuals sleeping on the streets. PTH highlighted that police regularly use force, arrest and ticket homeless individuals for “disorderly conduct” without citing an offense, essentially (and technically illegally) criminalizing homelessness.

“The NYPD has been on a warpath against the homeless, going back decades,” Jean Rice, a PTH member and longtime civil rights campaign leader, told Salon Thursday, adding, “The kindness of one individual officer is a drop in the ocean of the NYPD’s pattern and practice of violating homeless people’s civil rights. The level of corruption and illegal police behavior that exists in our current city government has not been seen since Teddy Roosevelt was this city’s police commissioner. Random acts of kindness and mere cosmetic adjustments will not provide the progressive reform that disproportionately communities of color in this city need to ensure their survival.”

Through surveys and testimonies, PTH is building a case for a possible lawsuit against the NYPD. This hard-fought and ongoing campaign does not, of course, detract from Officer Deprimo’s generosity, but it does highlight a counter-narrative about the NYPD that is deserving of vastly more attention.

The disturbing footage of two NYPD officers brutalizing a shirtless, shoeless homeless man found sleeping in a Brooklyn Jewish community center is not undone or counteracted by the photo of Deprimo giving a homeless man boots, nor does the brutality undo the kindness ― that’s not how it works. But the NYPD is an institution and should be judged as far as possible by the sum of its acts and effects. Thus, when evidence of police goodness is splashed over social media at a rate and an extent far outweighing evidence of brutality, it’s clear that some skewed judgment of the institution is being produced.

It’s worth noting too that in New York and other major cities, journalists both professional and citizen have been prevented on numerous occasions from filming or photographing police acting aggressively or brutally. Famously, journalists and photographers were physically removed (some with force) and cordoned off at a distance while police evicted Occupy Wall Street’s Manhattan base in Zuccotti Park last year. A New York Times freelance photographer was on one occasion arrested and on one occasion physically roughed up by NYPD officers attempting to photograph arrests (which is legal in New York). It was only this week that the Supreme Court ruled against Illinois prosecutors seeking to enforce a law that banned people from filming police. Items of media showing police kindness must then be viewed in a context wherein conveying police wrongdoing has been prevented both legally (in some states) and at street level.

　捜査関係者によると、姜容疑者は元タレントの島田紳助さん（５６）＝本名・長谷川公彦＝が引退時に交際を認めた相手。別の事件で府警が姜容疑者の自宅を家宅捜索した際、紳助さんからの直筆の手紙などが見つかっている。

　韓国でも以前は年末になるとテレビで紅白歌合戦のような番組があった。ＮＨＫの紅白をまねたもので「歌謡青白戦」といっていた。紅白ではなくなぜ「青白」かというと、韓国では「赤（紅）」は共産主義つまり北朝鮮の象徴だったからはばかられたのだ。

　「赤」が解禁となったのは１９９０年代以降で、政治民主化により左翼思想や北朝鮮への“理解”が進んだ結果だ。社会のあちこちで赤い色が使われるようになり、テレビの「歌謡青白戦」もいつのまにか消えてしまった。現在、進行中の大統領選で与党セヌリ党のカラーが赤というのは、古くからの韓国ウオッチャーには隔世の感である。

　ところで今年のＮＨＫ紅白歌合戦に韓国の歌手が一人も選ばれなかったといって、韓国では不満の声が強い。近年、韓流ブームに乗って紅白には必ずといっていいほど韓国人歌手が出場していたのに…と残念がっている。背景は李明博大統領の竹島上陸や天皇批判発言で日本世論の対韓感情が悪化しているためだろう。日本の韓流ファンも不満だろうが外交や国際情勢を考えるいい機会だ。同時に日本の歌やドラマ、映画は韓国のテレビ（地上波）では依然、禁止されているという、非友好的な驚くべき実態にも注目し、韓国に強く文句をいってほしい。（黒田勝弘）

It probably went largely unnoticed in the States when Lord Gilbert, a former Labour Party defense minister, advocated nuking Pakistan, according to Huffington Post UK.
Yes, that's right, on Thanksgiving Day, Gilbert stood in the House of Lords and suggested that dropping the first nuclear bomb since Nagasaki on the soil of a dual U.S.-U.K. ally might prevent insurgent crossings into Afghanistan.
"These things are not talked about, but they should be," said Gilbert, "because there are great possibilities for deterrence in using the weapons that we already have in that respect."
Besides, "nobody lives up in the mountains on the border between Afghanistan and Pakistan except for a few goats and a handful of people herding them," said Gilbert.
Gilbert specifically suggested use of a Neutron Bomb ― the one that the U.S. Government designed in order to destroy human targets and leave structures intact. The bomb never quite succeeded though, and though sheer radiation levels sufficed for Gilbert's type of "area denial" strategy, the blast itself is still damaging out to approximately 1.5 kilometers.
"I am absolutely delighted that nuclear weapons were invented when they were and I am delighted that, with our help, it was the Americans who invented them," Gilbert said.
Despite Gilbert's delight, there is no indication from the British Parliament that they intend to nuke Pakistan.

発言が一応、批判されたというが、ならば、無辜の市民を虐殺した広島・長崎の原爆投下なども非難されて当然であろう。

　主要な新聞社はすべて維新の公約について社説・・・・どこの編集委員もみんな似たよう感覚なのか、そこらへんがかえって怖い気もする。


　公約についての厳しい論評をするのは、いいことだ。
　ただ、やるなら、全党の、あるいは、少なくとも、主要な党の、公約について、一つ一つ取り上げて、特集でしっかり吟味すべきだ。

　そして、具体性にかけたり、おおざっぱすぎると批判するのはいいが、しかし、新聞社の論評も具体性にかけ、かつ、おおざっぱすぎる。

　日本の政治をここまで停滞させた責任は、新聞社の政治部記者の無能ぶりにも一端がある。

I can’t be bothered with a new article, so I’ll just mention in passing some of Mr Arudou’s translation is downright awful. First, at least he allowed someone to point out that almost everything is actually true, bar the Halloween teeth and the $1,500 fillings. Secondly, if Michael Moore had raised the same points, I suspect many of the Debito.org crowd would have been nodding in agreement, not denouncing it as propaganda!

How did the original text pass the sniff test? 50% of pupils quitting at 10 years old? Perhaps the sniff test is “If it’s a Japanese writing it, it must be a lie!” The answer is referring to many school districts in the US now evaluating teachers primarily on how well their charges score in tests, although you’d hardly guess it from the translation.

Answer proffered: “With the poverty, future options for youth are disappearing”.

This case became famous last year in part because of the victim's age at the time of the crime, and in part because of the sheer number of young men involved in the rapes, which were filmed and shared widely in the community. 国防軍構想―自衛隊でなぜ悪い

名前はどうでもいい。

　自民党作成のＱ＆Ａによると、改正案では、（１）集団的自衛権行使に関する憲法上の制約をはずす（２）国際平和活動における武力行使を可能にする（３）軍法会議である「軍事審判所」も置く、などとしている。

　単なる名称の変更にとどまらず、「普通の軍隊」に近づけたいということだろう。

”普通”の軍隊、というのだから、とくに問題はあるまい。
なんで、ここで、いつものように、先進国では、Ｇ８では、云々の声がないのか、さっぱりわからん。
せめて、中国や韓国並みでもいいのだが・・・

　だが、自衛隊は憲法９条の平和主義に基づき、専守防衛に徹し、海外での武力行使を禁じるなど、制約された実力組織として内外に広く認知されている。

というのは、ウソ。
中国人も韓国人も知りはしないし、欧米人だって、そんなこと知らないひとが大半。
ひとえに政府関係者および、朝日をはじめとする報道関係者の努力（のなさ）の成果であります。

　この制約を取り払えば、国際社会、とりわけ周辺諸国に「軍の復活」と受けとめられ、不信感を抱かせかねない。

てか、”軍国主義の復活”ってのは、何年も前から言われていた。朝日その他のメディアもそれになんの反論もしないどころか、煽っていた日本のメディアもあったではないか。


　軍備に関して、平和のために必要なことをすべきだ。日本だけ理性がなく、不条理な戦争をする、とするアメリカなどの先進国、中国、朝日などの前提自体を取っ払う必要がある。

　韓国歌謡の創始期に当たる1930年代、当時最高の人気を集めていた女性歌手が日本で活動する様子を撮った写真が、初めて公開された。

　方烈（パン・ヨル）建国大学総長（71）＝元バスケット国家代表チーム監督＝と李東洵（イ・ドンスン）嶺南大学国文科教授（62）は26日、1930年代にトップ女性歌手として活躍した李愛利秀（イ・アリス）＝1910－2009＝と姜石燕（カン・ソクヨン）＝1914－2001＝、キム・ソンチョ（北朝鮮に渡り、生没年は未詳）が、東京でビクターレコードの専属歌手として活動していたころに撮影された写真9枚を公開した。3人は「荒城の跡」（李愛利秀）、「放浪歌」（姜石燕）などのヒット曲を発表、女優としても活動し、当時尹心悳（ユン・シンドク）＝1897－1926＝の突然の自殺で生じた大衆文化界の空白を埋める主役になったと評価されている。

　26日に公開された写真のうち李愛利秀、姜石燕、キム・ソンチョの3人は、新年のあいさつのため、「謹賀新年」と書かれたパネルを持ってポーズを取っている。3人がビクターレコードの社員と撮影した記念写真もあった。また李愛利秀と姜石燕は、チマチョゴリ姿で靴を履き、さまざまなポーズを取っていた。姜石燕が東京の劇場で、チマと靴をはいた姿で歌を歌う場面を撮った写真や、同じく姜石燕がビクターレコードのスタジオで録音やラジオ出演を終えた後、スタッフと共に撮った写真なども公開された。これらの写真は、姜石燕の息子の方総長が保管していたものだ。最近、李教授が写真の存在を知り、スポットライトを浴びることになった。方総長は「母は名門の出身で、京城師範学校卒のエリートだったが、一家の暮らしが苦しく、やむを得ず学生の身分で歌を始めた。歌を歌うときも、韓服姿にこだわった」と回顧し「韓国歌謡界創始期の様子を研究する一助になることを希望して、公開を決心した」と語った。

　李教授は「最近、韓国のガールズグループの日本進出が話題になっているが、実際のところ、韓国の女性歌手の日本進出は李愛利秀、姜石燕、、キム・ソンチョなどによって80年以上前に行われていた」「今回公開された写真類は、優れた歌の才により韓日の大衆音楽界で認められた1930年代の女性歌手が活躍する姿をリアルに示す貴重な資料」と語った。

相次ぐ「ごく普通の中年男性による女装」目撃談

近頃、「ごく普通の中年男性」による女装姿の目撃談が相次いでいる。

　とある日の午後、最も目撃談の多い新宿駅周辺の路上で聞き込み調査をしただけで、このような声が多く見受けられたのだ。

「ジャイ子みたいな男性が、化粧もせずオッサン丸出しで歩いていたり、夏はビキニ姿にサンダルだったり。新宿に勤めて1年ですが、日を追うごとにキワモノ系が増えている気がします」（20代男性）

「この界隈でほぼ毎日キャッチしてますが、顔だけオッサンとか、なぜかスカートだけとか、中途半端な人は多いです。集団も単体もいます。平日も週末もよく見かけるので、もはや違和感もなくなっちゃいました」（20代男性）

このほかにも、電車の中や駅構内で「ギャル服で巻髪なのに、顔だけおじさんで惜しい！という人を見かけます（笑）」（30代女性）

　確かに、女装自体は最近のコスプレや「男の娘」ブームで珍しいものではなくなった。さらに、昔から隠れた愛好者も多数存在した。だが、それらはかなり精巧に女性へと変貌を遂げていたり、あるいはあくまで秘めやかに行なっているものであった。

　ところが、最近増えている事例は、これらの証言からするとどうもそれとは大きく異なるようだ。「明らかにオッサン然とながらも堂々としている」女装者が増えているのだ。

　彼らはなぜ女装するのか？　都内にある女装愛好者向けのコミュニティスペースで出会った、50代男性（非女装者）は、女装愛好者の増加について賛意を示しつつ、次のように語ってくれた。

「僕は女装者好きだから、街に女装がいたらすぐにわかるんだけど、本当に増えたよ。明らかに女装とわかる人もいればパッと見おばさんで判別しづらい人もいる。喉仏、手、髪をチェックすればわかるよ。昔は女装者は石を投げられたものだけど、今は一般にも知られるようになったし、こういう集いの場のようなお店も増えたから、生きやすくなったんだろうね」

　聞けば、家庭を持ったことで封印していた愛好者が復帰するケースも増えているのだとか。

　一部好事家が肩身の狭い思いをしていた、かつての「女装愛好」。コスプレや若者の女装子ブームは、中年男性の「封印した愛好者」や、「潜在的に興味があった層」にも門戸を開いているのかもしれない。

　これが文科相の言うセリフか。

真紀子はしかし、センスはある。お笑いのほうへ、行って活躍してもらいたい。

A new report shows that the gap between the rich and the poor in the US is significantly wider than it used to be, with the annual median wage falling to $26,364 in 2010 while the high-earners increased their wealth by 71 percent.
The New York University report found that in 2010, the median net worth in the US reached its lowest point since 1969 at $57,000. Conducted by Professor Edward Wolff, who has studied Americans’ net worth since 1983, the report provided some surprising revelations about the extent of the income inequality.
While the middle class lost 18 percent of their net worth as a result of the the housing crisis, the top one percent of the richest Americans increased their earnings by 71 percent, thereby widening the gap between the rich and the poor. Each of the one percent is on average worth 288 times the value of a middle class American, the Economic Policy Institute recently reported.

Walmart 'failed to protect' dead Bangladesh workers

Walmart has come under attack from labor monitors over the burnt-down garment factory in Bangladesh, which was producing clothes for America’s largest retailer. The company took an evasive position before finally claiming violation of contract.
On Monday The Nation magazine published photos of charred clothes found in the ruins of the factory with easily-recognizable Faded Glory labels associated with Walmart.
In an interview to The Nation, Executive Director of the Worker’s Rights Consortium Scott Nova accused Walmart’s business model of creating deadly labor conditions in Bangladesh and named the horrible fire as the direct consequence of that model.
Nova, who represents the WRC group that monitors labor worldwide, said that Walmart’s seeking out the “cheapest possible labor costs” in Bangladesh is one of the major reasons for the tragedy. Since the retailer is the largest buyer from Bangladesh it “makes the market” and bears responsibility for what goes on clothing factories in Bangladesh.
Nova told The Nation that it is Walmart’s “industry strategy in Bangladesh: extreme low wages, non-existent regulation, brutal suppression of any attempt by workers to act collectively to improve wages and conditions.” He claimed that the destroyed factory “is a product of that strategy that Walmart invites, supports and perpetuates.”
Immediately after the incident, Walmart issued a statement that it is determining its current relations with the burnt factory, calling fire safety a priority for the company. Walmart’s spokesperson told the New York Times it is “unable to confirm” whether the burnt factory was supplying any goods to Walmart.

Now Walmart insists its supplier from Bangladesh, Tuba Group, which owns the Tazreen Fashions Ltd. factory, violated the contract by passing production to a subcontractor.
Walmart says the factory was producing clothes for them without the knowledge of the retailer. The contract with the supplier has been terminated immediately.

経済的のみならず、法的インフラも不十分な発展途上国で、先進国と同じレベルの権利保護というのは、正論かもしれないが、しかし、現実には絶対ない。経済の観点からは、現実的ではないにせよ、しかし、倫理的には、やはり、十分な配慮が必要で、そこらへんがジレンマ。

A police officer made racist remarks to colleagues, saying black people "look like monkeys" and "lived in mud huts", a court has heard.

PC Kevin Hughes, 36, is on trial with a fellow officer, PC David Hair, 42, who allegedly suggested a colleague might be leaving work because she was going home to "cook bananas".

Both Hughes and Hair deny one count each of using threatening words or behaviour to cause alarm and distress, and one count each of racially aggravated harassment.

Hughes, of Brentwood, Essex, is accused of making the comments while on patrol in Newham, east London, the prosecutor, Kate Wilkinson, told Westminster magistrates court.

The two officers on trial met at police training school. Hughes made the alleged racist remarks while in a patrol car in Green Street with three colleagues on 22 February after seeing three black men standing on the pavement, the prosecutor said.

He allegedly turned to his colleague, PC Costas Dakoutros, who was in the back of the car with him, and said: "Look at them, they look like fucking monkeys."

"PC Dakoutros looked shocked and said 'You can't say that,'" Wilkinson said.

Hughes allegedly replied: "No, but it's true."

"He began to deliberate that they [black people] were closely related to chimpanzees and then said they were more closely related to Neanderthals," the prosecutor told the court.

Dakoutros also alleged that Hughes said: "Don't all black people look like monkeys?"

常日頃、黒人に関する、こういった醜悪な事件や記事にふれていないと、欧米人がなぜ、黒人を猿と喩えることを非難するのか、なかなか理解できない。

(Reuters) - Four gay men who underwent treatment designed to change their sexual orientation filed a lawsuit in New Jersey on Tuesday accusing their therapists of fraud, in what may be the first suit of its kind against conversion therapists.

Jews Offering New Alternatives for Healing (JONAH), a Jersey City-based non-profit organization, falsely claimed to be able to eliminate the four men's homosexual desires through a scientifically proven process, according to a complaint filed in the Superior Court of New Jersey.JONAH clients would pay a minimum of $100 for weekly individual counseling sessions and another $60 for group therapy sessions.

The plaintiffs charge that during therapy sessions they were sometimes ordered to remove all of their clothing; in other sessions they were told to beat effigies of their mothers with tennis rackets or were subjected to homosexual slurs, according to the complaint.

Another JONAH client was instructed to break through a human barricade to retrieve a pair of oranges, drink the juice from them and place them down his pants to symbolize the recovery of his testicles and, by extension, his heterosexuality, according to Michael Ferguson, one of the plaintiffs.

The so-called conversion therapy that JONAH practices is "unconscionable and a sham" and a violation of New Jersey's consumer protection laws, said Sam Wolfe, a staff attorney at the Southern Poverty Law Center, one of the groups representing the plaintiffs, at a press conference on Tuesday.

イギリスのシングル家庭とか孤独な年金老人とかホント気の毒。テレビでも街でも「クリスマスは愛にあふれて和気あいあい！」だもん。

アメリカなんかだと、クリスマスの時期になると、うつ病が増える、という記事を読んだことがある。シングルの孤独感が対比的に強調されるからだそうな。

日本はカップル文化も少ないし、孤独を許すよねえ。そこを長所と思ってると、「だから自殺率が高いんだよ。かわいそうな日本社会」とか言われる。欧米だけじゃなくインドとか大家族主義の人たちにも言われる

無関心といえば、無関心かも。もっとも、女性のシングルというのは、まだ、社会的に暮らしずらいかもしれない、という印象はある。

自民の改憲案では18条から奴隷的拘束の禁止が削られている。実質これで徴兵への最大のハードルが外れている。普段から憲法に意識が行っていない限り、パッと見ではまず気にならない。非常に姑息で悪質である。

これは議論が稚拙。

お母さんが言ってた、くらいの説得力しかない。

たしかに、１８条は、、徴兵禁止と理解されている。
しかし、削除されても、徴兵制度を採るとは限らない。

日本の場合は、軍事的に徴兵制を取る必要性がない、とも言われている。
だから、若者を鍛えるために、徴兵制をとれ、という論者がいるが、しかし、現実にはないだろう。

もっとも、世界の情勢によっては、必要なときがあるかもしれない。さて、その場合でも、徴兵制を採用するのが根本的に悪いことか、どうか、そこまで論じて、ほしかったところだ。

In an address to parliament on Monday, Stephen Smith, defence minister, acknowledged that soldiers, sailors and member of the air force had suffered abuse, often by superiors under the excuse of toughening up younger recruits, since the early 1950s.

"Young men and women have endured sexual, physical or mental abuse from their colleagues which is not acceptable and does not reflect the values of a modern, diverse, tolerant Australian society," Smith told parliament.

"On behalf of the government, I say sorry."

An independent report into abuse within the military earlier this year found 775 plausible allegations of sexual, physical
and mental abuse within the armed forces since 1951.

The beating of the 23-year-old gay man last month in the city’s Columbia Heights neighborhood was among dozens of episodes reported this year against Washington’s gay, lesbian, bisexual and transgender residents ― violence that has stirred apprehension over the frequency of such crimes as well as criticism of the Police Department’s response.

City data indicates that reports of antigay bias crimes have been rising. There is disagreement over whether the numbers reflect an actual increase in violence, more reporting of crimes, better record-keeping by the police or some combination of all three.

POLICE in China have arrested 90 gang suspects and freed 28 children who were allegedly kidnapped from the far west and taken to various cities to steal, the China Daily reports.

"Suspected gang members 'beat, abused or threatened' these young children to force them to steal and rob in public places,'' it quoted the Ministry of Public Security spokesman Huang Shihai as saying.

The locations ranged from shopping centres to underpasses and railway stations, he said.

Authorities carried out the operation last month in Beijing and various provinces around the country as part of a campaign launched in April last year that has netted 2700 suspects and rescued 2300 children.

The gangs often targeted youths in the Xinjiang region where the Uighur ethnic minority speaks a different language, making their cases more difficult for police to investigate, criminal investigation expert Dai Peng was quoted as saying.

The traffickers also often targeted poor children who had dropped out of school, promising them a path to prosperity in cities elsewhere, a Uighur interpreter named Ablikim who helped with police investigations told the newspaper.

But once they arrived the children were forced to beg or pick pockets.

―「半分は女性」めざせ

　日本に新しい政治をもたらす一つの大きなかぎは、女性の力を生かすことにある。

　来月の総選挙で、各政党は、女性議員をふやす手立てを思い切って講じるべきだ。

　たとえば自民党の政権公約は「女性力の発揮によるいい国づくり」をうたう。

　ならば、自ら始めるべきだ。

　指導的地位にある女性を２０２０年までに３０％、という目標をまず実現してはどうか。女性候補を積極的に立て、比例区の名簿でも優遇するのだ。

　政治に多様な民意を反映させるのは民主主義の基本である。今の日本には、さまざまな個性や能力が必要だ。

　ところが、日本の女性議員の割合は際だって低い。衆議院議員の女性比率は、３年前にやっと１割を超したものの、１０．８％にとどまる。

　世界経済フォーラムは先月、各分野での男女差を指標化した「ジェンダー・ギャップ報告」を発表した。日本は２年連続で順位を下げ、１３５カ国のなかで１０１位だった。健康状態や教育の程度はまずまずなのに、経済分野での参加にくわえ、とりわけ政治への参加が１１０位と低い。

　世界では、議員やその候補者の一定割合を女性にするよう決めることで、女性議員の割合を増やしている国が多い。クオータ（割り当て）制と呼ばれる。

　たとえば、韓国の女性議員の比率は０５年に１割を超し、今では１４．７％だ。

　原動力となったのは、政党法や公職選挙法の改正だ。比例代表については、名簿に載せる候補者の５０％、そして奇数順位を女性にすると定めた。小選挙区でも３０％を女性とする努力義務を政党に課したが、こちらは利害の調整が難しく、数字の伸びを低くしているそうだ。

　ドイツは、各政党が独自に規則を定めた。比例代表の女性の比率を一定以上にしたり、名簿では奇数順位を女性にしたり、というもので、女性議員の割合は３２．９％にまで増えた。

　日本でも、各政党がこうした目標を定めることから始めるべきだ。将来にむけて、必要なら法律で定めることも含めて議論を始める必要がある。国会も男女半々になるのが自然だろう。原発や領土の議論でも多様な意見が増すに違いない。

　国際通貨基金のクリスティーヌ・ラガルド専務理事は来日した際、「日本の活性化には、女性の力がいる」と述べた。

　外から言われるまでもない。女性の力を生かさないでいる余裕は日本にはない。

なかなかいいね。

　市民からは「汚さの例えに中国を持ち出すのは不適切」と批判が出ている。

発言は馬鹿だが、市民からの批判は健全だ。

　「天空の城ラピュタ」の悪役ムスカ大佐から２４日、児童養護施設「阿波国慈恵院」（徳島市）に、入学予定人数分のランドセル８個と手紙が届いた。

　【大岩ゆり】東京電力福島第一原発事故の被曝（ひばく）による住民の健康影響について、世界保健機関（ＷＨＯ）が報告書をまとめた。がんなどの発生について、全体的には「（統計学的に）有意に増える可能性は低いとみられる」と結論づけた。ただし、福島県の一部地域の乳児では、事故後１５年間で甲状腺がんや白血病が増える可能性があると予測した。報告書は近く公表される。

　福島第一原発事故による健康影響評価は初めて。１００ミリシーベルト以下の低線量被曝の影響には不確かな要素があるため、原爆やチェルノブイリ原発事故などの知見を参考に、大まかな傾向を分析、予測した。

　ＷＨＯはまず、福島県内外の住民の事故による被曝線量を、事故当時１歳と１０歳、２０歳の男女で甲状腺と乳腺、大腸、骨髄について、生涯分と事故後１５年間分を推計した。その線量から甲状腺がんと乳がん、大腸がんなどの固形がん、白血病になるリスクを生涯と事故後１５年間で予測した。

　成人で生涯リスクが最も高かったのは福島県浪江町の２０歳男女。甲状腺がんの発生率は被曝がない場合、女性が０．７６％、男性は０．２１％だが、被曝の影響により、それぞれ０．８５％、０．２３％へ１割程度増えると予測された。他のがんは１～３％の増加率だった。

社会保障の改革―負担に口をつぐむな

権力争いの実況中継ではなく、日本が直面する大きな問題を切り口にして論じているのは好感がもてる。

そういう意味では

エネルギー政策　「脱原発」の大衆迎合を排せ（11月25日付・読売社説）

これも好感が持てるが、大衆迎合という語法が気に入らない。

　民主主義とは所詮、大衆による支配であって、政治家は大衆迎合してもらわなくては困る。もっとも、それでは大衆によるマイノリティーの弾圧があり得、それではまずいということで、、基本的人権の尊重・法の支配があるわけだし、大衆の安易で一時的な感情が正しいとも限らないので、社会が抱える問題について、より多くのひとが参加して議論しあう、”熟議”が重要だ、と叫ばれているわけだ。

　私も読売と同様、現在の大方の日本人の原発に対する態度が最善であるとは思わないが、しかし、それなら、読売やら、経済界、あるいは、政治家なりが、大衆を理性的に説得できる議論をどんどん提示すべきなのであって、大衆が迎合できるような提案をしていくべきだ。

IN VIRGINIA, a young man has languished in prison for four years for a crime he did not commit. Now that his lone accuser has admitted that she invented the charges against him, the state and the courts seem paralyzed, unable to quickly arrange for the release of the wrongfully imprisoned man. This is a travesty.

The man is Jonathan Montgomery, age 26. In 2007, a then-teenage girl named Elizabeth Paige Coast accused Mr. Montgomery of having molested her six years earlier, when she was 10 and he was 14. It wasn’t true.

Despite the flagrant miscarriage of justice in Mr. Montgomery’s case ― a stain on Virginia’s criminal justice system ― no one in a position of authority has moved to set him free. The trial judge who convicted Mr. Montgomery vacated the verdict and the sentence and ordered him released. But the release was blocked over the weekend by Virginia Attorney General Ken Cuccinelli II’s■ office, which said the state’s Court of Appeals must first declare him innocent. That could take weeks, even months.

誰が当選しようと、超反日か反日かの違いだけで、韓国という国は、当分は、恥知らずで、自省力もない、単なる、民族主義国家であろう。

当分は期待できないし、期待するだけ馬鹿をみる。粛々と普遍的原理原則に沿った対応をすべきだ。

竹島に関してはしっかりと国際裁判所に提起し、慰安婦問題に関しては、韓国、アメリカ、オランダとともに、各々の国家が搾取・犠牲にしてきた性奴隷について共通の救済基準を設けるべきだ。

For these middle-class girls, groomed into sex slavery by street gangs, have been rescued and are living in a safe house a few miles from De Wallen, the notorious red-light area of Holland’s capital, Amsterdam.

They are the lucky ones. Thousands of other young Dutch girls, some only 11 or 12 years old, are still in the power of the prowling gangs after a controversial social experiment to legalise brothels.
In a chilling parallel to the scandal sweeping Britain’s towns and cities, where a multitude of girls have been lured into sex-for-sale rings run by gangs, the Dutch pimps search out girls at school gates and in cafes, posing as ‘boyfriends’ promising romance, fast car rides and restaurant meals.

As Lodewijk Asscher, 38, a leading politician, says: ‘Hard-line criminal behaviour is happening behind those windows. Girls are physically abused if they don’t work hard enough. It is slavery, which was abolished a long time ago in the Netherlands.’

Anita visits schools to warn girls exactly what a lover boy looks like, and makes no bones of the fact that most of the gangs are operated by Dutch-born Moroccan and Turkish men.
‘I am not politically correct. I am not afraid of being called a racist, which would be untrue. I tell the girls that lover boys are young, dark-skinned and very good looking. They will have lots of money and bling as well as a big car. They will give out cigarettes and vodka. They will tell a girl that she is beautiful.

I’m pretty lucky, the fact is I’ve never been attacked for being transsexual other than been verbally attacked and called names. It’s a pretty big contrast to these days when all I seem to get is guys shouting ‘nice tits’ at me!

What made me more upset and disgusted about society is that he got beaten up just for being trans! His eyes were all black and swollen and he had to have an op on his nose to fix after what these bullies had done to him.

He was minding his own business on the bus when they turned to him and said: ‘Are you a boy or a girl?’

Seriously, what? Don’t fucking ask this question you gimp!

He turned to them and said he was a boy and they turned back and asked why his voice was high.

He hadn’t started hormone treatment yet as you have to be 18 in the UK to do that, which again is something I’ve been trying to change!

He got off the bus and they followed him!

Then they caught up with him and beat him! Why, why, why?

Lost in Tokyo

That evening I met with Hiro, one of the organizers of Tokyo’s LGBT Pride parade. We chatted over beers in the hotel bar. Hiro and his team are working hard to raise awareness and acceptance of LGBT issues with a fairly disinterested Japanese government and general public. A 68-year-old man pleaded not guilty Wednesday to murdering his wife after the police found her severed head in a freezer and her body parts cooking on the stove at their Oceanside home. The man, Frederick Hengl, looked frail as he entered his plea, and his lawyer has requested he receive medical attention, according to U-T San Diego. The police said they responded to neighbors’ complaints about a foul odor coming from the couple’s two-bedroom, bungalow-style house Friday morning. The first officer entered the home and saw three pans on the stove that turned out to contain parts of the victim, Anna Faris, 73. The authorities have not yet determined how she died. The district attorney, Katherine Flaherty, said there was no evidence of cannibalism. Mr. Hengl remained jailed in $5 million bail.

　２３日午前３時ごろ、横浜市神奈川区の漫画喫茶店内を全裸で歩き回ったとして県警神奈川署は、在日米海軍横須賀基地所属の３等兵曹ワイグル・オスカー・ヘイズ容疑者（２３）を公然わいせつの疑いで現行犯逮捕し、発表した。

　同署によると、ワイグル容疑者は当時、酒に酔っており「店内で放尿はしたが、全裸にはなっていない」と容疑を否認しているという。警察官が駆けつけた時には、全裸だったという。

　ワイグル容疑者は、原子力空母ジョージ・ワシントンの乗組員で、同僚の米兵と２人でいたという。

　在日米軍は先月から、日本にいるすべての米兵に対し、夜間外出禁止令を出している。

米海兵隊員、酒気帯び運転容疑で現行犯逮捕　沖縄


　沖縄県警は２３日、米軍普天間飛行場所属の海兵隊員で３等軍曹のルイス・フェルナンデス容疑者（２７）を道交法違反（酒気帯び運転）の疑いで現行犯逮捕し、発表した。

　発表によると、フェルナンデス容疑者は同日午前７時半ごろ、同県沖縄市美原１丁目の県道交差点で酒気帯びの状態で乗用車を運転した疑い。フェルナンデス容疑者の車が交差点で信号待ちをしていた軽乗用車に追突。駆けつけた警察官が酒の臭いに気づいた。調べに対し、「２３日午前１時ごろまで米軍キャンプ・キンザーの自宅で飲酒していたが自分は運転していない」と容疑を否認しているという。
