クレームにおけるmeans+function表現を避けるためにconfigured to等の表現が生み出されたようで、90年代半ばから急増したと、PatentlyOに記事がある（Jan. 22, 2014)。

configuredすら用いない、名詞＋to不定詞表現も、「動作表現を回避して、構造を表現するための便法」（以前の投稿（2016年1月21日）におけるP&T様からのコメント参照）なんだろうと思います。
