2012年2月20日（月）、小出裕章氏が、文化放送「吉田照美 ソコダイジナトコ」に出演。4号機の燃料棒取り出しについて、その困難さに言及しています。

小出「はい」
吉田「その４号機の使用済み核燃料が、入ってるプールに関しても、その、2012年元日の地震以降ですね」
小出「はい」
吉田「危険性に対する注目度っていうのは、非常に高まってるわけなんですが」
小出「はい」
吉田「この４号機の燃料プールの現状に関しては、小出先生はどういうふうにこう、今捉えていらっしゃるんでしょう」
小出「はい。大変心配して、います。で、みなさんご存知だと思いますけれども。４号機という原子炉は、去年事故、が起きたときには、停止していたんですね」
吉田「ええ」
小出「で、原子炉の内部にあった燃料も、全て使用済燃料プールと呼ばれているプールの方に移してあった、のです」
吉田「はあ」
小出「で…すでに燃え尽きてしまった、つまりもう膨大な放射能の塊になったものがそこにたくさんあるわけですけれども。」
吉田「ええ、ええ、ええ」
小出「１３３１体、プールの底に沈めてありました」
吉田「すごいですねえ…」
小出「もともと原子炉の中には５４８体しか入りませんから」
吉田「はあ」
小出「原子炉の中にある、約２．５倍分の使用済燃料というのがプールの底にある状態で、事故に突入している、のです。え…そしてその使用済燃料プールというのは、え…放射能を閉じ込める最後の防壁である格納容器という容器のさらに外側にありますので。もしそこが壊れてしまえば、一切の防壁のないまま、放射能が環境に出てきてしまう、ということになります」
吉田「はあーーー……。これあの４号機にあるその各燃料プールは、もっとも危険な存在であるとおっしゃってるかたも居らっしゃるんですが」
小出「そうです」
吉田「小出先生の認識も同じなんですか」
小出「そうです。なぜかというとですね。え……、福島第一原子力発電所は１号機３号機４号機と、爆発が起きて、建屋が吹き飛んだ…」
吉田「はい」
小出「のですが。１号機と３号機の場合には、原子炉建屋の最上階であるオペレーションフロアーという、その部分だけが吹き飛んでいる、」
吉田「はあ」
小出「のです。え…ところが４号機の場合には、オペレーションフラーだけでは済まないで」
吉田「はあ」
小出「使用済燃料プールが埋めこられているその階すらがまた爆発で吹き飛んでいる、のです。ただ使用済燃料プールが、宙ぶらりんのような形で、まだ存在している、わけで。」
吉田「うわあ」
小出「これから大きな余震でもきて、使用済燃料プールが、倒壊するようなことになれば、」
吉田「ああ…」
小出「それで、一切の打つ手がなくなると…」
吉田「え？ 打つ手がなくなっちゃうんですか」
小出「はい。え……潰れてしまいますと、原子炉、使用済燃料を冷やすことができませんので…」
吉田「でもそういうような認識っていうのは、東京電力それから政府にもあるんじゃないんですか」
小出「もちろんあるのです」
吉田「ねえ」
小出「はい。東京電力はもう事故の当初からそれに気がついていまして。４号機の使用済燃料が…プールが、大変危ないと、いうことで、彼らは耐震補強工事というですね、崩れ落ちないような工事をしました。」
吉田「はあ」
小出「ただし、その現場というのがもう猛烈な被曝環境ですので、ゆっくりゆっくり工事をするなんてことはできないわけですし。本当にどこまでしっかりとした工事ができたのか、私は不安に思って、います」
吉田「はあーー…。でも、打つ手がなくなるって言葉は、なんか絶望的になってしまいますけれども。全くなくなっちゃうんですか」
小出「はい。ですから今私にできることは、え…４号機の使用済燃料プールが崩れ落ちるような大きな余震が起きないで欲しいという、ことを願うだけ。そういう状態になっています」
吉田「でも、そこら辺のこう、認識っていうのを政府、東京電力はもっていながら。なんかそういう認識はとても持っているようにとても国民には思えないっていうような状況っていうのが非常に、ああ、なんだか、うーん…僕なんかからすると恐ろしいことだと思ってしまうんですけどー」
小出「そうですね」
吉田「うん」
小出「え…政府としては事故収束宣言ていうのをすでに去年のうちに出したわけですし。」
吉田「ええ」
小出「もう事故がなんとか収束に向かっているというふうに国民に印象づけたいと」
吉田「本当ですねえ」
小出「いうことできてるのですね」
吉田「ああ…。いやあ、こ…その話聞いちゃうと、なんか他の話がとてもねえ、なんか、うんーー…、なんだか聞くのも虚しくなってくる感じするんですけど」
小出「はい」
吉田「あの、冬に入ってからその福島県内の放射線量が変化してるという話があるんですけれども」
小出「はい」
吉田「この、原因、要因に関しては小出先生は、どういうふうにお考えですか。雪とかなんか言われたりもしてますけど、どうなんですか、これ」
小出「はい。これもよくわからないのですが。え…放射能自身は煮ても焼いても消えませんし」
吉田「はい」
小出「え…なくならないのですね。それは移動している、のです。これたとえば原子炉の中にあるものは、吹き出してきてどこか別の場所に移動するとか。あるいは地面に降り積もっているものがまた再度浮遊して、移動してくるであるとか。あるいは、別の可能性としては、今の汚染しているものがそこらじゅうにもうあってですね。まあガレキというような、呼ばれてるものがあるわけで。それを何処かで燃やすようなことをすればそしてまた、そこから移動してくると。いうことで、様々な可能性が考えると思い…考えられるのですが。」
吉田「はあ」
小出「一体どれが原因かということを、私自身も、断定できずにいます」
吉田「はあ…。雪の可能性っていうのは、全く考えられないですか」
小出「はい。えーっと、ゆ…現在空気中にですね、大量にその放射性物質が漂っているという状況はありませんので。雪によって、その…空気中の放射性物質が落とされて、放射線量が上がるという可能性は私は少ないと思います」
吉田「はあー」
小出「で、むしろ、雪がふることで、え…現在、大地を汚してる放射能からの『放射線がむしろ遮られる方向になると思いますので。雪の効果は、むしろその…放射線量を減らす方向には働くと思いますが。増やす方向には多分働かないと思います」
吉田「はあ…。相変わらず福島第一原発から放射能が出続けてるわけだと思うわけですけども」
小出「はい。出続けています」
吉田「そうですよね」
小出「はい」
吉田「そこら辺もなんとなくごまかされて報道がなされているような気がとてもするんですけども」
小出「そうですね。はい」
吉田「政府はその先月２６日、除染に関するロードマップというのを発表しましたけども、」
小出「はい」
吉田「現在のそのいろんな状況、加味した上で、小出先生は今現在、除染についてはどういうふうにお考えなんですしょう」
小出「え…除染はできないのです。残念ながら」
吉田「ええ。残念ながらね」
小出「はい。え…今、住み慣れた場所を追われてる方々…方々が１０万人近く居るはずなのですが。」
吉田「はい」
小出「その方々はなんっとか自分の、ふるさとに帰りたいと。思ってると思いますし。」
吉田「はい」
小出「私だってそういう立場に立てばなんとか帰りたいと思う、」
吉田「そうですねえ」
小出「と思います。ただし、え…今聴いていただいたように放射能というのは消すことができませんので。」
吉田「はい」
小出「汚れを除くということは本当はできない」
吉田「できないんですね」
小出「汚れを何処かに移すということはできます」
吉田「移染しかできないわけですね」
小出「そうです。はい。でも大地全体が汚れていますので。」

小出「え…全ての汚れをどこか別の場所に移すなんて、そのこと自身が、できません」

吉田「倒壊を防ぐためのなんとかこう今やれることっていうと、小出先生、なんか方法はないんでしょうか」
小出「はい。まああの、耐震補強工事、一応、東京電力がやったと入ってるわけですけれども。」
吉田「はい」
小出「え…さらに何がしかできるような工事があるのならやるべきだと思いますし。」
吉田「ええ」
小出「一番大切なことは、使用済燃料プールの底に、今沈んでいる、使用済の燃料というものを、出来る限り早くそこから安全な場所に移すという作業」

吉田「え…それ、移す作業って、とても大変なんです、よね」
小出「そうなんです。え…通常の状態でも、使用済燃料は空気中に釣り上げたら周辺の人達、死んでしまうほど、の被曝になってしまうので。」

小出「必ず、プールの底で作業をしなければいけない。え…移動させるための巨大な容器をプールの底に沈めて。プールの底でその巨大な容器の中に使用済みの燃料を移して。」

小出「その上で、巨大な容器を空気中に釣り上げるというようなことをやるわけですが」
吉田「はあ…」
小出「すでに釣り上げるためのクレーンも壊れてしまってるわけですし。」
吉田「はあ…」
小出「え…使用済燃料プールの中にもガレキが、山積みになっているという状態ですので。え……大変な作業になると思います」
吉田「でも、そういうことを東京電力、政府は考えてはいなそうですよね」
小出「考えています。ですから…考えているのです」
吉田「いるんですか」
小出「はい。え…４号機の使用済燃料プールに関しては、真っ先に、彼らとしても移動したいということで、」
吉田「そうなんですか」
小出「はい、あの、工程表の中で最優先でやると書いてあるのですけれども。」
吉田「はい」
小出「それでもそれに、着手できるまでに、たしか３年はかかると書いてあったと、思います」
吉田「そんなにかかるっていうのは本当の話なんですか」
小出「はい。多分あの…猛烈な被曝環境で、その、作業ができるように、しなければいけませんし。」

小出「え…鉛と鉄でできた１００トンというような容器を、移動させて、作業できるようにしなければいけませんので」
