"Toden has announced that it will transport the spent nuclear fuel of a No. 4 pool from an end or around the year after next next year.
If damage to the fuel in a pool is very slight, is a fuel transfer technically possible enough? Would the premise of if cooling is possible show [ without a pool carrying out collapse and a large-scale leak till then ]?

(Mr. Koide) If a pool collapses, of course before carrying out a transfer start, finally Japan will already be in catastrophy.
If the present form is maintained, it is the transfer itself without a pool's being attacked by aftershock big fortunately, although there are already no measures to adopt... Am I wishing I want you to carry out somehow?
In the usual case, what is called cask for a transfer into a pool is put in, used fuel is moved to a cask all over a pool, and it does pulling up a cask from water on it.
(Mr. Chiba) Some are put into a receptacle?
(Mr. Koide) That's right.

「東電は、4号機プールの使用済み核燃料を来年末か再来年頃から移送すると発表しています。プール内の燃料の損傷がごく軽微であれば、燃料移送は技術的に充分可能なんでしょうか？それまでプールが倒壊も大規模な水漏れもせずに、冷却ができていればという前提で教えていただけませんでしょうか。よろしくお願いします。」
という質問です。
（小出氏）もちろん、移送開始する前にプールが倒壊してしまえば、もうそこで日本は終わりです。もう何も打つ手がありませんけれども、もしプールが幸いなことに大きな余震に襲われないで、今の形状を保っているとすれば、移送自身は・・・何とか私はしてほしいと願っているのですね。通常の場合には、プールの中に移送用のキャスクというようなものを入れまして、使用済の燃料をプールの中でキャスクに移して、その上でキャスクを水から引き上げるということをやるわけです。
（千葉氏）何か入れ物に入れるわけですね？
（小出氏）そうです。鉛と鋼鉄の塊、100トンにも及ぶような塊なんですが、それを使用済燃料プールの中にまずは入れるというのが、通常の操作なのですが、それができるかどうかすらがわからないし、キャスクを入れたところで瓦礫が散乱して使用済燃料の集合体の上に乗っかっている状態ですので、ちゃんと使用済燃料を釣り上げて技術的にキャスクの中に入れられるかどうかも、私は今は判らないです。
でも、なんか方策を考えて移さなければいけませんし、2年かかるのか3年かかるのか、或いは10年かかるのか判りませんが、大きな余震が来る前に、とにかく移すということはやらなければいけません。
