直接民主制をとっている国はスイスだけではないが、最も徹底的に直接民主制を実行する国はスイスだ。国民が政治決定に直接参加するこの制度は19世紀に導入され、時代と共に常に進展してきた。
正確に言えば、スイスの民主制は「半直接民主制」。というのも、国民が投票して賛否を表明する「直接民主制」と、選出された代表者に権力の一部を委ねる「間接民主制(代表民主制)」の二つの制度が存在するからだ。

政府と連邦議会は、イニシアチブに対し対案を提示できる。イニシアチブと対案は同時に国民投票にかけられる。投票の際には、国民は両方とも可決された場合にはどちらを選択するかにも答えなければならない。
また、政府と連邦議会は、憲法ではなく法律レベルで対案を出す「間接的対案」を選択することもできる。この場合は、イニシアチブのみが国民投票にかけられ、イニシアチブが否決されれば自動的に間接的対案が可決される(レファレンダムの対象になる)。
イニシアチブの発起人が、政府と議会の対案で満足することもある。この場合イニシアチブをめぐる国民投票は行われない。
*批判
レファレンダムが政府と連邦議会に対する「ブレーキ」となるのに対し、イニシアチブは、議会で取り上げられなかったテーマへの取り組みを加速させる「アクセル」だといえる。特に議会で議席数の少ない政党や団体が、この二つの直接民主制の制度を利用することが多い。
左派政党は経済や社会的な案件、右派政党は国家のアイデンティティーや外国人に関する案件を提起することが多い。だが、小さな団体や個人によって提起されるレファレンダムやイニシアチブもある。このようなイニシアチブが成功する確率は低いが、社会に対するインパクトがないわけではない。
スイスはよく直接民主制のモデルとして引き合いに出されるが、批判もある。特に、投票回数の多さと、制度の複雑さが指摘される。この二つの要因は投票率にも影響しており、2001~12年の平均投票率は45%にも満たない。
また、国民がありとあらゆるテーマについて賛否を問われることも問題だとする声もある。国会議員に比べ、一般市民は熟考することなく感情や凝り固まった意見に影響されて判断を下しがちだと考えられているからだ。
それでも多い利点
このような批判に対し政治学者たちは、国民の権利の利点を強調する。レファレンダムは、政党間で政治的なコンセンサスを促す良い手段だと位置づけられている。
実際に、レファレンダムで拒否される恐れのあることを考慮すると、法案を通過させるためには、連邦政府・議会ともに可能な限り合意に向けて歩み寄る必要がある。例えば、反対政党が少なければ、それだけ国民が法案を支持する可能性も高くなるからだ。
一方イニシアチブは、議会が取り上げたくはないようなテーマについて、本質的な議論を呼びかけることができる。また、イニシアチブの要求の一部が対案によって実現されることもある。
まれなケースだが、議会の反対するイニシアチブが有権者と州の両方の過半数を獲得することもある。企業経営陣への報酬額を株主総会が決定することを求めた「高額報酬制度反対イニシアチブ」が一例だ。中小企業経営者のトマス・ミンダー全州議会(上院)議員が発起人となったこのイニシアチブは2013年3月3日の国民投票で、投票者の賛成68%および全ての州で賛成が過半数を上回り可決された。
*スイスの女性参政権
女性はすでに1960年代から州・自治体レベルで選挙権と被選挙資格があった一方で、1971年まで連邦レベルの民主主義は完全に男性に仕切られていた。スイスが女性参政権を導入したのは、西洋諸国の中でも遅い方だ。
