いま、全国で10万匹近くの“飼い主のいないネコ”たちが、毎年殺処分されています（2013年環境省調べ）。ネコ好きならずとも、殺処分ゼロを願う人々の声もあるでしょう。そんななか、東京都千代田区は2011年から殺処分ゼロを維持し続けているのを知っていますか？
2011年以降、殺処分ゼロ

皇居、日比谷公園、国会議事堂、そして東京駅。東京都のど真ん中に位置する千代田区も、かつては野良ネコによる糞尿、ゴミ荒らし、鳴き声などによる苦情が保健所に数多く寄せられていました。
こうした問題に対し、千代田区は2000年より「飼い主のいない猫の去勢・不妊手術費助成事業」を導入。翌年には、区内の登録ボランティアや動物病院の協力を得て、「ちよだニャンとなる会」を発足させました。
同会の副会長でフリージャーナリストの香取章子氏は、朝日新聞「Sippo」に寄稿した記事の中で、区民からの苦情の声がいつしかネコへの同情の声に変わったことを記しています。この大きな変革を起こしたのが、野良ネコたちを去勢・不妊して地域で世話する「TNR活動」でした。

TNR活動とは、捕獲（Trap）、去勢・不妊（Neuter）、戻す（Return）この頭文字をとった造語。つまり、野良ネコたちを一時的に保護して、去勢・不妊手術を行い、そして地域に戻して世話をする。行政と地域ボランティアが連携を取りながら行っていった結果、千代田区は殺処分ゼロを実現できたようです。
こうしたTNR活動を実施する自治体が、いま増えつつあります。しかし、こうした活動資金（たとえば去勢手術代）など、一部は助成金が自治体から負担が出るものの、不足分はボランティア団体に寄せられた寄付によってまかなわれているのです。
また、去勢や不妊治療を担当するのも、実施経験のある専門家や獣医。こうして一時的にボランティア団体が預かるかたちで術後の経過を看ながら地域へと戻していくなど、その労力はかなりのもの。

地域環境を鑑みて、野良ネコたちへのエサやりを決められた敷地で行う、いわゆる「地域ネコ」を取り入れる自治体も増えてきました。1997年、神奈川県横浜市磯子区のネコ好きな住民たちの優しさから始まった、地域ネコ。地元の野良ネコは地元民が世話をしようという取り組みはTNRと連動して、去勢された野良ネコを戻す活動も積極的にも、大きく貢献しているようです。

ところで、片方の耳がまるで桜の花びらのように切れ目の入ったネコを街で見かけたことがありますか？彼らの耳は、決して虐待によってできた傷ではありません。この耳をしたネコたちは「サクラネコ」と呼ばれ、手術を受けた“しるし”として、手術の麻酔が効いているうちにカットされたもの。
「公益財団法人どうぶつ基金」によると、昨年TNRで確保された野良ネコのじつに63匹が、以前TNRを実施していたネコたちだったそうです。

このこと自体を“虐待”と捉える見方もあるかもしれません。けれど、去勢し子ネコを生まなければ増えることもなく、不幸にも殺処分されるネコも減っていきます。環境省の調査によると、2013年殺処分となったネコは全国で99,671匹。行政に引き取られる飼い主不明ネコの約8割は、生まれて間もない子ネコだそう。
このサクラの花びらを耳に持つネコたちの後ろには、殺処分から彼らを救い、地域ネコとして受け入れ、世話してくれる、優しいネコ好きたちの心のサポートのシンボルでもあるようです。
