◆翁長雄志知事は５月２７日訪米し、オバマ政権に「沖縄県米軍普天間飛行場（宜野湾市）
の辺野古（名護市）への移設を思いとどまるよう」申し入れるとともに、辺野古への移設阻止を目的に４月９日に創設設立された「辺野古基金」（共同代表＝沖縄県外は映画監督の宮崎駿、ジャーナリストの鳥越俊太郎、元外務相主任分析官で作家の佐藤優、俳優の故菅原文太の妻・文子、報道写真家で県出身の石川文洋の各氏５人、沖縄県内は前嘉手納町長の宮城篤実、金秀グループ会長の呉屋守将、かりゆしグループ最高経営責任者（ＣＥＯ）の平良朝敬、沖縄ハム総合食品会長の長浜徳松の各氏の４人、計９人）を使い、米メディアに広告を出し、沖縄の基地問題の理不尽さを訴えるという。
なお、「辺野古基金」は、米政府と議会対策、米政府関係者や上下両院の議員へのロビー活動を後押しし、シンポジウム開催も検討し、米国の有識者の理解を広める活動なども展開する。

－訪米の狙いは。
「日本政府は米軍の運用に口を挟めない、米国は日本の国内問題といい、ジレンマの中にいる。新基地が造られない場合や（返還問題の）残骸が残れば日米安保体制にひびが入る。米国は当事者で、安易に考えると米国の問題に関わると申し上げたい。品格ある日米同盟にする一助としたい」
－尖閣問題の考えは。
「尖閣は日本固有の領土だ。小競り合いか何かあった場合、観光客が落ち込む心配がある。平和的に考え解決できないかと思う」
－独立論に行き着く？
「沖縄が切羽詰まっているのに独立といって切り離しますか。本土が切り離すなら切り離されるでしょう。しかし、アジアのダイナミズムを取り入れて懸け橋として頑張ると言っている。平和を実現してもらい沖縄が安定して日本に貢献する。その中で新基地を造らせないと言っている」
－もう止められないという思いも広がっている。
「沖縄が苦しんでいるのに沖縄が考えを示すべきだというのは、沖縄が日本の犠牲になるのは当たり前ということ。ここまで国民が受け止めないなら厳しい。沖縄は自治権獲得闘争を経て今日がある。沖縄の人はへこたれない。知事権限を有効に使い、名護市長とも協力して造らせない」
－訪米の会談相手は。
「本土の人は質問のたびできないのにやるのかという目線で見ていると感じる。国は動かないのに沖縄は何もできないんじゃないかと心の奥底に見える。菅官房長官とあまり違わないんじゃないかと感じる」

「万一のことが起これば沖縄はまた切り離され、また１０万人亡くなるのではと沖縄の人が恐怖心を持つのは当たり前。政府は日本の防衛の視点からしか物事を発しない。沖縄の声は中央メディアでは無視され、本土の理解を得るすべがない。悔しいが、この場所で話せるのはありがたい」
－政府が方針を変えない場合、選択肢はあるか。
「基地（になった土地は）民有地と行政が所有し反対に向けた話ができ、必ず（建設が）できなくなる。私たちにも生きる権利、尊厳がある。国の安全保障は全体で負担してくださいということ」
－なぜ訪米するのか？
「絶対に造らせないと伝える。日米が決めたからできると思ったら間違い。安保体制は十分に理解している。理不尽なことをして安保体制を壊してはいけないと話す」
－米国民の関心度は。
「上層部はいろんな考えを持っている。米国民は、世界のアメリカなので日本にも関心は無いだろうがそうはいかない。米国世論にも訴える中で、沖縄の基地のしわ寄せを解決すると同時にアジアのあり方、沖縄が将来平和の緩衝地帯として頑張っていくと伝える」
◆このやりとりのなかで、注目すべきなのは、「独立論」という言葉だ。正確に言えば、「沖縄独立運動」である。翁長雄志知事は、「沖縄が切羽詰まっているのに独立といって切り離しますか。本土が切り離すなら切り離されるでしょう。しかし、アジアのダイナミズムを取り入れて懸け橋として頑張ると言っている。平和を実現してもらい沖縄が安定して日本に貢献する。その中で新基地を造らせないと言っている」とあくまで建前を述べて、独立論を否定しているけれども、訪米した際、この「キーワード」を口にする可能性があると見られている。そのとき、米政府は、どんな反応をするか？

沖縄基地問題 地元と本土メディアとの「温度差」
【ワシントン西田進一郎】訪米している沖縄県の翁長雄志知事は５月３１日、首都ワシントンの同県事務所で記者会見した。「日米両国は『品格のある日米安全保障体制』でアジアや世界の安定と平和に力を合わせてほしい。そのために沖縄の基地問題を解決しなくてはならない」と語り、改めて米軍普天間飛行場（沖縄県宜野湾市）の県内移設計画断念を米政府関係者らに求める考えを示した。
翁長氏は、沖縄の基地負担について「過重で県民の自由、人権、民主主義を保障できない」と指摘。「日米安保体制は民主主義という共通の価値観を持つ国々との連帯で中国に対抗しようとしている。自国民にそれらを保障したうえで連帯の輪を作ることが品格のある日米安保体制だ」と主張した。
普天間飛行場の固定化を避けるための代替案については「日本政府が第一義的に考えるべきだ」と語った。
翁長氏は６月１日から３日まで、ワシントンで米政府関係者や上下両院議員、シンクタンク関係者らと意見交換する。３日には国務省のヤング日本部長、国防総省のアバクロンビー副次官補代行と面会し、その後に記者会見を開く予定だ。
