Japan's annual high school manga competition has set its scope far this year, calling for submissions from around the world for the first time, on the themes of "space debris" and "infinity."  Organizers announced the outline of the preliminary round of the 31st National High School Manga Championships (Manga Koshien).

The most beautiful nighttime panoramas in all of Japan are to be found in the southwestern city of Kitakyushu, according to "The New Three Japanese Night Views" rankings announced recently.  The Fukuoka Prefecture city jumped from third place in the previous ranking in 2018 to the top spot.

最近発表された日本三大夜景ランキングによれば、日本のすべての中でもっとも美しい夜のパノラマは北九州という南西の街で見られるだろう。その福岡県の街は2018年の前回のランキングの３位からトップの位置にジャンプした。

【解説】

見出しにはいつものように新聞の見出しにだけ許される「be動詞の省略」があります。

「City of Kitakyushu's night views 《are》 ranked」
（北九州という街の夜景がランク付けされる）

この「of」は（～という）の意味です。よく出てきますので覚えておいてください。

「most beautiful in Japan」
（日本でもっとも美しい）→とランク付けされる

本文。

「The most beautiful nighttime panoramas in all of Japan are to be found」
（日本の全部の中でもっとも美しい夜のパノラマは見つけられるだろう）

「be to」は教科書や参考書では「可能」「未来」「許可」「禁止」等を表す、とあります。
けれどこれらはそれぞれ「can」「will」「may」「must」のことです。みなさんは「be to」＝
助動詞と覚えておいてかまいません。
