１０時に測定所に私がデータを取りに行くと断られた。

環境安全課に行くと課長に担当が違うと言われ経済部へ。
(この時偶然に課長の下へ　市民生活部長を探しに一人で現れた市長。)

経済部担当者が測定所にいるというので　午後戻ってから話すとのこと。

１１時に森原さんと南相馬市民の署名２００９名分を渡し３０分、市長と対談。

その時、市長は　市内原町区で１３０万超え　小高区で５５０万Bq超えを
報告を受けて　すでに情報隠蔽を決め込んでいたのである。

　どおりで最近全く目を合わせようとしない市長が　私の表情を読もうと
しきりにこちらを窺っていた。

玄関先にたまったこの物質を知らせて　市で回収させたい！！

福島一周年が過ぎて、目下シュトゥットガルト周辺の反原発運動家達は、5月末に予定されている原発推進派の大会「アトム・フォーラム」に対抗するアクションをあれこれ計画中です。

ドイツは、国家ぐるみで脱原発の旗印を掲げているというイメージばかりが日本では広がっているようで、ドイツ国内にも強力な原発ロビーのはびこっている事実が見落とされがちですが、特にメルケルの所属するCDU党（キリスト教同盟）は本来、強硬に原発推進を政策にして来た政党です。福島事故が起こる前年には原発稼動期間の延長決定を行っていましたし、最近もCDU党議員が連邦議会で「福島事故が原因の死者は一人も出ていないし、今後も出ないだろう」などと演説を行いました。もっとも「今後も出な..」あたりで、傍聴者のブーイングに掻き消されてしまいましたが...　メルケル政権が脱原発を宣言したのは、ドイツの市民運動家達が何十年にも渡って自分達の手で核エネルギーの危険について調べ続け、繰り返しデモを行って市民の啓蒙と政治への圧力を実行してきた成果なのです。

最近メルケル政権は、太陽発電に対する国家補助金の減少を決定しました。実に油断がなりません。







さて、3月12日にドイツのニュース専門サイト n-tv に掲載されていた次のような記事を見つけました。現在既に日本で見られる鼻血などの症状について、ドイツのマスコミが詳細に報道した珍しい記事だと思います。

福島原発大事故後、多くの日本人は放射能を不安に感じている。そしてそれには十分根拠がある。福島事故とチェルノブイリ事故とのプロセスの間には明らかな類似が見られると n-tv 取材班に語るのは、ドイツ放射線防護協会会長セバスチアン・プフルグバイル氏である。被曝症状は決して見過ごすことのできるものではない。

福島原発事故による放射能汚染は「何年間も長期に渡って続く」だろうと、フランスの専門家達は結論を下したところである。これは、フランスの放射線防護組織 IRSNの専門家が実際に現地で行った調査に日本政府の公式発表を加えたものに基づいた結論だ。

日本訪問から帰国したばかりのドイツ放射線防護協会会長セバスチアン・プフルグバイル氏によると、福島原発周辺地域では、すでに放射能による初期症状が見られるそうだ。氏によれば、そうではないとする報告はどれも真実から目を逸らすためのトリックに過ぎない。チェルノブイリ事故後何年も経ってから、ドイツ及び西ヨーロッパでいくつもの指標的事実が驚きと共に確認されてきた。例えば死産の増加や新生児の死亡率、新生児における奇形の増加などがそうである。同様に重大なのは、新生児にける男女比率が変化している可能性である。特に女性の胎児は放射線に弱いため、生まれて来る女児の数が減少するのだ。こうしたケースをすべて考慮に入れただけで、放射能による犠牲者の数は多大なものになるはずだと言う。




《傷つけられる遺伝子》

放射線専門家ベルント・ラム氏も n-tv 取材班に放射能を原因とする遺伝形質被害について解説した。被曝をした遺伝情報は、DNAの連鎖が変化することなしに変容する。ラムの主張によれば、受けた放射線のシーベルトごとに癌を発症する確率が約10パーセント上昇する。しかし遺伝子変質リスクはそれよりもわずかな被曝量において、すでに増加すると言うのだ。

「チェルノブイリ事故からちょうど9ヵ月後、つまり1987年1月にベルリンにおけるダウン症児誕生増加のピークが訪れた。そして同じ時期に同じ現象が白ロシアでも見られたのだ。」

プフルグバイルはさらに「チェルノブイリから1000キロ離れたドイツでは、放射線量の上昇もとても穏やかなものだった。それでもそのような現象が起きたのだ。福島原発周辺地域が同じことになるのは間違いない」と強調する。しかしこうした影響は即座に街で目に入ってくるような性質のものではない。「そのつもりで調査を行わなければ発見されないだろう」と言う。




《止まらない鼻血 》

しかし目に見える放射能による身体被害もあるとプフルグバイルは語る。「我々が既に目にすることが出来たのは、鼻血の増加だ。一見平凡に聞こえるかもしれないが、チェルノブイリの被害を受けた地域でも、私が最初に目にしたのは鼻血だった。ある時白ロシアの学校の前に救急車が止まっていたので、事故が起こったのかと尋ねたところ、返ってきた答えは：

”いいえ、救急車は毎日ここで待っていないといけないんです。子供達の鼻血があまりにひどいので。ほとんど止まらないような鼻血で、意識を失う子供さえいます。”

というものだったのだ。」

プフルグバイルによれば、1950年代核兵器実験を行っていたカザフスタン、セメイ市からもひどい鼻血の症例がすでに秘密裏に報告されていた。現地の専門家達が周辺地域の住民を観察した結果、住民達の間にひどい鼻血が多発し、重度のアンギーナに発展することも多かったことが認められた。あまりにひどいので病院に行っても、手当てが効かないほどのものだった。さらには、ひどい頭痛、神経や感覚器官の病気も見られた。これらはチェルノブイリ、そして今では日本とも共通する。

「ですから私には日本の専門家達が事態を深刻に受け止めないことが理解出来ない。」

とプフルグバイルは言う。

このような一見無害に見える症状は、単に後年発症することになる病気の前兆に過ぎないのだ。どうやら放射線は例えば細かな血管を傷つけるようである。

「それで子供の場合は鼻血を発症する。チェルノブイリの作業員においては、それは後年脳卒中へと発展していった。」

日本ではしかし国民に対してこうした危険は知らされていない。それどころか国民は ”完全になだめすかされている”。”放射能を原因とする死者は出ていない”と言う主張そのものがすでに、プフルグバイルにとっては信憑性を欠いている。ただしこの報告に反論するためのデータも存在しない。「福島原発で働いている作業員すべてが、黙秘義務に同意するサインをしている。不意に時々詳細なニュースが入って来ることもあるが、まとまった図はないのだ。」

そこに見られるのは”意図された情報かく乱”のメカニズムだとプフルグバイルは言う。彼はチェルノブイリ事故後にも同様の体験をしたのだ。日本政府や日本国内の専門家達は低量の被曝は健康に被害がないものと解説した。年間20ミリシーベルト以下の被曝量（この基準を超えると避難が考慮されるのだが）による癌の発症率は、例えば喫煙のようなその他の発癌要因よりも”少ない”と言うのだ。原発事故が起こる以前、日本国民の年間被曝許容基準は1ミリシーベルトだった。この時点でさえ、放射線に対する感受性が特別に高い子供達に対する配慮はまったく行われていない。

放射能に対する国民の不安を日本政府は、根拠のない放射能に対する不安だとして「放射能恐怖症」と名付けた。そして国民がみんなニコニコしていれば病気に罹らない、クヨクヨしている人間だけが放射能による病気になると言うのだ。プフルグバイルはこのような言動に言葉を失う。

「まさかそんなことが信用されるとは思わなかった。医学の教授がこう言うことを言っているんだ。何もかも真っ赤な大嘘だ。」

特に子供に対しても年間20ミリシーベルトの許容基準量が採用されていることはスキャンダルだとプフルグバイルは言う。これはドイツで放射線のある環境で職業に従事する成人に対して適用されている最大値に相当する。しかし住民達はまた、自分達の居住している環境の線量が実際にどれくらいのものなのかも知らされていない。汚染された地域に未だに人が住んでいるとか、線量の低い地域から線量の高い地域に引っ越した人がいるといった例が未だに報告されるのだ。日本政府は、住民達が出来る限り移住しないようにする方針を通してきている。しかしプフルグバイルには、汚染地域を閉鎖する以外には真の代替手段は思い浮かばない。その上さらなる汚染も加わる。




《線量は蓄積する》

今、山々は雪解けの季節を迎えている。「放射能雲は森林に覆われた山の上に留まった。それがこれから小流となって河川に流れ込み、河川の汚染が大々的に進むだろう。」こうした河川はところによって飲料水にも利用されているし、また以前と同様釣りも行われている。ところが放射能は水中では、陸とはまったく違った効果を持つのだとプフルグバイルは言う。それは大量の放射性物質が降下し、また高濃度汚染水が排斥された海についても同じだ。

「水の汚染において危険なのは、陸上に比べて水中の食物連鎖はずっと長いものだからだ。非常に長い連鎖の段階を通して放射性物質はどんどん生体組織に濃縮されていく。つまり食物連鎖の最終段階にある魚類の汚染は、彼らの生息している水そのものの汚染よりもはるかに高いものになるのだ。」

日本のような漁業国にとって、これは追い討ちをかける惨事である。福島から東京にいたるまでの本州東海岸全域における漁業は実質上麻痺してしまった。 その上、まさに福島地方の産物を消費することを推奨するという考えられないバカげた運動まで存在するのだ。




《計り知れない被害の規模》

もっともこのような運動は、プフルグバイルの目には、 政府の思惑に噛み合っている。目下、住民達は間もなく除染計画の開始されることを告げられた。表土が削除され、家々は高圧水で清掃される。

「しかしチェルノブイリでも同じ試みが行われ、ほとんど意味をなさなかった。」

日本の汚染域は確かにチェルノブリに比べたら小さいのだが、福島北東部には、伝説となったチェルノブイリ原子炉に隣接する”赤い森”よりもさらに汚染度合いのひどい地域があると言う。

チェルノブイリよりもマシな手段を取り、事態の経過を科学的に調査するチャンスもある。しかし「日本人は、自分達が今後何十年にも及ぶ課題を課されていることをてんで理解してない。」　故郷の喪失や生活基盤の喪失、放射能に対する絶え間ない不安がもたらす社会心理上の被害については話題にもならない。震災以来、日本における自殺者の数は激増した。 政府によると、2011年5月に記録された自殺者総数は3375人。前年の同じ月に比べて20パーセント多い。

プフルグバイルの危惧は、放射能汚染が現状で留まらないかもしれないことだ。福島第一原発の四号機は事故当時停止状態にあった。高濃度の燃料棒は1500本の使用済みの物と共に冷却用プールに置かれていた。今でもそこにある。ところがこのプールを支えている建て屋は大変な損傷を受けているのだ。これが崩壊することになったら燃料棒は冷却されずにむき出しになる。短時間のうちに燃料の容器は壊れ、莫大な量の猛毒である放射性物質が放出し、メルトダウンに至るだろう。そうなったら250kmまでの地域を避難させなければならないと日本の専門家は見積もっている。それには東京も含まれる。

ルモンド紙とリベラシオン紙は5月3日、去る2月に福島原発を視察したフランス原子力庁（CEA）の最高顧問ベルナール・ビゴによる福島原発第四号機への発言を掲載しました。フランスの原子力を推進する原子力庁の最高幹部は、第四号機の燃料プールに残された大量の使用済み核燃料が予断を許さない危険な状態にあることを指摘し、新たな地震による大惨事再来の可能性を予見しています。そして、核燃料を一刻も早く安全な場所に移すべきと警告した。



●「福島原発の危機的状況、続く」ルモンド紙（抜粋）

建物には近寄れず、汚染水の保管場所は不足、そして新たな爆発の危険がつきまとう。福島原発事故が始まってから1年と2か月余りが過ぎた。しかし、事故を起こした福島原発は依然として厳しい状況にある。約3千人の作業員たちが破壊された現場の整理と事故の収拾に追われる現場では、新たな大地震が起きれば再び大事故が起きる危険にさらされている。昨年3月11日から今年の3月11日までの間に日本で起きたマグニチュード6以上の地震は、97回にのぼっている。地震の活動は収まっていない。

ビゴ最高顧問：ショックを受けたのは、水素爆発によって何もかもが破壊されてしまった様子を見た時でした。日本人たちは特に第三号機・四号機の周りを中心に懸命に瓦礫を集める作業を行なっています。原子炉を取り囲む建物の掃除にとりかかるため、クレーン車が配置されていました。使用済み核燃料がある燃料プールに近づくためです。もしまた地震が起きて燃料プールの中の水が空になったら、再び大惨事になるでしょう。ですから、できる限り早急に使用済み核燃料を取り出して、別の場所に保管しなければなりません。日本人たちは2年後にそれができれば、と期待しています。

汚染され、破壊した原発が立っているのは立ち入り禁止区域だ。
そこに連れて行ってくれることになっている男性と落ち合った。
なにが本当にそこで起きているか、彼に見せてもらうためだ。
ナカ・ユキテル氏は原子力分野のエンジニア会社の社長で
もう何十年間も原発サイトに出向いて働いてきた。
フクシマでも、だ。
私たちは見破られず、無事チェックポイントを通過した。
作業員たちが作業を終え、原発から戻ってきたところだった。
3月11日に起こったことは、これから日本が遭遇するかもしれぬことの
前兆に過ぎないのかもしれないことが次第にわかってきた。
そしてその危険を理解するには、過去を理解することが必要だ。

ナカ氏はここで生活をし
福島第一とフクシマノ第二の間を股にかけて仕事をしてきた。
ナカ氏と彼の部下は、何年も前から原発の安全性における重大欠陥について注意を喚起してきた。
しかし、誰も耳を貸そうとしなかった。

原子力ムラ、というのです。
彼らの哲学は、経済性優先です。
この原子力ムラは東電、政府、そして
大学の学者たちでできています。
彼らが重要な決定をすべて下すのです。

私たちは東京で菅直人と独占インタビューした。
彼は事故当時首相で、第二次世界大戦以来
初の危機に遭遇した日本をリードしなければならなかった。
彼は唖然とするような内容を次々に語った、たとえば
首相の彼にさえ事実を知らせなかったネットワークが存在することを。

原子力ムラの足跡を辿っていくと、
嘘、仲間意識と犯罪的エネルギーの網の目に遭遇する。
調査は2つの大陸にまたがった。
まずカリフォルニアに飛んだ。
目的地はサン・フランシスコである。
私たちはある男性と話を聞く約束をしていた。
彼は長年原子炉のメンテナンスの仕事で
フクシマにも何度も来ており

Mr. Sugaoka kept silent for ten years for fear of losing work.

About 20-copy fax arrived from the information provider who works in the nuclear power plant of Fukushima Prefecture, and accusation of Mr. Sugaoka was also contained in it.
The Ministry of Economy, Trade and Industry revealed these informants' name to Toden, without confirming the contents of the whistle-blowing.

They say that Toden was altering the report.
Then, I wrote the report to the newspaper.

The president and management were driven into resignation, although the employee received the reprimand, he got a new post wholly, and nobody was prosecuted.
Mr. Tsunehisa Katsumata who was the first person in charge was appointed as the representative director.
Although they apologized to Mr. Sato to the alteration of a report, Mr. Sato could not carry out safe, but it was anxious about a nuclear power plant being built rapidly.
Then, Mr. Sato calls it a nuclear power plant policy of Japan.
"The tacit rule" has been broken.
Revenge started in 2004.

原子炉を点検している同僚の目がみるみる大きくなったと思うと
彼がこう言いました
蒸気乾燥機の向きが反対に取り付けられているぞ、と。
もともとこの原発の中心部材には重大な欠陥があったのだ。
スガオカ氏は点検の主任だったので
正しく点検を行い処理をする責任があったのだが
彼の報告は、東電の気に入らなかった。
私たちは点検で亀裂を発見しましたが、東電は
私たちにビデオでその部分を消すよう注文しました。
報告書も書くな、と言うのです。
私はサインしかさせてもらえませんでした。
私が報告書を書けば、180度反対に付けられている蒸気乾燥機のことも
報告するに決まっていると知っていたからです。

では、嘘の文書を書くよう求めたわけですか？


（スガオカ氏）
そうです、彼らは我々に文書の改ざんを要求しました。

スガオカ氏は仕事を失うのを怖れて、10年間黙秘した。
GE社に解雇されて初めて彼は沈黙を破り
日本の担当官庁に告発した。
ところが不思議なことに、告発後何年間もなにも起こらなかった。
日本の原発監督官庁はそれをもみ消そうとしたのだ。
2001年になってやっと、スガオカ氏は「同士」を見つけた。
それも日本のフクシマで、である。
18年間福島県知事を務めた佐藤栄佐久氏は
当時の日本の与党、保守的な自民党所属だ。
佐藤氏は古典的政治家で
皇太子夫妻の旅に随行したこともある。
始めは彼も、原発は住民になんの危険ももたらさないと確信していた。
それから、その信頼をどんどん失っていった。

福島県の原発で働く情報提供者から約20通ファックスが届き
その中にはスガオカ氏の告発も入っていました。
経産省は、その内部告発の内容を確かめずに
これら密告者の名を東電に明かしました。
それからわかったことは、私も初めは信じられませんでした。
東電は、報告書を改ざんしていたというのです。
それで私は新聞に記事を書きました。
そんなことをしていると、この先必ず大事故が起きる、と。

それでやっと官僚たちもなにもしないわけにはいかなくなり
17基の原発が一時停止に追い込まれた。
調査委員会は、東電が何十年も前から重大な事故を隠蔽し
安全点検報告でデータを改ざんしてきたことを明らかにした。
それどころか、フクシマでは30年も臨界事故を隠してきたという。
社長・幹部は辞任に追い込まれ、社員は懲戒を受けたが
皆新しいポストをもらい、誰も起訴されなかった。
一番の責任者であった勝俣恒久氏は代表取締役に任命された。
彼らは佐藤氏に報告書の改ざんに対し謝罪したが
佐藤氏は安心できず、原発がどんどん建設されることを懸念した。
そこで佐藤氏は日本の原発政策という
「暗黙のルール」に違反してしまった。
2004年に復讐が始まった。

Prime Minister Suga fought against 100 or more lawmakers who have received the contribution from Toden.
There is also the former prime minister in it.
It is the political party affiliation same after all as him.
More than a network considers, it is large.
If many bureaucrats retire, they will find a new job in a electric-related company.
The mailbox of the vice president of Toden has been a reserved seat of the top bureaucrat of the energy agency which inspects a nuclear power plant since 1962.
This is called in Japan the government parachutist into private industry.

Mr. Tokio Kano who was the Toden vice president acceded to the Liberal Democratic Party which was the governing party those days, and he took charge of the energy policy of 12 years and Japan, and returned to Toden again.

An intense wave called 100 km of speed numbers turned into tsunami, and attacked the eastern part coast in Japan.
Tsunami has a height of 30 meters depending on a place, understands a town and a village and has extinguished them.
About 20,000 persons lost their life from this tsunami.
And also in the first place [ Fukushima ], tsunami rolled in.

3（佐藤前知事）
12月に不正な土地取引の疑いがあるという記事が新聞に載りました。
この記事を書いたのは本来は原発政策担当の記者でした。
この疑惑は、完全にでっち上げでした。
弟が逮捕され
首相官邸担当の検察官が一時的に福島に送られて検事を務めていた。
彼の名はノリモトという名で
遅かれ早かれ、お前の兄の知事を抹殺してやる、と弟に言ったそうです。
事態は更に進み、県庁で働く200人の職員に
圧力がかかり始めました。
少し私の悪口を言うだけでいいから、と。
中には2、3人、圧力に耐え切れずに
自殺をする者さえ出ました。
私の下で働いていたある部長は、いまだ意識不明のままです。

それで、同僚や友人を守るため、佐藤氏は辞任した。
裁判で彼の無罪は確定されるが
しかし沈黙を破ろうとした「邪魔者」はこうして消された。
これが、日本の社会を牛耳る大きなグループの復讐だった。
そしてこれこそ、日本で原子力ムラと呼ばれるグループである。

ここ10～20年の間、ことに原子力の危険を訴える人間に対する
あらゆる形での圧力が非常に増えています。
大学の研究者が原発には危険が伴うなどとでも言おうものなら
出世のチャンスは絶対に回ってきません。
政治家はあらゆる援助を電力会社などから受けています。
しかし、彼らが原発の危険性などを問題にすれば、
そうした援助はすぐに受けられなくなります。
反対に、原発を推進すれば、多額の献金が入り込みます。
それは文化に関しても同じで
スポーツやマスコミも含みます。

原発に対する批判がまったくなされない環境が作り上げられてしまいました。
ですから原子力ムラというのは決して小さい領域ではなくて
国全体にはびこる問題なのです。
誰もが、この原子力ムラに閉じ込められているのです。

東電から献金を受け取っている
100人以上の議員に菅首相は立ち向かった。
その中には前の首相もいる。やはり彼と同じ政党所属だ。
ネットワークは思う以上に大きい。
多くの官僚は定年退職すると、電事業関連の会社に再就職する。
1962年以来東電の副社長のポストは
原発の監査を行うエネルギー庁のトップ官僚の指定席だ。
これを日本では天下り、と呼んでいる。
しかし反対の例もある。
東電副社長だった加納時男氏は当時与党だった自民党に入党し
12年間、日本のエネルギー政策を担当し
それからまた東電に戻った。
このネットワークについて衆議院議員の河野太郎氏と話した。
河野氏の家族は代々政治家で
彼の父も外相を務めた。
彼は、第二次世界大戦後日本を約60年間に渡り
支配した自民党に所属している。
原発をあれだけ政策として推進してきたのは自民党である。

誰も、日本で原発事故など起こるはずがない、と言い続けてきました。
だから、万が一のことがあったらどうすべきか、という準備も
一切してこなかったのです。
それだけでなく、原発を立地する地方の行政にも
危険に対する情報をなにひとつ与えてこなかった。
いつでも、お前たちはなにも心配しなくていい
万が一のことなど起こるはずがないのだから、と。
彼らはずっとこの幻想をばらまき事実を歪曲してきた
そして今やっと、すべて嘘だったことを認めざるを得なくなったのです。

この雰囲気が2011年3月11日に壊れた。
日本がこれまでに遭遇したことのない大事故が起きてからだ。
14時46分に日本をこれまで最大規模の地震が襲った。
マグニチュード9だった。
しかし、地震は太平洋沖で始まったその後の
ホラーの引き金に過ぎなかった。
時速数百キロという激しい波が津波となって
日本の東部沿岸を襲った。
津波は場所によっては30メートルの高さがあり
町や村をのみこみ消滅させてしまった。
約2万人の人がこの津波で命を失った。
そして福島第一にも津波が押し寄せた。
ここの防波堤は6メートルしかなかった。
津波の警告を本気にせず
処置を取らなかった東電や原発を監査する当局は
警告を無視しただけでなく、立地場所すら変更していたのだ。

However, Toden was secret to Prime Minister Kan, met him, and sounded about whether I may evacuate the personnel from the Fukushima first.
They say that all the members will die if it is not made to withdraw now.

2011年3月15日、災害から4日経ってもまだ
東電と保安院は事故の危険を過小評価し続けていた。
しかし東電は菅首相に内密で会い、
職員を福島第一から撤退させてもいいか打診した。
今撤退させなければ、全員死ぬことになる、というのだ。

それで私はまず東電の社長に来てもらい
撤退はぜったい認められない、と伝えた。
誰もいなくなればメルトダウンが起き
そうすれば莫大な量の放射能が大気に出ることになってしまう。
そうなってしまえば広大な土地が住めない状態になってしまいます。

菅は初めから東電を信用できず
自分の目で確かめるためヘリコプターで視察した。
しかし首相である彼にも当時伝えられていなかったことは
フクシマの3つの原子炉ですでにメルトダウンが起きていたということだ。
それも災害の起きた3月11日の夜にすでに。

東電の報告にも、東電を監査していた保安院の報告にも
燃料棒が損傷しているとか
メルトダウンに至ったなどということは一言も書かれていなかった。
3月15日には、そのような状況にはまだ至っていないという報告が私に上がっていました。

事故からほぼ1年が経った東京。
世界中であらゆる専門家が予想していたメルトダウンの事実を
東電が認めるまでなぜ2ヶ月も要したのか、私たちは聞こうと思った。
自然災害が起きてからすぐにこの原発の大事故は起きていたのである。

「原子炉１号機、２号機そして3号機でメルトダウンになったことを、東電はいつ知ったのですか」

（東電・松本氏）
「私どもは目で見るわけにはいきませんが
上がってきましたデータをもとに自体を推定し
燃料棒が溶けおそらく圧力容器の底に溜まっているだろう
という認識に達したのは5月の初めでした。」

膨大なデータに身を隠そうとする態度は今日も変わらない。
東電は、毎日行う記者会見でこれらのデータを見せながら、事態はコントロール下にあると言い続けている。
しかしこれらのデータの中には、本当に責任者たちは
なにをしているのかわかっているか、疑いたくなるような情報がある。
たとえばスポークスマンはついでのことのように

If a big earthquake comes once again, a building should collapse.

今原発は安全なのですか？

そう東電と政府は言っていますが
働いている職員はそんなことは思っていません。とても危険な状態です。
私が一番心配しているのは4号機です。
この建物は地震でかなり損傷しているだけでなく
この4階にある使用済み燃料プールには
約1300の使用済み燃料が冷却されています。
その上の階には新しい燃料棒が保管されていて
非常に重い機械類が置いてあります。
なにもかもとても重いのです。もう一度大地震が来れば
建物は崩壊してしまうはずです。
そういうことになれば、また新たな臨界が起こるでしょう。

このような臨界が青空の下で起これば
日本にとって致命的なものとなるだろう。
放射能はすぐに致死量に達し、原発サイトで働くことは不可能となる。
そうすれば高い確率で
第1、2、3、 5、 6号機もすべてが抑制できなくなり
まさにこの世の終わりとなってしまうだろう。
東京で著名な地震学者の島村英紀氏に会った。
2月に東大地震研が地震予知を発表したが
それによれば75%の確率で4年以内に
首都を直下型地震が襲うと予測されている。

このような地震があった場合に原発が壊滅して
確率はどのくらいだとお考えですか？

（島村教授）
－はい、とても確率は高いです。

－どうしてですか？

（島村教授）
計測している地震揺れ速度が、これまでの予測よりずっと速まってきています。
私たちはここ数年千以上の特別測定器を配置して調査してきましたが
それで想像以上に地震波が強まり、速度も増していることがわかったのです。

これは日本の建築物にとって大変な意味を持つだけでなく
原発にとっても重大な問題となることを島村氏は説明する。

これが原発の設計計算です。
将来加速度300~450ガルの地震が来ることを想定しています。

　関西電力大飯原発の再稼働に耳目が集まっている間、東京電力福島第一原発では4号機の使用済み核燃料プールが一時、冷却不能に陥った。地震のたびに「大丈夫か」とささやかれている、このプール。倒壊すれば、首都圏からの避難すら問われる「不測事態シナリオ」が現実になりかねない。いま、4号機プールはどうなっているのか。現在の事故対策で安全は確保されるのか。　（出田阿生、中山洋子）

　12日と翌日、民主党の谷岡郁子参議院のツイッターには4号機関連の書き込みが殺到した。使用済み核燃料プールの冷却が停止した件で、原子力安全・保安院に状況を確認した内容をつぶやき続けていたためだ。

　「次から次に書き込みが続いて、読むのも追いつけないほど。スロットマシンを見ているようでした」（谷岡議員）

　東電によると、12日午後2時45分ごろ、燃料プールの冷却システムが自動停止。冷却水の配管接合部で水漏れがあり、部品を交換。13日午後4時に冷却システムを再起動した。この間、燃料プールの水温は当初の28度から、37.6度まで上昇した。腐食防止剤として冷却系統に注入している猛毒のヒドラジンも漏れていた。

　谷岡議員は「接合部の部品がゆるんでいると説明された。ただ、保守点検が簡単にできない場所で、地震も続いている」と事態を懸念する。

　1535本の燃料棒を保管する4号機プールの危険は事故当初から指摘されていた。昨年3月15日に4号機は5階屋根付近が崩壊。火災や爆発が繰り返されたとみられ、建屋上部の壁や天井が吹き飛ばされた。

海外から危ぶむ声

　米原子力規制委員会（NRC）が公開した会議録によると、事故当時、米国が4号機の燃料プールを深刻視していたことがみてとれる。「東京にも影響が出る」と危ぶんで、避難範囲をめぐる議論が白熱していた。

　著名な米国の原子力技術者アーニー・ガンダーセン氏も、事故直後出演した米CNNテレビで広範な避難を強調。その後もネットメディアなどで、余震による4号機の倒壊を危惧。「その場合は、日本の友人のみなさん、逃げてください」と呼び掛けている。

　原子力委員会の近藤駿介委員長が昨年3月25日にまとめていた「不測事態シナリオ」でも、4号機プールで燃料棒が溶けた場合を仮定。半径170キロ圏が強制移住の対象となり、東京など250キロ圏でも避難を認めると試算した。

　東電は今後、原子炉建屋に燃料棒を取り出す機器を取り付け、3年ほどで燃料を取り出す方針だが、それまで4号機の構造が耐えられるかを不安視する声は多い。

　東電は昨年5月末、設計時に想定した最大の揺れにも耐えられると試算し、国に報告。7月末までにプールの底を鋼鉄の支柱とコンクリートで補強する工事をした。

　東電の広報担当者は「工事はなくとも問題はなかったが、補強で安全裕度が2割増した。余震の備えはできている。これ以上の補強は考えていない」と話している。



現場「3年で取り出し完了　無理」

　東電は先月7日、4号機の原子炉建屋外にクレーンや核燃料取扱機を備えた逆「L」字形の骨組みを設置し、来年末から使用済み核燃料の取り出しを始める－という工程表を発表した。

　爆発で壊れた既設のクレーンは先月撤去。秋ごろまでに、作業の支障となる骨組みや壁、鉄骨、がれきを撤去する。東電によると「取り出しは2年程度」。3年後には、使用済み核燃料を安全な場所に移すという。

　「口頭発注であっても動かなければならない緊急事態にもかかわらず、東電から経費が回収できるのか分からない状態。民間企業としては、新たな機材開発を進めたり、大胆な工事をしたりといった挑戦ができない」

　前出の谷岡議員も「設計上の耐震性はもはや意味がない。保守点検もなく、余震が続く状況で4号機の”体力”がどれほど残っているのか。東電に事故現場を任せていることに無理がある。東電の事故収束部門を切り離すなど、国がバックアップする態勢を考えなければならない」と説く。

　名嘉さんは東電と政府の情報公開が不十分と指摘。加えて、現場の熟練技術者の減少も深刻な問題だという。一定の技術がある作業員が被ばくの限度量から、次々に現場に入れなくなってきている。人員確保には、東電以外の電力会社からの応援が必要と提起する。

　「原発と共存してきた一人として、これ以上、福島、日本、世界に迷惑をかけられない。東電任せにせず、国を挙げて知恵を出し合い、事故処理に取り組むときです」

　太陽の周期的な活動に異変が起き、「冬眠状態」に入り、地球にミニ氷河期（小氷期）が到来する可能性があることがわかったそうだ。

　これは国立天文台や理化学研究所などが発表したもので、磁石のＳ極とＮ極がひっくり返るような磁場の反転が太陽の北極で起きつつあるという。通常は北極の磁場と同時に反転するはずの南極の磁場が、まったく変化する様子がない。これは過去に地球が寒冷化した時期の太陽の状況と似ているのだそうだ。また、太陽の黒点の様子にも、過去に地球の気温が下がった時期と同様の変化が見られるという。

　チームは、太陽観測衛星「ひので」で、太陽の北極と南極を観測。2008年の観測では北極の磁場はマイナスの性質を多く持っていたが、2011年には急激に減少、逆にプラスの磁場が現れた。今年5月には、マイナスからプラスへ完全に反転するとみられる。一方、南極の磁場はプラスのままだった。

　

　
　太陽の磁場は南北両極に正と負の極があり、約11年周期で反転し、次の反転は2013年ごろと考えられていたが、太陽観測衛星「ひので」で観測したところ、北極だけが約1年早く反転に近づいていることがわかった。このペースだと、2012年５月に北極のみが反転し、太陽の赤道付近に別の極ができる「４重極構造」になるという。



　
　北極だけ反転すれば、17世紀半ばから18世紀初頭にかけて、地球にミニ氷河期（小氷期）をもたらしたような太陽の状況に似てくるという。磁場反転の原因は未解明だが、約11年周期の黒点の増減と同期することが知られている。

　小氷期の間、世界の多くの場所で厳冬がもたらされたが最も詳細な記録が残っているのはヨーロッパと北アメリカである。17世紀半ば、スイス・アルプスの氷河は徐々にその版図を低地へと広げ谷筋に広がる農場を飲み込み村全体を押し潰していった。氷河が河川を塞き止め、決壊による洪水に襲われた村も多い。テムズ川やオランダの運河・河川では一冬の間完全に凍結する光景が頻繁に見られた。1780年の冬にはニューヨーク湾が凍結し、マンハッタンからスタッテンアイランドへ歩いて渡ることが可能であった。アイスランドでは海氷が何マイルにもわたって島を取り囲んで長期間に渡って港湾を封鎖し、漁業や交易に打撃を与えた。

太陽の磁場、反転!

太陽に磁場の反転が起きています。
その現象自体は珍しいことではなく、一定の間隔で起きているようです。
珍しいのは北極のみに起きているということ。
通常は、北極、南極が同時に反転するらしいのですが、今のところ南極には反転の兆しが見られないとのことで、北極と南極の両方が磁石でいうところのN極になるようです。
これは太陽観測衛星「ひので」の観測により明らかになりました。
「ひので」は、JAXA（宇宙航空研究開発機構）と国立天文台などによって、２００６年９月に打ち上げられました。
搭載された可視光・磁場望遠鏡は、太陽の磁場の構造を詳細に観測ができます。
２００７年は、北極がS極、南極がN極となっており、研究者の中では太陽活動の極大期（２０１３年なかばごろ）に両極域の磁場が同時に反転すると予想していました。
ところが２０１２年の観測結果では，北極域のみＳ極からN極への反転が進行していました。
では一体、Ｓ極はどこに行ったのでしょう？
２０１２年１月の観測では，太陽の中心付近にS極ができるという構造になっているようだとのことです。
つまり，棒磁石が二つ連なった構造（4重極）になっていると想定できます。
北極域の極性がN極に完全に反転しているかどうかは、２０１２年１０月ごろに予定されている「ひので」による北極域の集中観測によって明らかになるだろうとのことです。
この現象、マウンダー極小期（１６４５年～１７１５年）など、地球に寒冷期をもたらしたような状況の時と似ているといいます。
もしかすると，地球を寒冷化させる太陽の極小期にふたたび突入する可能性もある・・・ということなのでしょうか？ JAXA 国立天文台

史実によりますと、マウンダー極小期は、日本では江戸時代の始めから、間氷期と言われ、8代将軍 徳川吉宗 享保1年～1745年あたりまで続き、ロンドンのテムズ川と同様で、寒い時代だった。隅田川が11月下旬から2月あたままで結氷した。江戸時代のこの時、例えば町人が品川から吉原の遊郭に行くとき全面結氷で船で行けないため陸上を馬で行った。馬は江戸時代のタクシーであった。その名残りとして辻という言葉がのこっている。辻は道が集中する場所で馬の乗り換え場所だ。札の辻みたいに。
ところで、流れている水、川が凍るためには、日中でも氷点下7度くらいは必要だ。かなり寒い時代だった。pfk.

　一見、普通に走り出したこの車。しかし、車内を見ると・・・なんと、ドライバーがハンドルから手を離しています。これはインターネット検索最大手のグーグルがシステムの開発を進めている自動走行車で、アメリカ・ネバダ州は７日、公道で試験走行できる免許を交付しました。

　「グーグル・カー」とも呼ばれるこの車は、トヨタの「プリウス」をベースに屋根にレーザー式の距離測定器を搭載。センサーで歩行者や車との衝突を避けながら、膨大な地図データに基づいて目的地まで自動走行できるということです。公開された映像には両手で Mac を食べながら運転する場面もあります。

竜巻　風速70メートル　時速250km 日本最大級Ｆ３か


竜巻とみられる突風で被害を受けた住宅街
　６日午後１時ごろ、茨城県つくば市で竜巻とみられる突風が吹き、同市北条地区を中心に大きな被害が起きた。男子中学生（１４）が倒壊した家の下敷きになって死亡し、４０人以上が負傷した。窓ガラスが割れ屋根瓦が吹き飛び、県内で約２３０棟が壊れた。現地では当時、大気の状態が不安定で、竜巻などの突風が起きやすい状態だった。家が崩れ落ち、ガラスやがれきが散乱した市街地に、想像を超えた竜巻の爪痕が残った。栃木県や埼玉県をはじめ、ほかの地域でも突風や落雷などの被害が相次いだ。

　「竜巻が発生した」。午後１時ごろ、つくば市に住民から通報があった。同時に、竜巻とみられるどす黒い渦巻きが、「ゴオーッ」と音を立てて屋根瓦などを巻き込み、時には進行方向を変えながら市街地を進む様子が確認された。

　最も被害が出たのは、同市の北条地区。２棟ある雇用促進住宅北条宿舎（５階建て）のうち、竜巻の進路に近かった建物は中央部分を中心に窓が割れ、ベランダの壁が吹き飛んだ。駐車場には、ほかの場所から飛んできた車や建物の一部が積み重なっていた。

　近くの生花店では、玄関から風が入り、建物の屋根を押し上げるようにして突き抜けたという。店長（５４）は「店の中はがらんどう。花もすべて飛ばされた」。店の横に止めていた車は店の約３０メートル先に飛ばされていた。この周辺が、風の通り道になったとみられる。

　同地区の商店街では、電柱が根こそぎなぎ倒され、電線や信号機が垂れ下がっていた。ほとんどの店でシャッターやガラスが壊れ、がれきが散乱し、看板がちぎれ飛んだ店もあった。

　この突風で、同市立筑波東中３年、鈴木佳介君（１４）が死亡した。土台からなぎ倒された２階建ての自宅１階で、下敷きになっているところを発見された。父、母、妹の４人家族だが、鈴木君だけが留守番していて被害に遭ったとみられる。自宅は原形をとどめないほど崩れた状態だった。

　茨城県によると、つくば市のほか筑西市など県全体で約２３０棟が壊れ、約４０人がけがをした。最大時、つくば市と下妻市で約２万１０００棟が停電した。同県の橋本昌知事は、自衛隊に災害派遣を要請した。気象庁によると、気圧の谷の通過で大気の状態が不安定になっているとして、６日朝から関東など各地の気象台が竜巻注意情報を出していた。

　水戸地方気象台は今回の突風を、竜巻か、積乱雲から突風が吹き下ろすダウンバーストとみて、７日に現地調査する。竜巻の強さを現す「藤田スケール」でみると、国内では０６年１１月に北海道佐呂間町で起きた竜巻など３例で、「Ｆ３」と観測されたのが最高だ。今回もし竜巻と確認されれば、被害状況から「Ｆ３」に匹敵する可能性もある。

　◆佐々浩司・高知大教授（気象学）　突風の映像で（渦を巻くような）漏斗（ろうと）雲が見え、航空写真から被害が一直線上に広がっていることが分かるので竜巻と判断され、家屋の倒壊状況からみると、少なくとも最大で風速６０～７０メートルの可能性がある。竜巻は海沿いや平野で起きやすく、関東平野でも最大風速５０メートル規模の竜巻が過去に何度か起きている。今回のように被害が大きくなった理由については、詳しい調査が必要だ。

　◆藤田スケール　激しい突風の竜巻などの規模を示す数値。１９７１年、米シカゴ大の藤田哲也博士が、米国内で発生した竜巻、ダウンバーストなどの被害状況から、当時の風速を推定したもの。日本においては、これまでＦ４以上の竜巻は観測されていない。

Since the Fujita scale is based on the severity of damage resulting from high winds, an F6 tornado is a purely theoretical construct. Property damage cannot exceed total destruction, which constitutes an F5. (A tornado with windspeeds greater than 319 miles per hour is theoretically possible, and the 1999 Oklahoma City tornado may have been such an event. However, no such wind speed has ever been recorded and that measurement was not near ground level.)

紫外線量の月変化　1月～12月

曇り日や日陰は日光が当たらず半分に下がる。
紫外線量は4～9月の10～15時に多い。

紫外線量の時間変化　朝～夕/8月

しみ、そばかす、増えた 52%
・地面の反射、コンクリート面5%、乾いた砂15-20%
・衣服の色、濃い色は薄い色の1/2に減る。
紫外線が多い10:00～14:00は家の中にいる。


紫外線の害：

　紫外線は可視光線に近い波長の長い方からUV-A、UV-B、UV-Cの3種に分類される。その害は個人がその年齢までに受けた総量に比例して損傷を受ける。このうち、地上まで届く紫外線が問題で。　UV-B紫外線は、皮膚を老化して多数のしみと日焼けや皮膚がんを、目に白内症や角膜炎を誘発する。全身的には免疫系の機能傷害を起すことがある。　UV-A紫外線は真皮まで届き深いしわをつくる。

　紫外線の半分は18才までに受け、量に応じて小さい黒ほくろができる。
　　・肌がカサカサになって硬く盛り上る(皮膚がん)は鼻や頬、下唇にできやすい。
　　　しみ、そばかす　増えた52%　　 /アンケート15-69歳 2006.8
　　・予防には、日焼け止めクリーム73%、ファンデーション62%、日傘もよい。
　　　肌を1分間さするとよい。肌は6週間で入れ替わる。

　日焼け止めクリームのSPF値、
　　・紫外線を防ぐ効果を表す。
　　　SPF10なら塗らないときの10倍の時間でおなじ日焼けする。
　　　ただ、日焼け止めクリームは有機化合物なため皮膚に負担がかかる。

　予防は、私たちも外出時にはクリームを塗って、サングラスに帽子、長袖を着て出よう。
　　・身にまとう衣(サリー)は黒い方が紫外線の遮蔽効果が高い。
　　　白の薄い服は紫外線を通す、傘も同じ。
　　・薄曇りでも紫外線は80％も地上へ届く。
　　　赤くなったら、冷えたタオルで30分ほど冷す。

　日傘の効果：
　　　日傘を差すと体感温度は３℃下がる。
　　　通勤で会社に着くとコップ一杯の水を飲む人は傘一本で飲まなくてすむ。
　　　首の後ろにできるシミが消える。
　　　日傘を差すと「優雅」にみえ、小さい黒点ができるのを防げる。

　オゾン層と紫外線の被害
　　・紫外線が 2%増えると皮膚がんは 3％増える。
　　　日本は皮膚の悪性黒色腫が15%増、日光性角化症が80%急増　/2000年
　　　オーストラリアでは羊の皮膚に黒色腫ができて毎年 2％に被害。

　紫外線は表皮を通過し、真皮細胞を破壊するため修復されない。
　　例えば禿げ、夏に帽子をかぶらずつよい紫外線を浴びると、毛髪の根元にある
　　発毛細胞が傷つき、成長が遅くなると免疫細胞により取り除かれ、毛は抜けお
　　ち禿になる。


　太陽の光がさんさんと輝く赤道直下では、紫外線の量は日本の2倍以上ある。ここに人が生活し、植物も沢山ある。だが全く同じものはない。人も植物も違う種類のものだ。植物は椿の葉のように表面がてかてかと光り、厚みのある葉に変わる。


　植物も紫外線で傷つき、受けた傷を修復するためにエネルギーを使い成長が遅れる。
　　・大豆はオゾン層が25%減少すると収穫量は20%減るという。
　　・とくにハイ・インプット、ハイ・リターンのとき影響が大きく、ローインプット、ローリターンの農業が
　　　提唱されている。


　問題、中緯度の植物は温暖化による気候変化があまりに短く急なため、適応の
　　　　変化がついていけない。
　　　・高緯度の植物は赤道直下のように成長力はなく、紫外線の増加で抑えられた
　　　　成長を振り切って大きくなれない。


●森林のオゾン生成

　太古（45億年前）の地球に酸素はなく(97% CO2)、40億年前に誕生した海の小さな生物が海水中の二酸化炭素を吸収し光合成して酸素(O2)をつくった。20億年後、酸素は大地をうるおし大気の上層まで広がり、太陽の高エネルギー線(紫外線)で酸素原子に分解されＯ2→Ｏ3反応してオゾン層ができた。
　オゾン層は生物に有害な太陽の紫外線(200-350nm)をくい止め、20億年前には地上に雌雄の生物が誕生した。植物(森林)は大気中の二酸化炭素を吸収し酸素つくり栄養分(炭水化物)をうるおした。酸素は6億年前に現在の1/10、3.5億年前には現在のＯ2、ＣＯ2の比率となって、生き物が生存できる地球になった。

　オゾン層は20億年前に生命の誕生以来、太陽の紫外線から植物や生き物を守っている。ここ数年、オゾン層は異常なまでに減少し、南極や北極の上空オゾン層に穴がぽっかりと開いて大きく広がっている。（大切なオゾンの量は約12.4億トン、地上で厚さ3mmほど）






- Chlorofluocarbon discharge for air conditioning, and ozone layer depletion
Chlorofluocarbon was used for the air-conditioner or the refrigerator, and when the garbage disposal of the main part was carried out, it was emitted into the air.
Chlorofluocarbon is very stable and hardly breaks.
The chlorofluocarbon emitted into the atmosphere on the ground reaches to the stratosphere 20-km-above ground over about ten years.
It decomposes in response to strong solar ultraviolet rays, and takes out a chlorine atom.
Chlorine atoms are O3+Cl->ClO+O2 and ClO+O->Cl+O2. Ozone is decomposed in this way.
If icy particulates are here, ozone (O3) will be more strongly destroyed by the lens effect.
This phenomenon is performed briskly [ -60~-80 ℃ low temperature ].
In this, chlorofluocarbon seems to break ozone.
Terrestrial chlorofluocarbon takes about ten years and goes up to the stratosphere.
- Destroy tens of or more ozone by one chlorofluocarbon molecule.
- Otherwise, the chloride compound of a carbon tetrachloride, and 1, 1 and 1-trichloroethane destroys ozone.
- Check reduction of the ozone O3 with the increase in the oxidization chlorine ClO by observation over the South Pole (nimbus 7).

●冷房用フロン放出とオゾン層破壊

　フロンはエアコンや冷蔵庫に使われ、本体がごみ廃棄されるとき空気中に放出された。フロンは非常に安定でほとんど壊れない。地上で大気中に放出されたフロンは十数年かけて地上20kmの成層圏へ達する。太陽の強い紫外線を受けて分解し塩素原子を出す。塩素原子は O3+Cl→ClO+O2、ClO+O→Cl+O2　このようにオゾンを分解する。ここに氷の微粒子があると、そのレンズ効果でより強くオゾン(O3)を破壊する。この現象は-60~-80℃の低温でさかんにおこなわれる。　 これがフロンがオゾンを壊すようすです。

　　地上のフロンは十数年かかって成層圏まで上昇する。
　　・フロン分子１個で数十個以上のオゾンを破壊する。
　　・他に四塩化炭素、1・1・1-トリクロロエタンの塩素化合物もオゾンを破壊する。
　　・南極上空の観測で酸化塩素ClOの増加と共にオゾンO3の減少を確認 (ニンバス7)。

A shiver of the metropolitan area directly under big earthquake of which the authority of seismology was warning
"The offing of Ibaraki" is ill-omened sign weekly morning-sun April 29, 2011 issue distribution.

Our journal was hearing the uncanny sign 11 years ago.
Even so, after an East Japan great earthquake attacks to March11, is it that there are very many earthquakes which shake the Japanese Islands?
There are much 2012 and especially one month.
It is every day.
The big shake of 04/11/2011, and M7 and 1 that make the Fukushima beach passage the focus occurred.
There is no sign of declining, such as lower 5 on the Japanese intensity scale etc. by the Fukushima beach passage etc. by northeastern Chiba also after that in lower 6 on the Japanese intensity scale ▽04/13/2011, and northeastern Ibaraki in the afternoon on the 04/12 / the 2012 mornings of the lower 5 on the Japanese intensity scale ▽ same day.
Probably, there are not few people who feel the fear in which the second and third earthquake disaster hits the metropolitan area and other areas.
Our journal especially paid its attention to the ill-omened "sign" which is occurring in a certain area.
A certain areas are "the offing of Ibaraki", and "southern Ibaraki."
It is because the authority of seismology which had advanced the following opinions was to coverage of our journal once.
"The massive earthquake off Ibaraki may serve as a trigger of a metropolitan area directly under big earthquake."
That person and a professor emeritus at the University of Tokyo, Ms. Megumi Mizogami , filled research of earthquake prediction with passion, and he left this world at the age of 73 in January, last year, such as serving as the chairman of a "area-under-intensified-measures-against-earthquake-disaster judging meeting" from 1996 to 2008.
Mr. Mizogami has announced the paper from the 1980s paying attention to the offing earthquake of Ibaraki and the earthquake of a surrounding area interlocking.
It is as follows when the offing of Ibaraki carries out large abbreviation of the hypothesis of leading to the earthquake directly under Kanto.
(1) (2) in which the earthquake of M7 class has occurred off Ibaraki every about 20 years -- this earthquake is interlocked with the earthquake of southern Ibaraki
(3) The two above-mentioned earthquakes influence a plate and induce a south Kanto directly under earthquake.
Before seeing this the "Mizogami theory" in detail, I will review the mechanism in which an earthquake occurs on an earth level first of all.
The surface of the earth is covered on about ten plates, and is moved by several centimeters Speed per year.
The valley of the deep long seabed called a trench and a trough is made in the place whose plate is depressed.
A big earthquake happens on the boundary line of a plate in many cases.
The observation in history in the world and the earthquake on March 11 which recorded M9 and 0 on the 4th occurred near the boundary of a North American plate and the Pacific plate. [ large ]
The Japanese Islands have got on a North American plate and the Eurasia plate, and the Pacific plate and the Philippine Sea Plate are hidden in the bottom of it, pushing.
The Kanto district is an area rare also in the world where the three plates "North America", the "Pacific Ocean", and the "Philippine Sea" collide, and it is especially connected with the numerousness of earthquakes.
That a distortion hidden under the North American plate and dragged there burst in the plate boundary of the Sagami bay is the Great Kanto Earthquake which occurred on September 1, 1923.
The intense shake with the seismic intensity of six or more attacked M7and9, and the south Kanto whole place, in the whole coast, it was hit by the tidal wave, and the people who exceed 140,000 people were killed.
Then, the south Kanto district was not hit by the conspicuous big earthquake, and the in general calm state has continued.
Since it is supposed that the big earthquake of the Kanto earthquake type which a plate bounds and a trench goes up will be repeated at intervals of 300 years from 200 years, by the time it occurs in the next, considerable time is still likely to be left behind.
Then, that is not right as to whether it is still safe.
There may be an epicentral earthquake which occurs aside from the plate boundary type described so far by the activity of an active fault etc. which are represented by the Great Hanshin-Awaji Earthquake.
Mr. Mizogami was telling our journal like this in 2000.
"It is expected that 1/3 of distortion emitted there is again stored 77 years from the Great Kanto Earthquake.
This is supported from the data of subduction of the tip of Miura Peninsula, etc.
Although the time in 100 or more is left before the following Great Kanto Earthquake, since distortion has been stored gradually, the conditions on which south Kanto enters the activity period of an earthquake again are ready."
The distortion calls it sufficient quantity, although the epicentral earthquake before and behind M7 is caused in the metropolitan area.
Mr. Mizogami was telling in this way.
"Even if it calls it a directly under type, there are various types with what occurs in each plate boundary, and the thing which occurs inside a plate from the earthquake by which the active fault near the surface of the earth moves.
It is known that the comparatively big epicentral earthquake which occurs on the upper surface in connection with subduction of the Philippine Sea Plate especially will occur easily if accumulation of distortion progresses towards the Kanto earthquake (trench type)."
Then, how is the epicentral earthquake of the offing of Ibaraki which Mr. Mizogami says, and south Kanto connected?
First, Mr. Mizogami paid his attention to the "law nature" to which the big earthquake off Ibaraki and the big earthquake of southern Ibaraki repeat linkage periodically in the cycle of about 20 years.
It means that the "prop" which presses down the Pacific plate separates from the earthquake off Ibaraki partially.
Subduction of the Pacific plate is promoted now, the Philippine Sea Plate is stimulated, and the earthquake of southern Ibaraki occurs.
<> More than M6 is 7 times and this is a previous announcement or <>.
Furthermore, the motion which releases distortion which is the Philippine Sea Plate upper surface which received the stimulus of the earthquake of this southern Ibaraki, and had accumulated is caused, and it is said that it leads to the earthquake directly under south Kanto.
These three persons' relation actually appeared clearly also before and behind the Great Kanto Earthquake.
The earthquake beyond M6 is observed no less than 6 times off Ibaraki by making M7 and 3 into the maximum scale from May, 1923 when the great earthquake was imminent to June.
Similarly, the earthquake (M7and0, M6and1, M6and1) with southwestern big Ibaraki occurred for three consecutive years from 21 years.
It is supposed once per year in the frequent occurrence zone of an earthquake to the extent that the offing of Ibaraki is called "the nest of an earthquake" from the first that the earthquake of M7 class occurs the earthquake before and behind M6 class and once in about 20 years.
"However, you have to say that it is very rare that six earthquakes which exceed M6 in 1 or 2 months happen in succession (rare)."
Mr. Mizogami has pointed out so in a work.
I will carry forward the needle of a clock to the present.
The Meteorological Agency selected the M6 more than earthquake which made the focus "the offing of Ibaraki" out of immediately after 3.11.
There were already seven earthquakes with the seismic intensity of four or more by more than M6 from 11 days to 14 days.
Although all are regarded as aftershock of the massive earthquake of 3.11, that it is "very rare" has broken out during only the 4th.
According to Mr. Mizogami, the synchronization of three persons called directly under [ offing / of Ibaraki / southern Ibaraki south Kanto ] was seen also in recent years.
It is telling like this 11 years ago.
"3 92 years of the first wave with which the person synchronized after 1980 were a peak.
Although the earthquake of eight M6 classes accompanied by damage occurred in south Kanto, the earthquake occurred continuously too like the sign in the offing of Ibaraki, and southern Ibaraki."
It is trying to become 20 years from the peak for 92 years.
Fortunately, the earthquake so much conspicuous after 3 and 11 has not occurred [ off Ibaraki ] in southern Ibaraki.
But when the signs which an earthquake is interlocked with in these two areas are in sight, it may become a signal in which an epicentral earthquake hits the metropolitan area still more.
A little strong shake was felt in the editorial department of Tokyo around 11:19 a.m. on April 16 which was going to finish writing a manuscript.
On television, the character of "southern upper 5 on the Japanese intensity scale Ibaraki."
Is this a too ill-omened sign?

地震学の権威が警告していた、首都圏直下大地震の戦慄
「茨城県沖」が不吉な兆し

多くの人々の命を奪い、身も心も震え上がらせたマグニチュード（Ｍ）９・０の衝撃から１カ月余り。あの日から続く大規模な地震は私たちの暮らしを脅かし、列島を揺らし続けている。「いつかは来る」と懸念される首都圏直下型地震は、東海地震は、ついにやってくるのだろうか。１１年前、不気味な兆しを本誌は聞いていた。


　それにしても March11に東日本大震災が襲ってから、日本列島を揺さぶる地震のなんと多いことか。とくに、この2012年1ヶ月は多い。毎日だ。

　 04/11/2011、福島県浜通りを震源とするＭ７・１の大きな揺れが起きた。その後も 04/12/2012朝に千葉県北東部で震度５弱▽同日午後、福島県浜通りなどで震度６弱 ▽04/13/2011、茨城県北東部で震度５弱など、衰える気配は一向にない。首都圏やその他の地域を第二、第三の震災が襲う恐怖を感じている人も少なくないだろう。



　本誌はとりわけ、ある地域で起きつつある不吉な「兆し」に着目した。

　ある地域とは「茨城県沖」と「茨城県南部」のことだ。


　というのも、かつて本誌の取材に対して、次のような説を唱えていた地震学の権威がいたからである。

「茨城県沖での大型地震は、首都圏直下大地震の引き金となる可能性がある」


　その人、東京大学名誉教授の溝上恵（みぞうえめぐみ）さんは、「地震防災対策強化地域判定会」の会長を１９９６年から２００８年まで務めるなど、地震予知の研究に情熱を注ぎ、昨年１月に７３歳でこの世を去った。

　溝上さんは、茨城県沖地震と周辺地域の地震が連動することに注目して、１９８０年代から論文を発表してきた。茨城県沖が関東直下の地震につながるという仮説を大約すると、次のようになる。

　（１）茨城県沖では約２０年ごとにＭ７クラスの地震が起きている
　（２）この地震は茨城県南部の地震と連動する
　（３）前記の二つの地震がプレートに影響して南関東直下地震を誘発する



　この「溝上説」を詳しく見ていく前に、まずは地球レベルで地震が起きる仕組みをおさらいしておこう。

　地球の表面は十数枚のプレートでおおわれていて、年に数センチのスピードで動いている。プレートが沈み込むところには海溝やトラフと呼ばれる、長く深い海底の谷ができる。

　大きな地震はプレートの境目で起こることが多い。世界の観測史上、４番目に大きいＭ９・０を記録した３月１１日の地震は、北米プレートと太平洋プレートの境界付近で起きたものだ。

　日本列島は北米プレートとユーラシアプレートの上にのっていて、太平洋プレートとフィリピン海プレートが、押しながらその下に潜り込んでいる。

　とりわけ関東地方は「北米」「太平洋」「フィリピン海」という三つのプレートがぶつかり合う、世界でもまれな地域で、それが地震の多さにつながっている。

　北米プレートの下にフィリピン海プレートが潜り込み、そこで引きずられたゆがみが相模湾のプレート境界ではじけたのが、１９２３年９月１日に起きた関東大震災だ。Ｍ７・９、南関東一円を震度６以上の激しい揺れが襲い、沿岸一帯は大津波に見舞われ、１４万人を超す死者が出た。

　その後、南関東地方は目立った大地震に襲われることはなく、おおむね静穏な状態が続いてきた。海溝でプレートがはねあがる関東地震タイプの大地震は２００年から３００年間隔で繰り返すとされているので、次に起きるまでにまだ相当の時間が残されていそうだ。

　ではまだ安心かというと、そうではない。

　これまで述べてきたプレート境界型とは別に、阪神・淡路大震災に代表される、活断層の活動などで起きる直下型地震がありうるのだ。溝上さんは 2000年、本誌にこう語っていた。

「関東大震災から７７年がたって、そこで放出されたゆがみの３分の１が再び蓄えられているとみられる。これは三浦半島の先端の沈み込みのデータなどからも裏付けられます。次の関東大震災まで１００年以上の時間があるとはいえ、ゆがみが徐々に蓄えられてきたことから、南関東が再び地震の活動期に入る条件は整っているのです」

　そのゆがみは、首都圏でＭ７前後の直下型地震を引き起こすのに、十分な量という。溝上さんはこのように語っていた。

「直下型といっても、地表近くの活断層が動く地震から、それぞれのプレート境界で起きるもの、プレートの内部で発生するものと、さまざまなタイプがあります。なかでもフィリピン海プレートの沈み込みに伴って、その上面で起きる比較的大きな直下型地震は、（海溝型の）関東地震に向けてゆがみの蓄積が進むと起きやすくなることが知られています」

　それでは、溝上さんが言う、茨城県沖と南関東の直下型地震はどのようにつながるのだろうか。

　まず、溝上さんは、茨城県沖の大地震と茨城県南部の大地震とが、ほぼ２０年のサイクルで周期的に連動を繰り返す「法則性」に着目した。

　茨城県沖の地震は太平洋プレートをおさえつけていた「つっかい棒」が部分的に外れることを意味する。これで太平洋プレートの沈み込みが促進され、フィリピン海プレートを刺激して茨城県南部の地震が起きる。



◆Ｍ６以上が７回、これが前触れか◆

　さらに、この茨城県南部の地震の刺激を受けたフィリピン海プレート上面で、たまっていたゆがみを解放する動きが引き起こされ、南関東直下の地震につながるというわけだ。

　実際、関東大震災の前後でも、この三者のつながりがはっきりと表れた。

　大震災が迫った１９２３年５月から６月にかけて、Ｍ７・３を最大規模として、Ｍ６以上の地震が茨城県沖で６回も観測されている。同様に、２１年から３年連続で茨城県南西部でも大きな地震（Ｍ７・０、Ｍ６・１、Ｍ６・１）が起きた。

　茨城県沖は、もともと「地震の巣」と呼ばれるほどの地震の多発地帯で、年に１回はＭ６クラス前後の地震が、そして２０年に１回程度はＭ７クラスの地震が起きるとされる。

「しかし、１、２カ月の間にＭ６を超える地震が６回も立て続けに起こることは、きわめて稀（まれ）といわねばならない」

　溝上さんは著書のなかでそう指摘している。

　では、時計の針を現在に進めてみよう。

　３・１１の直後から気象庁が震源を「茨城県沖」としたＭ６超の地震を拾い出してみた。１１日から１４日にかけてＭ６以上で震度４以上の地震はすでに７回あった。すべて３・１１の巨大地震の余震とみられるが、「きわめて稀」なことがわずか４日の間に起きているのだ。

　溝上さんによると、茨城県沖―茨城県南部―南関東直下という三者のシンクロは近年にも見られた。１１年前、こう語っている。

「三者がシンクロした第一波は１９８０年から９２年までがピークでした。南関東で被害をともなった八つのＭ６クラスの地震が起きたのですが、その前兆のようにやはり茨城県沖と茨城県南部で地震が連続して起きたのです」

　９２年のピークから、２０年になろうとしている。幸いなことに、茨城県沖に比べると、茨城県南部では３・１１以後それほど目立った地震は起きていない。だがこれら二つの地域で地震が連動する兆候が見えたとき、それはいよいよ直下型地震が首都圏を襲うシグナルになるかもしれない。

　と、原稿を書き終えようとしていた４月１６日午前１１時１９分ごろ、東京の編集部でやや強い揺れを感じた。テレビには「震度５強　茨城県南部」の文字が。これはやはり不吉な兆しなのだろうか。

Moreover, another seismologist also utters like this.
"Although this massive earthquake of M9 has induced many earthquakes inland, the cause is considered that not one but various factors were put together.
Although it seems that the influence will continue for many years from now on, it is difficult to predict what occurs by the ability of the present seismology where."
We still learn in the past history in many cases.
From an angle different from the "Mizogami theory", I will consider the possibility of an earthquake which attacks the metropolitan area.
The cataclysmic collapse of the base rock started in the depths of the earth of western Kanagawa first, and the Great Kanto Earthquake which occurred on September 1, 1923 shook almost simultaneous even in Tokyo.
Odawara and its circumference suffered serious damage.
That is, the "Odawara earthquake" and the "Kanto earthquake" happened simultaneously.
In Odawara, it is hit by the big earthquake a total of 5 times at intervals of about 70 years after the "Kanei era Odawara earthquake" in 1633 in which record remains.
Among these, both the Genroku Kanto earthquake in 1703 and the earthquake which occurred together with the Kanto earthquake in 1923 are the plate boundary types which occurred in Sagami trough, and other 3 times are a directly under type.
Moreover, the place and scale in which an earthquake occurs have variation also around the same Odawara.
For this reason, although the opinion "discussing in the same rank is amusing" was also among specialists, Mr. Katsuhiko Ishibashi of Emeritus Professor Kobe University named "magic number 70 years" paying attention to the regularity of this Odawara earthquake.
Mr. Ishibashi is one person who raised the "Tokai earthquake theory" in 76 and built the cause of the present earthquake prediction research attitude.
Moreover, the earthquake disaster and the nuclear power plant disaster named a case like this time which occurs simultaneously the "earthquake disaster with nuclear accident" for 97 years, and it has sounded the alarm bell.
In the "time of ground disturbance" (Iwanami pocketbook) published in 94, the Odawara earthquake not only repeats Mr. Ishibashi regularly, but he explained like this paying attention to the regularity seen between Odawara and massive earthquakes, such as Kanto and Tokai.
"The probability of the Odawara earthquake, the Tokai earthquake, and earthquakes beneath the metropolitan area happening in succession from an end the next century at the start time of this century, and entering a big earthquake activity period directly under the metropolitan area after it is strong."
The main big earthquakes which occurred in Kanto and the Tokai district after the 17th century were shown.
It can grasp that the Tokai earthquake other than the Kanto earthquake from here being simultaneous with Odawara happens from Odawara within several years etc.

Furthermore, when "70 years" is considered to be one unit (T), about, the Tokai earthquake is 2T, and the Kanto earthquake is 3T, and it seems that the activity period and the calmness term have repeated every [ T or ] 2T about a metropolitan area epicentral earthquake.
If Mr. Ishibashi has a break of the Philippine Sea Plate called the "West Sagami Gulf Break down" to the epicentral area of the Odawara earthquake, he regards presumption and there as "house of a big earthquake."
"Under the Kanto district, the Philippine Sea Plate has sunk forcibly for north mostly from the Sagami trough run to southeast from the Sagami depth of Gulf to the offing of Boso.
Although Izu Peninsula of the west side of the Sagami bay has taken the same Philippine Sea Plate, since the old submarine volcano is what became large, it cannot be slightly warm in it, it cannot be light, and cannot sink, but has collided with Honshu in the north in Mt. Hakone.
the Philippine Sea Plate and the west side whose east side is depressed should sink in the underground near Odawara -- it is thought that the "West Sagami Gulf Break down" is prolonged mostly north and south at the boundary line of the Philippine Sea Plate which is not.
Although it adheres here usually, if impossible modification of the neighborhood reaches a limit, adherence will break violently and will cause the Odawara earthquake." (Mr. Ishibashi)
And as the point was seen, it is important that the Odawara earthquake may be interlocked with the massive earthquake of Tokai and Kanto.
These three earthquakes have done the action mutually through the Philippine Sea Plate.
If distortion is released by an earthquake in Odawara, one brake which had kept back the plate would come to have separated and it will be surmised that it is connected with the massive earthquake of Tokai and Kanto.
It was already earnestly for 88 years from 1923 when the Odawara earthquake finally occurred, and in the statistics top, whenever it might occur, "3.11" occurred at the place which is not amusing.
Mr. Ishibashi indicates that the Odawara earthquake's happening easily still more by this and a possibility that an earthquake beneath the metropolitan area would occur without now waiting for "Odawara" also came out.
That is, the underground in the Kanto district is making the complicated Mie structure of the plate (North America) of land, the Philippine Sea Plate, and the Pacific plate from the top, as seen also like the point.
Since these three plates are moving adhering mutually usually, adherence will destroy them by here and there [ of a contact surface ] once in about hundreds of years from a modification ball impossible near a contact surface during many years, and tens of years.
When it is many, it becomes an earthquake beneath the metropolitan area of M7 class, and happens in various places and depth.
Mr. Ishibashi says.
"The massive earthquake of 3 and 11 was the offing of an east from Iwate Prefecture to southern Ibaraki, and adherence of the very wide range of the border plane of the Pacific plate and the North American plate which inclined west and have fallen broke, and it occurred.
Although how the balance of the power of the wide range changed calculates and it argues about it in many cases, the view of progress of movement of a plate of the influence of this massive earthquake is also important."
They say that that is, it is thought that it becomes easier to move the Pacific plate to under the Philippine Sea Plate the bottom of the Kanto district since resistance of the vast domain separated.
"Modification in alignment with the plate contact surface of the underground which causes an earthquake beneath the metropolitan area is presumed that a motion which is added for a while arose.
Therefore, it can be said that an earthquake beneath the metropolitan area happens easily."
furthermore, the Philippine Sea Plate which has sunk under the Kanto district from the Sagami bay -- the Pacific plate -- former -- excessive -- underground -- it is indicated that the motion which is boiled deeply and drawn in may also have arisen.
"Since this motion becomes a factor which increases modification in alignment with the West Sagami Gulf Break down, it is considered that the Odawara earthquake also occurs easily."
The evil of concentration of too much power and too many people in Tokyo and the necessity for decentralization were explained for Mr. Ishibashi's paralyzing the whole country as for the great earthquake of the Tokyo region and also also confusing the inside of the world in "the time of ground disturbance."
It is a time of thinking [ of overcoming "disturbance" ] hard just now.

◆「大地動乱の時代」に備えよ　首都圏直下型を３・１１が早める！？◆

　国内観測史上最大となった「３・１１」の巨大地震は、これまでの地震学の常識も根底から揺さぶったようだ。京大防災研究所の遠田（とおだ）晋次准教授はこう話す。

「発生から１カ月がたってわかってきたことは、福島県の浜通りなど歴史的に地震の少なかったところで大きな地震が発生している。これまでの常識でははかれないほど、陸地にかかる力が変わってしまったということです。この変化がどこにどういう形で結びつくかは、はっきり言ってわからない」

　また別の地震学者もこう吐露する。

「今回のＭ９の巨大地震は内陸で多くの地震を誘発していますが、その原因はひとつでなく、いろいろな要因が合わさったものと考えられます。その影響は今後何年も続くと思われますが、現在の地震学の力量ではどこで何が起きるのか予測するのは難しい」

　それでも、私たちが過去の歴史に学ぶことは多い。「溝上説」とは別の角度から、首都圏を襲う地震の可能性を考察してみよう。

　１９２３年９月１日に起きた関東大震災は、まず神奈川県西部の地底で岩盤の大破壊が始まり、ほぼ同時に東京でも揺れた。小田原とその周辺は大きな被害を被った。つまり「小田原地震」と「関東地震」が同時に起こったのだ。

　小田原では記録が残っている１６３３年の「寛永小田原地震」以降、およそ７０年の間隔で計５回、大きな地震に見舞われている。

　このうち、１７０３年の元禄関東地震と、１９２３年に関東地震と一緒に起きた地震は、ともに相模トラフで起きたプレート境界型で、ほかの３回は直下型だ。また同じ小田原周辺でも、地震が起きる場所や規模にばらつきがある。このため、専門家の中には「同列に論じるのはおかしい」といった意見もあるが、神戸大学名誉教授の石橋克彦さんは、この小田原地震の規則性に着目して「マジック・ナンバー７０年」と名づけた。

　石橋さんは７６年に「東海地震説」を提起し、現在の地震予知研究態勢のきっかけをつくったひとりだ。また９７年、震災と原発事故が同時に起きる今回のようなケースを「原発震災」と名づけ、警鐘を鳴らしてきた。

　９４年に出版した『大地動乱の時代』（岩波新書）のなかで、石橋さんは小田原地震が規則的に繰り返すだけでなく、小田原と関東、東海などの巨大地震との間に見られる規則性に注目し、こう説いた。

「今世紀末から来世紀初めごろに小田原地震、東海地震、首都圏直下地震が続発し、それ以後首都圏直下が大地震活動期に入る公算が強い」

　１７世紀以降に関東、東海地方で起きた主な大地震を示したものだ。ここからは、関東地震は小田原と同時であることのほかに、東海地震は小田原から数年以内に起こること、などが見てとれる。

◆一極集中の弊害、いま改めるとき◆

　さらに「７０年」をひとつの単位（Ｔ）と考えると、おおよそ東海地震は２Ｔ、関東地震は３Ｔで、また首都圏直下型の地震については、Ｔまたは２Ｔごとに活動期と静穏期が繰り返しているように見える。

　石橋さんは、小田原地震の震源域に「西相模湾断裂」と呼ぶフィリピン海プレートの切れ目があると推定、そこを「大地震の住みか」とみている。

「関東地方の下には、相模湾奥から房総沖まで南東に走る相模トラフから、フィリピン海プレートがほぼ北向きに無理やり沈み込んでいます。相模湾の西側の伊豆半島は、同じフィリピン海プレートにのっていますが、昔の海底火山が大きくなったものなので、やや温かくて、軽くて沈み込むことができず、箱根山の北方で本州に衝突しています。小田原付近の地下には、東側の沈み込むフィリピン海プレートと西側の沈み込めないフィリピン海プレートの境目に『西相模湾断裂』がほぼ南北に延びていると考えられます。ここは普段は固着していますが、その付近の無理な変形が限界に達すると、固着が激しく破壊して小田原地震を起こすのです」（石橋さん）

　そして先ほど見たように、重要なのは、小田原地震は東海、関東の巨大地震と連動する可能性がある点だ。

　この三つの地震は、フィリピン海プレートを介して、互いに作用を及ぼしている。地震によって小田原でゆがみが解放されると、プレートを引き留めていたブレーキがひとつ外れたようになり、東海、関東の巨大地震につながっていく、と推測される。

　最後に小田原地震が起きた１９２３年からすでに８８年たっており、統計上はいつ起きてもおかしくないところに、「３・１１」が起きた。石橋さんは、これによって小田原地震がいよいよ起こりやすくなったばかりか、いまや「小田原」を待たずに首都圏直下地震が起きる可能性も出てきたと指摘する。

　というのも、関東地方の地下は、先ほども見たように、上から陸のプレート（北米）、フィリピン海プレート、太平洋プレートという、複雑な三重構造をなしている。これら三つのプレートは、普段は相互に固着しつつ動いているので、長年の間に接触面付近で無理な変形がたまり、数十年から数百年に一度程度、接触面のあちこちで固着が破壊する。

　それが多くの場合、Ｍ７クラスの首都圏直下地震となって、さまざまな場所や深さで起こる。石橋さんは言う。

「３・１１の巨大地震は、岩手県から茨城県南部までの東方沖で、西に傾いて下がっている、太平洋プレートと北米プレートの境界面の、非常に広い範囲の固着が壊れて起きました。この巨大地震の影響は、広い範囲の力のバランスがどう変わったかを計算して議論されることが多いのですが、プレートの運動の進展という見方も大事です」

　つまり、広大な領域の抵抗が外れたために、太平洋プレートは関東地方の下とフィリピン海プレートの下へ、より動きやすくなったと考えられる、というのだ。

「首都圏直下地震を引き起こす地下のプレート接触面に沿う変形が、少し上乗せされるような動きが生じたと推定されます。したがって首都圏直下地震が起こりやすくなったと言えます」

　さらに、相模湾から関東地方の下に沈み込んでいるフィリピン海プレートを、太平洋プレートが今までよりも余分に地下深くに引きずり込む動きも生じた可能性があると指摘する。

「この動きは、西相模湾断裂に沿う変形を増大する要因になりますから、小田原地震も起きやすくなったと考えられるのです」

『大地動乱の時代』のなかで石橋さんは、東京圏の大震災は全国を麻痺（まひ）させ、さらに世界中をも混乱させるとして、東京一極集中の弊害と地方分権の必要性を説いた。「動乱」を乗り切る知恵を、いまこそしぼるときだ。家庭でも、できることから始めよう。　（本誌取材班＝佐藤秀男、篠原大輔、大貫聡子、堀井正明）
