南仏ニースにおける車両突入事案に伴う注意喚起

外務省の海外安全ホームページ上に，海外安全情報（スポット情報）「仏国：フランス南部アルプ＝マリティーム県ニース市におけるトラック突入による注意喚起」が掲載されました。
この事件は，7月14日（木）午後10時30分頃（現地時間），ニース市において，フランス革命日を祝う花火を見物する客の列にトラックが突入し，84名死亡，202名負傷（うち重体52名）との甚大な被害（7月15日現在）が発生したもので，現在，仏捜査当局が捜査中ですが，テロの可能性が高いとされています。
最近では，米国内におきましても，
◆ 2015年12月2日 カリフォルニア州サンバーナディーノ市における銃撃テロ事件
◆ 2016年6月12日 フロリダ州オーランド市における銃撃テロ事件
等といった凄惨なテロ事件が発生し，多数の死傷者が出ています。
また先月26日には，イスラム過激派組織ＩＳＩＬを名乗る組織が，サンフランシスコのゴールデン・ゲート・ブリッジやケーブルカー，ラスベガスのストリップ大通り等の映像とともに，イスラム教徒に対し，不信心者を殺害せよと呼びかけるビデオ映像をインターネット上で公開しており，こうしたＩＳＩＬの思想に共鳴したホーム・グローン・テロリストやＩＳＩＬから帰還した戦闘員等によるテロ事件は，いつどこで起きてもおかしくない情勢となっています。
テロ事件以外では，今月にはルイジアナ州とミネソタ州で発生した警察官によるアフリカ系アメリカ人射殺事件を受けて，７日（木），全米各地で大規模な抗議活動が発生し，特にダラスにおける抗議行動では，デモ隊の近くで発砲があり，警察官が5名死亡，5名負傷した他，一般人も2名負傷しています。
当地でも同日，サンフランシスコ市とベイブリッジを通じて隣接する「オークランド（Oakland）」のオークランド市警察本部を中心に，黒人差別の根絶を訴える抗議活動が発生し，2,000人以上の群衆が集まり，一部のデモ隊がオークランド市内を南北に通る州間幹線道路（Interstate Highway）I-880に徒歩で侵入し，午後8時30分頃から約5時間に亘って封鎖するという事案が発生しています。
皆様におかれましては，テレビやインターネット等から滞在地域における最新情報の入手に努めていただくとともに，空港や駅，バスターミナル，観光スポット，イベント会場等の多数の人が集まるエリアにおいては，周囲の状況に十分に注意を払い，不審な状況を察知したら速やかにその場を離れるなど，安全確保に努めて頂くようお願いします。
