明日のマラソンのための、何か、ですね？ ある朝に突然置かれていました。ランナーや観客を守る？ 電波とか、を、飛ばすモノ？ とかですか？？

Is it some device for the Marathon? In the morning, I found it, it was suddenly put it on there. Would it be a protection for the runners and viewers? Would it produce telegraphs for some...thing??
