BNEFは、原子力やバイオマス、地熱、水力など23の発電手法について、14年上期時点の世界各国の設備費、燃料費、資金調達に必要な債務費などを調べ、施設の耐用年数などでならしたコストを算出した。
炉心溶融などの深刻な事故を防ぐための対策強化が求められるようになった結果、原発の発電コストは近年上昇しており、設備利用率を92%と高く見積もっても1キロワット時当たり14セントとなった。
地熱(同6・5セント)、小水力発電(同7・7セント)、陸上風力(同8・2セント)などの再生可能エネルギーに比べてかなり割高だった。石炭火力は9・1セント、天然ガス火力は8・2セントだった。
