ドイツ発： ＵＫ新首相が北アイルランドを初訪問

２０１６年７月２６日（Tue.） 朝から、気が滅入るような悲惨な事件（相模原）の報道で、心穏やかではいられません。　さて、Brexit 以降、新首相のＭａｙ氏も多忙でしょうが、彼女の北アイルランド初訪問のことをドイツ・ＤＷ－ＤＥが伝えています。　（　７月２５日発　）

The June 23 vote which saw a majority (52 percent) of UK voters choose to leave the EU - and a minority (44 percent) in Northern Ireland - has raised questions about cross-border movement that have laid dormant for 18 years.

The Northern Ireland-Eire (Republic of Ireland) border is Britain's only land frontier with the EU.

Britain and Ireland share an open-border Common Travel Area (CTA) dating back to the 1920s. The legal status of the 1998 Good Friday Agreement - which ended three decades of struggle between Catholic nationalists and Protestant unionists in which 3,600 died - has been questioned since Brexit.

Back to the future
May met the province's leader, Arlene Foster, a Brexit supporter, and Deputy First Minister Martin McGuinness, a former Irish Republican Army commander and Remain supporter.

McGuinness wants a referendum on Northern Irish separation from the UK so it can remain in the EU as part of a united Ireland. "There is no good news whatsoever in Brexit for anybody in the North," he said.

Leaders in Eire have been seeking support across the EU to preserve freedom of movement and goods, but have acknowledged that controls at Northern Irish ports and airports may be needed.

Brexit に伴う動きは、容易に結論を出しうる問題でもなく、関係国での微妙な調整やかけひきが始まっているのでしょう。　それにしても、ＵＫの外交手腕（高い）は昔から言われていることでもあり、今回のＰＭ発言にも、それを感じさせるものがあります（ブリティッシュ連合とか、以前からＣＴＡは設定されていたもの・・・等）。

また、各国でテロや関連事件も頻出していますので、これらも取り上げて、移民・難民の扱いに一定の制限を持ち込む理論をＥＵに投げかけてくるように感じます。　メルケル（独）やオランド（仏）も国内事情があるので、歩み寄ってくる余地は十分あるのではないでしょうか。

ところで、日本の外交手腕はいかがなものでしょうか。他国に同調するかのような発言をするだけでは、真の解決口に各国を導くことは難しいように感じます。　関係者（国）を納得させる論理が必要でしょうし、それに至る信頼感の醸成も必須でしょう。

昨今、ゲームに奔走する社会のように見えてしまいますが、大丈夫なのでしょうか・・・。

Police arrest Syrian man after woman killed in knife attack in Germany
An attacker has allegedly killed one woman and injured five in the city of Reutlingen in southwest Germany, according to local police. Officials have confirmed the man was arrested after a citizen hit him with a car.

The knife-wielding attacker sparked panic after killing a woman near a Turkish fast-food kiosk in downtown Reutlingen, German mass-circulation newspaper "Bild" reported Sunday.

Five people were reportedly wounded in the attack and brought to the hospital. Two women, ages 51 and 54-years-old, suffered head wounds while another 51-year-old sustained a forearm injury. Another woman and a man were also hospitalized for shock.

A car driver spotted the attacker running away from the scene and hit him with his vehicle, allowing police to grab hold of the suspect and make an arrest, according to a police spokesman cited by the DPA news agency.

Police stated that the suspect is a 21-year-old male refugee from Syria who is known to authorities for previous acts of violence. The suspect suffered serious injuries and will undergo police questioning after receiving medical treatment.

'Syrian asylum seeker' behind Ansbach bomb blast
A Syrian asylum seeker who had previously tried to commit suicide has been cited as the man who was killed in an "intentional" bombing in the Bavarian town of Ansbach. Officials are investigating any terrorist links.

The man, who was carrying a backpack, according to Bavarian Interior Minister Joachim Herrmann, had been denied entry to the music festival as he did not have a ticket. The minister said authorities were still investigating if the blast was an act of terrorism. "We can't rule it out," Herrmann said.

People were evacuated from the area as the old city was cordoned off and rescue vehicles assembled. There were 200 police on duty and a further 350 members of rescue teams were brought in.

A police spokeswoman said at a press conference that the man is believed to have acted alone.

この１週間あまりの中で、１８日は列車内での凶行、２２日には銃撃で９人死亡、そして、２４日には２件・・・。｢連鎖｣と言っていいのかどうか疑問ですが、幾許かの影響はあったのではないでしょうか。　但し、銃撃した事件の犯人は、１年以上も前から準備していたとの情報もありますので、一連のテロの流れを受けて・・・と言うわけではないかも知れません。　但し、５年前のノルウェーでの大事件（２０１１年７月２２日）に関心を寄せていたとの情報もありますので、移民・難民に関わる事件ではあるのかも知れません。

何か殺伐とした空気が流れているように感じてしまいます。　が、世界のリーダー達は、これらを払拭するぐらいの強いメッセージを内外に向けて発する（続ける）必要があるのでしょう・・・。

私達も、現実から目を背けることなく、だからと言って、暗い気持ちに陥るのでもなく、より正しい判断で行動して行きたいものです。

唐突ですが、最近買い物に行って、オーガニック・ロゴの入った商品を、しばしば見かけるようになりました。こう言う商品に関心が高まって行くのでしょうね、日本も。　私は、遺伝子組み換えでないものも選ぶようにしています。　かなり使われている恐れがあります・・・。

ドイツ・ミュンヘン事件の続報

２０１６年７月２４日（Sun.） 事件後のミュンヘンでは、祈りを奉げる人達が現場を訪れているようです。　また、メルケル首相は、銃規制を強化する方針を示しているそうですが、不法に所持を試みることに対しては成す術（すべ）がない？・・・とも。　（ニュースソース：　ＢＢＣ、ロイター、ＤＷ－ＤＥ　７月２３・２４日発　）

何がそうさせているのでしょうか。　今回（ミュンヘン）に関しては直接的なＩＳ関与の事件ではなさそうですが、移民・難民を生じさせていることが遠因の一つとするならば、大きな括りとしては関連があると見てもよいのかも知れません。

ことは複雑なので、容易な解決方法は見出しづらいと思われますが、宗教・歴史問題等も含めて学んで理解して行くような｢地道な教育・情報提供・情報共有｣が必要に思います。

ミュンヘン、毎年開催されるオクトバー・フェスト（２０１６）は、９月１７日から１０月３日とされています。主会場と事件の現場は６ｋｍぐらい離れてはいますが、同じミュンヘンのことです。　犠牲者には祈りを奉げつつ、フェスティバルは予定通り開催されるのでしょうね。

悲しみに打ちひしがれているばかりでもいけませんし・・・。

ドイツ： 緊急閣議を召集・ミュンヘン事件

２０１６年７月２３日（Sat.） 何故に、悲惨な事件が続くのでしょうか。　今朝起きて、最初に飛び込んできたニュースは、ドイツ・ミュンヘンでの銃撃殺傷事件のことでした。　その時点では死者は６人ほどで、犯人は複数かも知れない・・・との報でした。　事件はローカル・タイムで金曜日の夕方１８時頃、日本時間では本日の午前１時頃に発生したようです。　（ニュースソース：　ＤＷ－ＤＥ　７月２３日発　）

Emergency cabinet to meet after Munich attack
The bloody shoot-out in Bavarian capital has propelled the German government into crisis mode. Chancellor Angela Merkel is due to consult with her key ministers on how to respond to the mass killings.

Friday's rampage saw an 18-year-old German-Iranian dual national shoot dead nine people near a Munich shopping mall, before killing himself. More than a dozen others were wounded. It followed a separate ax and knife attack on a train near Würzburg Monday that left five people injured.

Chaired by Chancellor Angela Merkel, Saturday's emergency meeting will be attended Vice Chancellor Sigmar Gabriel, Foreign Minister Frank-Walter Steinmeier, Interior Minister Thomas de Maiziere, Defense Minister Ursula von der Leyen and the head of the chancellery Peter Altmaier.

Altmaier, who is one of Merkel's most trusted advisors, told reporters the aim of the meeting was to gather all the available information and work out the government's response.

"We are determined to do everything so that terrorist and inhuman violence stands no chance in Germany," the Christian Democrat (CDU) politician said.

De Maiziere cancels holiday
Meanwhile, de Maiziere cut short his holiday in the US and is returning to Germany, having been in mid-flight as Friday's attack unfolded.

"What happened in Munich is horrible and totally unbelievable," the Interior Minister said. "We mourn the victims and our thoughts are with their families.

De Maziere was due to hold separate talks with representatives from the Federal Criminal Police Office, other police departments, intelligence agencies, and the Federal Office for the Protection of the Constitution, before reporting to the Federal Security Cabinet.

He ordered flags on Federal buildings to be lowered to half-staff in mourning for the victims, and said he planned to visit Munich himself to get a clearer picture of what happened.

The Bavarian state cabinet is also expected to hold an emergency meeting Saturday. State premier Horst Seehofer said he was "deeply shocked" by the mass shootings, describing the killings as a "brutal and inhuman act" that filled everyone "with sadness and horror."

フランスのニースで地獄のようなテロ事件が起きたばかりですが、南ドイツでも連続して悲惨な・許されない事件が発生してしまいました。金曜日に発生した事件がＩＳのテロと関連があるのかどうかは判明していないようですが、客観的に見て、何らかの影響・関連はあるのではないかと思わせてしまいます。（これ以上のコメントは、憶測によるものとなりますので、現段階では控えたいと思います。）

日本政府も、テロなどを非難するだけでなく、欧米等とは異なるスタンスからの、意味あるコメントを発していただきたいものです。また、基本的人権を損ねているかも知れないトルコのエルドアン政権による強権発動に関しても、客観的・妥当なコメントを聞きたいものです。

どこかに追随するようなスタンスで行動・発言しているので、客観的で、誰もが納得できるような発言ができないのではないでしょうか。　経済最優先ではないんですよ・・・。　歴史に学んで、世界をリードできる考えを持っていただきたいものです。

デンマーク： デンマーク人はポケモンを捕まえるだけじゃありません！？

The Danes are not using their smartphones only to catch virtual Pokemon creatures, but also to help Danish scientists capture the scope of biodiversity in the country.

Since May last year, thousands of Danes have participated in the national project ‘Biodiversitet Nu’ (biodiversity now) and registered the occurrence of wild animals, plants, mushrooms and habitats via the NaturTjek app.

“The number of registrations has surprised us,” Simon Kroes, a project manager at Biodiversitet Nu, told DR.

“This is unheard of in the context of citizen participation projects and we have received a lot of attention from abroad,” noted Kroes.

The researchers in the project have selected 30 recognisable animals, plants, mushrooms and 12 habitats that can be easily and quickly registered via the NaturTjek app, when people spot them in the nature.

During the first year of the project, 46 Danish municipalities reached the goal of at least 1500 registrations and 11 municipalities managed to cross the milestone already within the first three months.

The project will run until 2020, when researchers from Copenhagen and Aarhus Universities will process all gathered information to get an overview of the animals and plants in Denmark.

スマホのアプリを使って、限られた研究者たちだけによる情報収集だけでなく、多くの協力者の参加を得て生物多様性に関する情報を得ようとする取り組みのようです。　｢ポケモン｣が記事に登場していますが、ウイットに富んだコメントではないかと感じました。

ゲームが悪いとは思いませんが、ＴＰＯを考えた使い方であって欲しいと思いますし、それよりも大切なことが多いのではありませんか？　　沖縄の基地問題もありますし、改憲論議も・・・。そして、トルコの強権政治（専制政治）も心配すべき事柄でしょう。　多数決原理の是非や、｢多数者の暴政｣も問題視しなければなりません。

気分転換にゲームなどに興じることは全く否定しませんが、時間を費やさなければならないことは他にも多いのです。　報道機関の報道のあり方にも疑問を持ってしまいます。　トルコ情勢の｢懸念｣を、もっと伝えるべきでしょう。　日本国内事情に似ているから報道しずらいのでしょうか？・・・。
