かかる3兆5000億ドルを賄うための財源のうち、企業に対する課税の主な項目としては、法人税率を現行の21%から26.5%に引き上げること、グローバル企業の国外収益に対する課税の最低税率を現行の10.5%から約16.6%に引き上げることになっている。ちなみに、バイデン政権が当初提案していた増税後の同税率は、前者が28%、後者が21%だった。個人への課税についていうと、バイデン政権の当初の提案通り現行の37%から39.6%(年収40万ドル超の場合)に引き上げることに加え、年500万ドルを超える所得についてはさらに3%の付加税率を追加するというもの。
⭕2021年10月28日、バイデン大統領は、下院の民主党党員集会において、看板の3兆5000億ドルの「ビッグ・バター・ベター(よりよき再建)」政策の枠組みを、半減の10年で1.75兆ドルに縮減すると述べ、このところの民主党内路線対立を解きたい意向を示した形だ。
これには、法人税率などの引上げを見送ることになっている。その代わりに財源として、先般多国籍企業を対象に関係各国が15%の最低税率を合意したのを踏まえ、巨大企業の会計上の利益に最低15%を課すことを盛った。また、自社株買いで借金をして株価を上げようとするのに対しても1%の課税を行うほか、年間所得が100万ドルを超える富裕な個人に対しても追加税率を導入する考えを示した。

見られように、こちらでのキーポイントとしていわれるのは、○株主に報告した利益が10億ドルを超える企業を対象とする15%のミニマム税と、自社株買いに対する1%の付加税○1000万ドルを超える所得に5%の税率上乗せ、2500万ドルを超える所得にはさらに3%の上乗せする。○クリーンエネルギーと気候温暖化対策に5550億ドルを振り向ける。○3ー4歳児の幼児教育無償化、子育て税控除拡大を2022年末まで延長するなど。
⭕2021年10月28日、この時点での報道によれば、下院民主党の左派(進歩派)は、1兆7500億ドル規模の税制・支出計画枠組みを大筋で支持したが、上院を通過している5500億ドル規模のインフラ法案については税制・支出法案と共に採決の準備が整うまでは引き続き前進させない方針だという。

本日、コメントを頂戴しているのに気付いて、拝読させてもらいました。鶴田藩についての項目に不適切な箇所、及び全体としても記述がおかしいのではないかとのご指摘のように感じられます。御引用の史料は、初めて知りました。出元の確かな史料のように理解できることから、当ブログの当該記述に不正確さや誤りがあるのかもしれません。
とりわけ、「この際に、浜田の街は焼き払われ浜田城も同時に灰燼に帰した。」としておりますのは、いかにも乱暴な決めつけなのかもしれません。とりあえずネット限りでそのような記述をした史料がないかをみましたところ、例えば、川村一彦氏の「大名家のお家騒動」(歴史研究会)なる電子書籍が検索でき、そのページの抜粋の中にてはそのような記述をしておられるようです。
小生としては、この項目を作成した折に、何かの史料に当たってから、この下りを記したことはいうまでもないものの、その史料が何であるかを本ブログ記事の中で明らかにするべきであったのかもしれません。このこと、全く失念しておりました。このことについて、迂闊であったかと、恥ずかしい思いを禁じ得ませんが、しばらく時間を与えてもらい、それなりに勉強してみたいと存じ願い上げます。
