　①国連安全保障理事会は、飛行禁止地域設定を支持し、市民を守るためのあらゆる手立てを考慮するとしている。

　②カダフィの勢力がいくつかの街を奪回している。

　当初制限空域設置にちゅうちょする姿勢を見せていたアメリカもこの間積極的な姿勢に転じていて、疑問を呈しているのはロシアやドイツである。

　アメリカはどうも各国から「無理やり求められて」制限空域の設定に乗り出す、という形を待っていたのではないか。

　ゲーツ国防長官が制限空域を設けるためには戦闘が不可欠だ、といった発言を繰り返したのは、いったん設定したらそれによってアメリカ軍は軍事行動を起こす、ということだったのではないかと思われる。
