HE HAGUE, 11/12/08 - The cabinet wants all sex companies to have a licence for their activities. Also, visiting illegal prostitutes will become an offence, under a proposed bill from Home Affairs Minister Guusje ter Horst and Justice Minister Ernst Hirsch Ballin.
Currently, only brothels are required to have a licence. The cabinet now also wants escort agencies, sex theatres, peep-shows and massage parlours to be checked and required to have a licence under the bill that the cabinet will embrace Friday, according to TV news programme RTL Nieuws.
Visiting an illegal prostitute is not an offence at the moment, but this will change. Someone visiting a prostitute without a licence could face a maximum sentence of six months in jail and a fine of 7,000 euros, RTL Nieuws revealed.
In the bill, the cabinet assumes a minimum age of 18 years for prostitutes. The CDA coalition party and a number of MPs may ask for the minimum age to be raised to 21. Ter Horst and Hirsch Ballin will not make a decision on this until advice on the proposal has been gathered from the police, judiciary, tax service and other organisations involved.
The municipalities will award the licences under the proposed bill, and thus decide where and how many sex businesses there are. The cabinet wants to tackle human trafficking and abuse of prostitutes via the new law.
