Likewise, nuclear-energy advocates in America and Germany have cast doubts on renewable energy’s ability to meet the “baseload” power traditionally provided by coal and nuclear plants without harming the economy.

　外務省は９日、今年２～３月に米国で実施した日本に関する世論調査結果を発表した。一般市民では「アジアで最も重要なパートナー」に中国を挙げた人が３９％で最も多く、日本は３１％。前年は日中同率の４４％だったが、初めて中国が日本を上回った。行政や財界などの有識者でも中国が４６％（前年５６％）に対し、日本は２８％（同３６％）にとどまった。ただ、「信頼できる国」に日本と答えた人は一般市民で８４％（同７９％）と過去最高。外務省は「台頭する中国への関心と警戒感が混在し、同盟国・日本に対する好感につながっている」とみている。

　中国重視の理由としては「貿易・経済関係」「技術力」などが多く、日本の場合は「政治的な結び付き」「貿易・経済関係」が多かった。

　調査は１９６０年からほぼ毎年実施。一般市民は１８歳以上の１２００人、有識者は２００人が対象。

　まあ、こんなもんでしょう。日本でも経済的には、中国と大いに協力競争していく。安全保障面ではやはり、米国と協力していく、と。政治はその両面をバランスよく調整していくべき。


西側諸国「天野外し」、対応ぶりに不満…米紙

　【ニューヨーク＝柳沢亨之】８日付米紙ウォール・ストリート・ジャーナルは、「西側の一部諸国」が、福島第一原発事故を巡る天野之弥・国際原子力機関（ＩＡＥＡ、本部・ウィーン）事務局長の対応ぶりに不満を強めており、重要な国際会合で意図的な「天野外し」を行っていると伝えた。


　同紙によると、主要８か国（Ｇ８）のうち３か国の原子力担当高官が、ＩＡＥＡは福島事故に関する迅速で正確な情報提供に失敗し、天野事務局長は「依然として日本政府の影響下にある」との懸念を持っていると伝えた。このため、６日から始まったＩＡＥＡ定例理事会の最中の７日にパリで原発安全策を巡る閣僚級会議を開いたほか、ＩＡＥＡ年次総会が行われている９月２２日にも国連本部で同様の閣僚級会合を開き、天野事務局長が出席できないようにしたという。３か国の国名は報じられていない。

While the report does not claim the deals break any laws per se, it does strongly insinuate the local population does not reap anything near the promised benefits, whereas the mostly foreign investors in some cases can expect to get up to 25 percent returns.

Much of the money is reportedly funneled through London-based Emergent asset management, which runs one of Africa's largest land acquisition funds, The Guardian reports. A spokesman for Emergent defended the practice to the Guardian, saying: "Yes, university endowment funds and pension funds are long-term investors. We are investing in African agriculture and setting up businesses and employing people. We are doing it in a responsible way ... The amounts are large. They can be hundreds of millions of dollars. This is not landgrabbing. We want to make the land more valuable. Being big makes an impact, economies of scale can be more productive."

Chinese and Middle Eastern outfits have long been accused of similar practices, but the Oakland Institute report claims the European and American funds are behind many of the biggest deals.

Fukushima 'lessons' may take 10 years to learn

In many other countries, the civilian nuclear industry began its life under military constraints, and it is likely that measures requiring complete transparency would be unnacceptable to a number of nations including the US, Russia and China.

A longtime white supremacist was convicted in federal court Wednesday for his role in a racially motivated hate-crime attack on a black man in a downtown Vancouver sports bar in January 2010.

Zachary Beck, 32, of Vancouver was convicted in a three-day bench trial of conspiracy to violate civil rights, interference with a federally protected right and witness tampering, according to a bulletin from U.S. Attorney Jenny A. Durkan.

U.S. District Judge Robert J. Bryan handed down the verdict in Tacoma.

The bulletin and The Columbian’s files say Beck was in the former bar at 115 E. Seventh St. when he saw the black man socializing with white friends and told the bartender, twice, that the lone black man “had to leave” or there would be trouble.

The black man, whose name hasn’t been released, stayed and Beck went outside and discussed attacking him with Kory Boyd, a Vancouver skinhead and self-described white supremacist, and a third man, Lawrence Silk.

Yelling “White Power!” “You’re dead!” and racist slurs, the three went inside and attacked the black man, shouting that he shouldn’t be kissing white women and threatening to stab him.

A MAN who stormed into a takeaway and threatened staff with a pizza shovel while shouting racial slurs, denied he was a racist because he had "lots of paki and coloured friends".

Neil Mitchell, 42, of Woodland Avenue in Skellingthorpe, has been found guilty of racially aggravated threatening behaviour and racially aggravated criminal damage.

Lincoln Magistrates' Court heard that Mitchell went to Caldo Pizza in Woodfield Avenue, Birchwood on Thursday, January 6 after he was given the wrong kebab by staff.

Mitchell slammed the chicken kebab on the counter before swearing at owner Hamid Banki.

The court heard he asked staff "Can't you understand English" and called them "f***ing foreigners" and "pakis" before picking up a pizza shovel and brandishing it at them.

A bowl was damaged during the altercation.

But in an interview with police, Mitchell claimed he was not a racist because he "had lots of paki and coloured friends" and a friend in his phone called "nig nog".

Tax Attorney Alleges Racism at Gucci

According to a press release issued by Robinson’s attorneys, Sherwood targeted her because of her race, referring to often as “black, very black.” Sherwood also allegedly called Robinson a “loose woman,” “cheap day labor,” a “f-ing bitch” and referred to her as a prostitute.

In the complaint, Robinson claimed that she reported Sherwood to Gucci’s human resource department but nothing was done to stop the behavior. Instead, she was told that she was “asking to be fired” and alleges that she was reprimanded, suspended and fired for bringing the complaints.

The racist atmosphere at Gucci extended beyond Robinson, according to the complaint. Robinson alleges that Sherwood told her that the company “has a high tolerance for racism.” Robinson cited an example involving pop star Rihanna, who is from Barbados. Sherwood allegedly told Robinson to “tax the hell out of her” and bump her withholding to 30%. Robinson alleges that Sherwood did not direct her to treat other clients in the same manner.

英語「生卵飲め」と勘違い、男性とカナダ人口論

　バーの客に生卵を投げつけるなどしたとして、兵庫県警尼崎北署は８日、尼崎市南武庫之荘、インテリアデザイナーでカナダ国籍のレビ・ベンジャミン・バン・ドーレン容疑者（２５）を暴行と傷害両容疑で逮捕した。バン容疑者は容疑を否認している。


　発表によると、バン容疑者は同日午前１時５０分頃、同市内のショットバーで、伊丹市内の男性客（３６）に生卵を投げつけ、バーの男性従業員（３９）の顔を殴って軽傷を負わせた疑い。

　バン容疑者は男性客に酒をおごろうとしたが英語が通じず、男性客が「生卵を飲めと言われた」と勘違いして口論になったという。

　東日本大震災の震災孤児1 件を引き取った親族らが、国などから生活費の支給を受けられる親族里親の申請をした例が２件にとどまっていることが１４日、厚生労働省などへの取材で分かった。制度を知らない人もいるとみられ、厚労省は周知を図り、積極的な利用を呼び掛ける方針。
　厚労省によると１４日現在、岩手、宮城、福島３県の震災孤児1 件は１４１人。このうち宮城の２人が児童福祉施設に入所したほかは、１３９人全員が一般家庭に引き取られ、大多数は親族が養育することになった。
　児童福祉法で親族里親は、３親等以内と規定され、子供の年齢によって毎月４万７６８０～５万４９８０円の生活費と、就学状況に応じた教育費が支給される。通常の養育里親には支給される里親手当は支払われない。
　養育里親になるには、経済的に困っていないことが条件となっているが、親族里親は「金銭的なものよりも、親族に育ててもらうことを優先させたい」（厚労省）として登録の要件になっていない。また、研修の受講義務がないほか、手続きも短期間で済む。
　厚労省は震災を受けて今年４月、養育里親も事前の研修を必要最低限に絞るなどし、申請から登録まで通常半年～１年かかっていた期間を短縮するよう各都道府県に求めた。
　里親への登録は居住地の児童相談所に相談後、各都道府県に申請し、認定を受ける。厚労省によると、震災後に３県では、数人が親族里親の登録を検討しているが、１４日までの申請は岩手県の２件のみ。

それに対して、そうした発言はひどすぎる、豪州に問題は残っているが、しかし、他の地域に比べるとかなりいいし、そうした地域は無視して豪州に対してそうした批判をするのはむしろ有害である、と。そもそも国連の人権理事会はAnti-western/Israel narrative である。

構造としては、

X国には問題がある。
Y国にも問題はある。
AはX国の問題は無視ないし軽視しているがY国の問題だけ取り上げている。

これに対して、

Xに問題があることは確かだから、それだけ問題にすることも問題ない

という態度と、
い）

Xに問題もあるが、Yも問題にしなければ、不公平である

という態度があるわけですね。


今回のは南ア出身ナバネセム・ピレイさんが、イランなどの問題をほとんど無視して豪州の問題だけに焦点を当てるのは間違っている、と。

カナダも米国もそうした理由で、会議をボイコットしているわけでしょう。

しかし、もちろん、日本も同じようにやられてきたわけで、例えば、慰安婦問題について、日本に問題があったことを認めるのはやぶさかではないが、なぜ、同様に他国の同じ問題を扱わないのか、というと、いまは日本の問題を話しているのであって、他国の問題を話しているわけではない、あ）の態度でいいのだ、と言われてきたわけです。

それが、例えばNYTのオオニシのスタンスだったわけです。

い）の主張を認めた上で、Xの問題もYの問題も同様に扱うべきであろう、というのが私見です。


Sharp rise in single person households

The number of single person households has risen by at least 500,000 since 1995, according to new figures from the national statistics office CBS.

Now, 1.8 million people aged 18 to 65 live alone. The increase is greatest under middle-aged men who are more likely to live alone after divorce.

One in five men aged 18 to 65 live alone, as do one in six women, the CBS said. One in five men and women aged 40 to 65 who live alone are in a long-term relationship.

Hate crimes – especially those against Jews – jumped significantly in 2009, according to Canadian police forces.

Statistics Canada said hate crimes reported to police increased by 42 per cent, rising to more than four incidents a day from less than three a day in 2008.

While there were increases in all three main categories of hate crimes – those motivated by race, religion and sexual orientation – incidents sparked by religion rose by 55 per cent.


Most religiously motivated clashes involved Jews, with the number of incidents rising 71 per cent between 2008 and 2009.

In a report released Tuesday, Statscan said most of the increases in police-reported hate crimes happened in four cities: Ottawa, Toronto, Kitchener-Cambridge-Waterloo and Montreal.

In all, Canadian police reported 1,473 hate crimes in 2009, up from 1,036 a year earlier. The 42 per cent increase follows a 35 per cent jump between 2008 and 2007.

Of the hate crimes reported to police in 2009, Statscan said 54 per cent were motivated by race or ethnicity, 29 per cent by religion and 18 per cent by sexual orientation.

Racially-motivated incidents rose by 35 per cent over 2008 levels. The largest increase was in crimes against Arabs or West Asians, which doubled. Blacks continued to be the most commonly targeted racial group, accounting for about 38 per cent of all incidents.

Hate crimes motivated by sexual orientation increased by 18 per cent in 2009.

About four in 10 hate crimes were violent offences, such as assault. This type of hate crime is more common against gays and lesbians. More than half of hate crimes involved mischief, such as graffiti or vandalism.

　風力や太陽光、バイオマスといった再生可能エネルギーの普及に力を入れる。家屋の断熱性の改善などの省エネを進める。これが対策の２本柱だ。

　電力供給のうち原子力は２３％を占めている。当面は天然ガスや石炭火力を増強しつつ、現在１７％ある再生可能エネルギーによる発電の割合を２０年までに３５％に倍増させるという。

　風力発電地帯の北部から人口の多い南部への送電線をどう増設するか。電力料金の値上がりをどう抑えるのか。課題は山積している。

　この国の強みは、脱原発への助走段階で実績をあげていることだ。電力の買い取り制度や送電線開放によって風力や太陽光発電の産業化を進め、新たな雇用と成長を生み出している。

　フランスやチェコなど周辺国と電力を融通しあう仕組みがあるが、その割合はごくわずかにすぎない。政府はエネルギー源を他国に依存しない方針だ。

ドイツの脱原発　実態知らずの礼賛は禁物

ドイツの脱原発は一国の選択としては尊重すべきだが、同時にドイツのエネルギー事情の実態を知っておくことが必要だ。ドイツは電力の約半分を石炭火力でまかなっている。太陽光発電に熱心な一面のみが伝えられがちだが、現実は違う。

　これだけで驚いてはいけない。ドイツは原発停止で不足する電力を隣のフランスから輸入するが、フランス産電力の８割は原発で作られたものである。

　８日で菅政権発足１周年らしいですね。おめでとうございます。でも、残念なことに、秘書時代から３３年間、永田町を見ていますが、一番邪悪で最低な政権でしたね。言ってることとやってることがメチャクチャです。

　東京電力福島第１原発事故だって、メルトダウン（炉心溶融）していて知らなかったなんて、「ふざけるな」と言いたい。昨年３月に食料自給率を４０％から５０％にする方針を決めていたのに、結果的に自給率を下げてしまうＴＰＰ（環太平洋戦略的経済連携協定）への参加検討を昨年１０月に打ち出した。二律背反じゃないですか。

いまとなってはもう早く辞めたほうがいいと思うが、しかし、この程度で不信任なら、だれも勤まるまい。

　【フランクフルト時事】ギリシャ政府が既に死亡している公務員約4500人に、年間計1600万ユーロ（約19億円）の年金を支給していたことが明らかになった。複数のドイツ紙（電子版）が6日、ギリシャ紙タネアの報道として伝えた。
　財政難の同国に対しては、追加金融支援が避けられない情勢で、負担を迫られる欧州諸国からは、ずさんな年金管理に批判の声が上がりそうだ。
　報道によれば、ギリシャでは、年金受給を続けるため親族の死を届けないことが多いという。同国のカツェリ労働相はこうした事態を受け、全国で約9000人いる100歳超の一般年金受給者についても、生存確認を行う方針を示した。
