Right. Food and drink in general are a no-no on most regular trains. Besides, the imbibing of alcohol in public places is frowned upon except in the bullet train and in the parks during Hanami season.
Drinking in public places is not illegal but if you observe carefully, almost all the people with alcohol on the street and in the park are homeless people. They are not perfectly okay. It's just that foreigners don't realize when Japanese frown upon their behavior.
While we are at it,
Just because Japanese people don't sit next to foreigners like this, don't complain.

The imbibing of alcohol in public places may be frowned upon in some countries, and completely illegal in others, but in Japan it’s considered perfectly OK to crack open a beer in the park, or on the street or bullet train (though food and drink in general are a no-no on most regular trains).・・・・
