　政府は２５日の閣議で、平成２５年版「少子化社会対策白書」を決定した。雇用環境の悪化で子育て世代の所得が低いことが、「晩婚化や晩産化につながっている」として、若い世代に広がる雇用不安などへの支援策が重要とした。

　白書によると、２３年の日本人の平均初婚年齢は男性３０・７歳、女性２９・０歳。昭和５５年は、男性２７・８歳、女性２５・２歳で、約３０年間で男性は２・９歳、女性は３・８歳上昇した。

　初産の平均年齢も平成２３年に３０・１歳と初めて３０歳を超え、昭和５５年時点より３・７歳上がっている。

　一方、平成１９年の統計では、子育て世代である２０代の年収は２００万円台、３０代は３００万円台が最も多かった。パートや派遣など非正規雇用で働く２０代、３０代の男性は、結婚する割合が正社員で働く男性の半分程度－という調査結果も紹介。白書は、子育て世帯の所得分布が「この１０年間で低所得層にシフトしている」と指摘し、こうした現状が少子化の要因となっているとした。

　子育て世代の労働環境の厳しさにも言及。週６０時間以上の長時間労働をしている男性の割合を世代別に見ると、３０代が５人に１人で最も多いと指摘。６歳未満の子供を持つ世帯では、夫の家事・育児にかける時間は１日平均１時間程度だった。男性の育児参加が進んでいないことも少子化につながっているとして、働き方の見直しが必要とした。

　小沢や橋下降ろしに使ったエネルギー、政党の勢力変化につかった紙面、をこっちの問題にわりあててもらいたいよ。

　極端な所得格差、低所得層の増加、雇用環境の悪化、高齢や病気で弱くなったときの不安は、景気が回復をさまたげる要因でもあろう。

脱・生活保護のために
あす（6/26）のクロ現は「働く力を取り戻せ ～“脱”生活保護・自立支援の模索～」です。

（番組趣旨）

216万人を突破し過去最大となった生活保護受給者。給付総額は3兆7600億円に膨んでいる。国は、3年で約670億円の給付費削減や不正受給の罰則強化など、支給抑制の方針を打ち出した。そこで課題となっているのが、ここ数年で急増した就労可能な年齢の受給者の自立支援だ。働き盛りの年齢でありながら厳しい雇用情勢に直面し働く意欲や自信を失った人々をいかに支えるのか。各地で新たな取り組みが始まっている。自治体と企業が協力して受給者100人を雇用する計画、ボランティアからスタートし次第に一般の就労につなげていく「中間的就労」。これまでの「保護」に加えて、「自立」を支える仕組みが広がっている。増え続ける生活保護受給者を自立に導こうという動きの可能性と課題を探る。

早速、プレビューを見てきました。

VTRに登場する大阪市は、全国でも生活保護受給者の割合が高く、市の歳出の17％にあたる2900億円を超えています。
その大阪市では、2年前から民間企業に委託して手厚い就労支援を行っています。
面談をして就職活動を始めるように促したり、ハローワークに同行して職探しの手伝いをしたりします。




生活保護者を社会から排除するのではなく、長い目で見れば、仕事に復帰できれば保護を受けていた人が納税者に変わるわけですから、結果として、本人だけでなく、国や自治体にもプラスになるということのようです。

このほかにも、豊中市の「中間的就労」の例、川崎市の例などが登場します。

病気やけがで生活保護を受給する可能性はゼロではありません。受給者の中には「まさか自分が生活保護を受けるとは思わなかった」と思っている人も多いといいます。

　積極的な取り組みは評価したい。

　とにかく、英国人と米国人は当人が想像する以上に互いにとって異質な存在だ。米国人が「fortnight（2週間）」という言葉の意味がわからないとか、ティーポットを使ったことがないとか、卵のゆで方を知らないと打ち明けることがある。北大西洋条約機構（NATO）加盟国としての米英の同盟関係が揺らいでいる気がしてくるのはそんなときだ。

まして、日本人の私が日米の同盟関係に期待していないのはむしろ当然であろう。

　【宮武努】女子部員に約２０分間逆立ちを強要したなどとして、兵庫県教委は２５日、同県尼崎市立中学の女子バレー部顧問だった男性教諭（２７）を減給３カ月（１０分の１）の懲戒処分にしたと発表した。教諭は県教委に対し「犠牲になる者を作れば（他の部員が）真剣に練習すると考えた」と説明しているという。

　県教委によると、教諭は昨年１１月、レシーブ練習をしていた部員４人が集中していないと考え、球拾いをしていた別の部員（２年）に「みんなが終わるまで逆立ちしとけ」と命令。壁に向かって約２０分間、逆立ちを続けさせた。

　教諭は昨年８月にも、練習試合後に退部を申し出た部員６人の顔を平手で殴り、午後５時ごろに１万回のトス練習を命令。午後１０時すぎに、心配して学校を訪れた保護者の抗議を受けるまで続けさせたという。

　教諭は、部員に殴る蹴るの暴力行為を日常的に繰り返していたという。今年１月、尼崎市教委への匿名の電話がきっかけで発覚した。

　仮にこの報道のとおりなら、これはキチガイ。

　教師の資格を剥奪すべきだろう。

　また、暴力の部分は、被害者は告訴、教育委員は告発すべきだろう。

　教育委員が役に立っていない。

日産自動車は２５日、横浜市内で株主総会を開き、カルロス・ゴーン社長の平成２５年３月期の役員報酬が９億８８００万円だったと明らかにした。前期から１００万円増えた。上場企業役員としては２年ぶりに最高額となる公算が大きい。

　トヨタ自動車が２４日に公表した２５年３月期の豊田章男社長の報酬総額は１億８４００万円だった。ホンダの伊東孝紳社長は２４年３月期に１億２３００万円で、国内自動車メーカー経営トップの中でゴーン氏の報酬水準は群を抜いている。

ゴーン氏は郡を抜いているかもしれんが、豊田や本田だってすごい。

社会の１％に属する人たちだろうが、こうした”極端な”格差は、倫理的に正当化できないだろう、という側に私はいる。

　いわゆる従軍慰安婦問題を巡る日本維新の会共同代表の橋下徹大阪市長の発言について、同市の姉妹都市である米サンフランシスコ市議会が、橋下氏を非難する決議案を全会一致で採択していたことがわかった。


　同市議会ＨＰによると、決議案は１８日付で「慰安婦制度を正当化し、歴史の真実を否定する橋下市長の姿勢と発言を強く非難する」とする内容。サンフランシスコ市のエドウィン・リー市長に対し、橋下市長に発言の撤回や元慰安婦への謝罪を求めることを要請する一方、「大阪市民には長きにわたる深い敬愛を表する」として姉妹都市交流の継続を求めた。

　大阪市によると、サンフランシスコ市から決議を受けた要請は届いていないという。

保険金詐欺

ローラさんの父、不正受給指南…詐欺容疑逮捕状

　国民健康保険の海外療養費をだまし取ったとして、警視庁は２５日、東京都世田谷区弦巻、バングラデシュ国籍の調理師アミン・ショリフ被告（４５）（詐欺未遂罪などで起訴）を詐欺容疑で逮捕した。


　同庁は、同じ手口で海外療養費を詐取しようとしたなどとして、同被告のほかに同国人３人を逮捕、犯行の指南役として、ジュリップ・エイエスエイ・アル容疑者（５３）についても同容疑で逮捕状を取った。同容疑者はタレントのローラさんの父親。

　発表によると、ショリフ被告は２００９年１２月、バングラデシュの病院で約１か月間、重い心臓病で入院治療を受けたとする虚偽の診断書を同区役所に提出し、海外療養費約８７万円をだまし取った疑い。

　ジュリップ容疑者は、ショリフ被告に詐欺の手口を教え、療養費の半額を受け取っていたという。昨年８月、同国に逃亡しており、同庁は、電話などで出頭を呼びかけるとともに、現地警察に協力を求めて行方を追っている。

　ちょっと前まで、ゲイをからかうような冗談がまかり通っていた欧米社会で、ここのところ急速にLGBTなどの権利強化の話題がよくとりあげられるようになった。いまだに、性的マイノリティーに対するからかい、また、ヘイトクライムはあるけど、マスコミなどにーーーしかも保守的なタブロイド紙にもーーーこうした人々の存在と権利がしばしば取り上げられるようになってきたところをみるとこれは時代の潮流でもある。

　日本のマスコミも頑張ってもらいたい。

　マスコミが問題意識をもっていれば、愚かな政治家の失言も減るだろう。

　また、日本の性的少数弱者もこの機会を逃さずに、世界の人々と連帯しながら、自分たちの存在と権利を認めるように社会に訴えてもらいたい。

Peter Francis lived a double life for years, infiltrating radical anti-racist groups on behalf of his Special Branch employers.
The officer, who claims one of his tasks was to ‘dig dirt’ on the key witness in the Stephen Lawrence case – Duwayne Brooks – says he immersed himself in his work, seducing female members of the groups he joined and even participating in violence.
The son of a German mother and a New Zealander father brought up in Norfolk, his parents divorced at the age of 12 and Mr Francis said his childhood left him with ‘a lot of suppressed rage’ and aggression, useful qualities for posing as a left-wing activist.


Initially wanting to join MI5, he was told by a teacher he was not ‘posh’ enough – an Oxbridge background was deemed essential. But the career adviser said he might have more success joining Special Branch.





They adopted false identities – acquired by stealing the identities of real people who would have been about the same age but died as children – and were given a flat, vehicles and ‘cover’ jobs to help them blend in.





Mr Francis claims his superiors ordered him to monitor Stephen’s family and even smear the campaign. He told the Guardian their aim was to calm the growing movement around Lawrence’s death and ‘stop it in its tracks’.






Mr Francis lived in his cover flat six days a week and rarely saw his wife and two young sons. He immersed himself completely within the group – even sleeping with two members.
‘You can’t be in that world full time for five years and never have a girlfriend or boyfriend,’ he added. ‘People would start to ask questions.’
While sex with activists was considered acceptable, there was an unofficial rule that you must ‘never fall in love’ while undercover.

Bell flew into a rage on March 5 at a house in Penrith, Cumbria, when the woman picked up a letter without permission.
The court was told he chased her upstairs and called her 'a liar' and 'a pig'.
He threw himself on top of her on the bed and pinned her arm down on a bedside table.
Bell pulled the meat cleaver from his back pocket and cut her arm.
He then held the weapon above her arm as if he was going to chop her hand off but she managed to pull it away.

Bell then cut her other arm before threatening to cut off the woman's foot.



The court was told the victim was bleeding heavily and managed to escape after convincing Bell she had a doctor's appointment.

Screen star Angelina Jolie on Monday criticized UN Security Council powers for their lack of action over wartime rapes, invoking Syria and other conflicts in a surprise speech to the body.

Ambassadors from Russia, China, the United States, France and Britain ― bitterly divided over the Syria war ― listened as Jolie said they should “show the determination” to defend the hundreds of thousands of victims of sexual attacks in conflict.

“The world has yet to take up war zone rape as a serious priority,” the actress said at a meeting organized by Britain as president of the council for June.

“I understand that there are many difficult things for the Security Council to agree on, but sexual violence in conflict should not be one of them,” Jolie said.

“The UN Security Council must step in and provide leadership and assistance,” she said.


“These crimes happen not because they are inherent to war but because the global community allows it.”

　国連総長の出身国や、国連で影響力の強い米国などがそもそも自分たちが戦場、紛争地域で女性を搾取した暗い歴史に直面していない。いや、そうした国の、ジャーナリストが羊のように自国の国家権力に従順で、権力の不正を暴くのを恐怖しておる。

　

　残念ながら、あまり期待できないでしょうな。

「紛争時の性暴力阻止を」アンジー、安保理に行動を訴え

国連安保理の紛争地での性暴力に関する公開会合に出席した国連難民高等弁務官事務所（ＵＮＨＣＲ）特使の米女優アンジェリーナ・ジョリー＝２４日、ニューヨーク（ロイター）

　国連安全保障理事会は２４日、紛争地での性暴力に関する公開会合を開いた。国連難民高等弁務官事務所（ＵＮＨＣＲ）特使の米女優アンジェリーナ・ジョリーさんが出席し「性暴力は戦争につきものだから起きるのではない。それを許す風潮が世界にあるからだ」と訴え、阻止のため行動するよう安保理に求めた。

　ジョリーさんは紛争地などで、５歳の女児が警察署の前で乱暴されたり、女性が木の枝や瓶を使った残酷な性暴力を受けたりしていると報告した。

　こうした事件は「加害者が逃げおおせると思っているからだ」と述べて処罰の必要を訴えるとともに、性暴力阻止の「先頭に立つべきはあなた方、国連安保理なのだ」と１５カ国の大使たちに呼び掛けた。（共同）
