嵯峨の地に、上皇の離宮である亀山殿を建てるため、最初、地ならしをした。 At the Saga area, the Kameyama-dono building which was a palace of the ex-Emperor (Joukou) was planned to be built. At first, they leveled the ground.
するとそこに塚があって、たくさんの蛇が密集していた。 Then they found a mound and many snakes in it.
みなが驚いて、「この地の神と思われる蛇がたくさん見つかりました」と上皇に申し上げた。 All of them were extremely suprised and told the ex-Emperor, "We found many snakes. They seem to be gods of this place."
「どうしたらよいだろう？」と上皇から御下問があった。 The ex-Emperor questioned, "What should I do?"
太政大臣が「天皇が治める土地にすむ動物が、天皇に祟るなどありえない。蛇を捕まえてみな捨ててしまえ。」と言った。 The grand minister said, "Animals that live at the place where Emperor reigns cannot curse His Majesty. The snakes must be captured and thrown away."
塚を壊し、蛇を捕まえ大井川に流した。 They destroyed the mound. Then they captured all the snakes and flew them away into Oi-gawa River.
祟りは全くなかった。 There happened no curses.
《感想1》後嵯峨上皇（前天皇）は土地の神を信じる。彼は、自分が人間にすぎないと思う。だから土地の神を恐れた。
《感想2》太政大臣（徳大寺実基）は、天皇の治世がこの国の最高の神々に正当性を与えられていると考える。だから下位の土地の神またその化身の蛇などを、おそれる必要がないと判断した。
《感想3》亀山殿は、今の嵯峨・天竜寺の敷地にあった。1255年造営。
《感想4》「さらに祟りなかりけり」（祟りは全くなかった）と兼好法師は最後に述べる。彼は太上大臣と同じ考えだった。
