turn downは、
下へ落ちるイメージですね。
いろんなところで使われるので全部挙げられないですが、
却下するとか、棄却する、あと、つまみをまわすイメージから、「音量を下げる」という意味でも使いますね。
それに対して、step down は、

The decision was made at a meeting of the energy taskforce on
Friday. The taskforce worked out a plan to help avoid large-scale
blackouts in areas where power shortages are expected to increase
this summer.
Under the plan, businesses and households are asked to reduce their
electricity use by 15 percent from the peak summer period last year.
Large users will have to restrict their power consumption as
required by the Electricity Business Act, while small users and
households are encouraged to make voluntary efforts to meet the
target.
