我々が今日問うべきなのは、政府の大小ではなく、政府が機能するか否かだ。
家族が人並みの給与の仕事を見つけたり、負担できる（医療）保険や、
立派な退職資金を手に入れることの助けに、政府がなるかどうかだ。
答えがイエスの場合は、その施策を前進させる。ノーならば終わりとなる。
基本構文は、

我々が今日問うべきなのは、政府の大小ではなく、政府が機能するか否かだ。
この部分が、基本構文。この後、同じ形を繰り返すことで、演説が分かりやすく、
力強くなっています。

家族が人並みの給与の仕事を見つけたりするのに、政府が助けになるかどうかだ。
この後は、"jobs"以降に、入れ替えていって文意を考えればいいわけです。

この構文、使えるようになると便利です。

単語を入れ替えればさらに使えます。
