Edmund Conway explains why businesses have fallen out with Labour and are looking abroad for a potential new home where taxes are lower

Marriages rarely collapse in a day, and the ragged union between business and Labour is no exception. However noisy the shouting matches, however nasty the recriminations, it has somehow endured for more than a decade. The sudden arrival of divorce papers, then, has taken many by surprise.
結婚が一日で駄目になることは滅多にない。
そして企業と労働党の見苦しい結託も同様だ。
どれほど大声で罵り合おうが、どれほど口汚く非難しようが関係なく、10年以上何とかなってきた。
そして、青天の霹靂で離婚届が登場し、多くの人は目を丸くするのである。
What is particularly telling is that the final straw was not capital gains tax, non-domicile arrangements or corporation tax. It was an apparently innocuous plan for reforming multinationals: one with which most accountants agree and which the Government is not even planning to introduce for some years - if at all.
特に多くを物語るのは、止めの一撃がキャピタル・ゲイン税でも、ノンドムでも、法人税でもなかったということだ。
それは再建中の多国籍企業にとって、明らかに無害なプランだった。

Its consultation with the affected businesses has even been textbook. It has invited the affected companies into Downing Street privately; it is publishing its proposals years before they go ahead, if at all. Added to which, the core of the proposals are not even that controversial, and many of them are even supported by the Conservatives.
対象となる企業への相談はいろはの「い」である。
該当する企業は首相官邸に密かに招かれた。
やるとすればの話だが、実施に踏み切る何年も前に提案を発表するつもりだった。

How did an issue such as this drive businesses away from the UK to other countries, such as Ireland, Switzerland, Bermuda or Liechtenstein, where corporate taxes are less onerous? Shire and UBM have already announced plans to up sticks and head off to the Emerald Isle; WPP, Diageo and Smith & Nephew are among those considering following in their footsteps.
こんなものがなんだって企業をイギリスから海外へ逃げ出させてしまったのか?
法人税の負担が軽いアイルランドとか、スイスとか、バミューダとか、リヒテンシュタインとかへ?

The short answer is not to be found in the details of the mooted changes in the way companies' foreign profits are taxed (though these are explained below). It is, simply, that executives and advisers who would in previous years have given the Government the benefit of the doubt over its plans to change the tax system have lost their faith in it.
簡単な答えは、議題となっている企業の海外売上課税方法変更の詳細には見つからない(これについては以下に説明したけど)。

The relationship between the taxman and the taxed is never a happy one. Given his obsession with clamping down on tax avoidance and squeezing as much revenue as possible out of both companies and individuals, Gordon Brown has never been regarded by accountants as a friendly figure. However, only a year ago, there were signs that the relationship might at least have been set for a clement period.
税の取り立て屋と税を取り立てられる方の関係は、決して愉快なものではない。
税金逃れを取締、企業と個人の両方から絞り上げられるだけ搾り取ろうとする、変質的執着を考えてみれば、会計士がゴードン・ブラウンを友好的な人間だと思ったことはない。

Mr Brown used his last Budget to cut corporation tax (albeit raising the rate paid by small businesses) and promised more cuts in the future. Many businesses were reporting that their day-to-day dealings with the tax office had improved; become less combative. It was a decade since Mr Brown made the Bank of England independent and the economy was still powering on - undermining anyone complaining about Labour's economic record.

Even when the Treasury published the now-infamous discussion paper on changes to its treatment of foreign profits last June, the omens were auspicious. The system HM Revenue & Customs uses when administering foreign profits is archaic and has been long overdue a change. Overhauling it would not be easy, but it would bring the UK into line with many other European nations and would, the promise went, cut back on administrative costs.
財務省が昨年6月に、今では悪名高い外国売上の取扱変更に関するディスカッション・ペーパーを公表した時ですら、良い予兆しかなかった。

But in the months that followed, something soured.

Behind the scenes, it quickly became apparent to directors at multinationals that the international division of HMRC was hell-bent on a major assault on profits earned overseas. At the very same time as its relations with domestic companies were improving, those with their international wings were suffering. A little-noticed government paper - touted as anti-avoidance guidelines - seemed to imply that HMRC should have more power to interfere with the way companies organise their international financing. Something was up.

If companies weren't already getting paranoid, March's Budget hardly helped. It unexpectedly declared that many of the schemes that multinationals used to cut their tax bills were now banned.
企業側が既に被害妄想になってなかったとしても、3月の予算は殆ど助けにならなかった。
多国籍企業の節税方法の多くは禁止される、という思いがけない宣言が出されたのだ。
Suddenly, says Bill Dodwell, head of tax policy at Deloitte, it was clear that the Government was targeting multinationals.
突如として、政府は多国籍企業をターゲットにしていることが明らかになった、とデロイトの税務政策部門長ビル・ドッドウェルは言う。
"Business has picked up the feeling that the Treasury is trying to increase taxes in this area and extend its jurisdiction overseas. For a long time the idea was that the UK wanted to tax UK operations and let businesses expand overseas. No longer."

These events shed an entirely new light on the apparently harmless proposals from last June about taxing foreign profits. The Treasury's claims that the scheme would be revenue-neutral, raising only enough money to cover the cost of removing the taxes on foreign profits, rang hollow - particularly in the wake of the capital gains tax and non-dom disasters, where promises were apparently broken. This looked distinctly like another stealthy tax-raising manoeuvre.
これらの事件は、海外での売上に課税するという、昨年6月の明らかに無害な提案に全く新しい光を当てている。
この制度は売上に関係なく、海外での売上に対する税金を除去する費用をカバーするために十分な資金を調達するものだ、との財務省は主張は空虚に聞こえる。

Many companies privately claim that this is the last straw. While they are in no hurry to leave overnight, they may well do so if the plans - as introduced - are as expensive as they fear. Either way, Britain has slipped so far down the world's competitiveness leagues in the past five years or so that moving away has become an ever more compelling solution as time has worn on.
多くの企業は密かに、堪忍袋の緒が切れたと言っている。
彼らは夜逃げするほど差し迫ってはいないものの、懸念しているほどに件の計画が(導入された場合)金を食うようであれば、移転は十分に考えられる。

As John Whiting, tax partner at PricewaterhouseCoopers, says: "It's not just property companies that do location, location, location. The UK is starting to look less attractive; Ireland looks more attractive. Put those together and it's no surprise what's happening."
プライスウォーターハウスクーパーズの税務パートナー、ジョン・ウィティングはこう言っている。
「不動産会社だけじゃない。イギリスの魅力はどんどん失われている。アイルランドの方がましだ。こうなったって当然だ」。
