Rampant illegal fishing for critically endangered bluefin tuna has been discovered by investigators only weeks after EU ministers approved a conservation plan for the species in the Mediterranean.
EU閣僚等が地中海の種を護る為の保護計画を承認してから何週間も経たない内に、危機に瀕しているクロマグロの違法漁業の蔓延が、調査官達によって発見された。
Investigators working for Greenpeace visited the Italian island of Lampedusa, south of Sicily, and found 11 spotter planes apparently working with a fleet of fishing vessels, though the use of spotter aircraft is now banned.
グリーンピースの為に活動している調査官達は、イタリアのシシリア南部Lampedusa島を訪れ、マグロ発見用の航空機はもう禁止されているにも拘わらず、明らかに漁船と協働している偵察機11機を発見した。
Several of the spotter planes were recorded on flight plans laid with the Italian authorities as directly owned by an Italian regional fishing organisation. Six of the planes were Italian, four American and one Spanish.
偵察機の内の数機は、イタリアの地方漁業組織が直接所有するものとして、イタリア当局のフライトプランに記録されていた。
6機はイタリア、4機はアメリカ、1機はスペインのものだった。
Greenpeace investigators also witnessed and documented the fishing activities of three Italian purse-seining vessels, one of which does not have a licence to fish for tuna.
グリーンピースの調査官達はまた、イタリアの巾着網を使う漁船3隻が操業しているのを目撃し記録。
内1隻はマグロ漁のライセンスを持っていなかった。
The vessels were surrounded by spotter planes during the entire operation.
これらの漁船には、操業ずっと偵察機が伴っていた。
Spotter planes were banned by the International Commission for the Conservation of Atlantic Tunas (ICCAT) because they make over-fishing too easy. Annual quotas set at 32,000 tons for bluefin tuna have been estimated at around 50,000 tons for the past few years.
これらが乱獲を容易にし過ぎる為、偵察機はICCATによって禁止された。
32,000トンとされたクロマグロ漁年間割当は、この数年間で約50,000トンとなっていると見積もられている。
At the meeting of ICCAT last year, conservationists complained that there was evidence of organised crime being involved in the tuna fishing industry.

One member of the WWF delegation complained to the Commission that a white feather, a mafia death threat, had been placed on the delegation's table.

Meanwhile, the Greenpeace ship Rainbow Warrior found fishing vessels from Tunisia with no license to catch bluefin tuna also actively engaged in pursuit of the shoals which gather at this time of year in the waters between Italy, Malta, Libya and Tunisia to spawn.
一方、グリーンピースの船、レインボー・ウォリアーは、クロマグロ漁業ライセンスのないチュニジア漁船が、抱卵のためにイタリア、マルタ、リビア、チュニジアの間にある水域に毎年この時期集まっている大群を捕まえるのにも積極的に関与している、と発見した。
Most of the tuna is towed very slowly in cages to tuna "farms" in Malta, Libya, Tunisia and Spain where it is kept to supply the Japanese suchi and sashimi market after the catching season is over but 1,400 tons a year of bluefin finds its way to Britain.
マグロの殆どは、マルタ、リビア、チュニジア、スペインにあるマグロ「漁場」へと籠に入れられて非常にゆっくりと引かれていき、そこで日本の寿司や刺身の市場へ供給されるべく漁の季節が終わるまで留められているが、年間1,400トンのクロマグロはイギリスへ向かう。
Malta, a major centre for tuna ranching, is Mr Borg, the EU fisheries commissioner's native country, and conservationists say that it is deeply embarrassing for him that there should be blatant illegality in his back yard.
ツナ牧場の中心地のマルタは、EU漁業担当委員ボーグ氏の出身国であり、自分の裏庭であからさまな違法行為があるのは、彼にとって非常に恥ずかしい事だ、と保護主義者達は言う。
Sebastian Losada, of Greenpeace Spain, who presented evidence to the European Parliament's fisheries committee said: "It was blatant. The owners of the spotter planes did not even attempt to disguise what they were doing."
欧州議会漁業委員会に証拠を提出したグリーンピース・スペインのセバスチャン・ロサーダは、こう言った。

Scientists warned last year that the population of bluefin tuna, one of the world's greatest delicacies, was in danger of collapse and the level of illegal fishing in the Mediterranean was one of the highest in the world.
科学者達は昨年、世界で最も素晴らしい食品の一つであるクロマグロの生息数は絶滅の危機にあり、地中海での違法漁業のレベルは世界最悪のものの一つだ、と警告した。
European fisheries ministers two weeks ago finally approved an international plan intended to save stocks from collapse. Britain voted against because the plan set quotas at three times the level needed for recovery.
ヨーロッパの漁業担当大臣等は2週間前、絶滅から護る事を意図した国際計画を遂に承認した。
イギリスは反対票を投じた。
この計画が回復に必要なレベルの3倍もの割当量を定めているからだ。

Italy demanded an exemption for catching smaller fish until the season ends on June 30, but international officials say this, too, was illegal.
イタリアはより小型のものを6月30日のシーズン終わりまで捕まえる事を免除するよう要求したが、国債当局はこれも違法だとしている。
Ben Bradshaw, the fisheries minister, has said that the level of illegal fishing in the Mediterranean shows that the European Commission is not enforcing EU rules equally against all member states.
ブラッドショー漁業相は、地中海での違法漁業のレベルは、欧州委員会がEU規則を全ての加盟国に同じように強制していない事を示していると言っている。
He said he was "extremely concerned" by the new evidence of illegality and would be calling on Joe Borg, the European fisheries Commissioner, to investigate the allegations.
彼は、自分は違法行為の証拠に「非常に懸念」していると述べ、ボーグEU漁業担当委員に容疑を調査するよう求める。
Mr Bradshaw said: "I was given a clear undertaking by Joe Borg two weeks ago that there could be no toleration of non-compliance. If these reports are confirmed it is very serious and Britain could expect very serious action to be taken by the Italian authorities."

A spokesman for the Italian Ministry of Agriculture said that "Italy has a zero tolerance policy on illegal fishing for bluefin tuna and has chosen to always apply severe rules in order to minimise the risk of a fatal weakening of stock".
イタリア農務省報道官は「イタリアはクロマグロの違法漁業を一切容認しない方針であり、生息数を決定的に減らすリスクを最小化する為に、厳しい規則を常に適用する事を選択している」と述べた。
A spokesman for the European Commission said: "When there is evidence we take it up with the member states concerned."
欧州委員会報道官はこう語った。
「証拠がある場合は、関係加盟国とこれを引き受ける」。
If the commission has evidence of member states not preventing infringements the Commission can take them to the European court.
委員会が、加盟国が違反を防止していないとの証拠を手にした場合は、欧州委員会はこれを欧州裁判所に持ち込む事が出来る。
The Commission has announced that it is taking France to court for allowing the catching of bluefin tuna by 80 boats with drift nets since the practice was banned in 2002.
委員会は、2002年にこの漁の方法が禁止されてからも、80隻の流し網を備えた船によるクロマグロ漁を許可したとして、フランスを提訴すると発表した。
