忍耐と粘り強さ ～プラハ演説より（対訳）

　米国は、核兵器国として、そして核兵器を使ったことがある唯一の核兵器国として、行動する道義的責任があります。As a nuclear power, as the only nuclear power to have used a nuclear weapon, the United States has a moral responsibility to act.　米国だけではうまくいきませんが、米国は指導的役割を果たすことができます。We cannot succeed in this endeavor alone, but we can lead it, we can start it.　今日、私は核兵器のない世界の平和と安全保障を追求するという米国の約束を、明確に、かつ確信をもって表明します。So today, I state clearly and with conviction America's commitment to seek the peace and security of a world without nuclear weapons.(Applause)　この目標は、すぐに到達できるものではありません。I'm not naive.　おそらく私が生きている間にはできないでしょう。This goal will not be reached quickly -- perhaps not in my lifetime.　忍耐と粘り強さが必要です。It will take patience and persistence.　しかし私たちは今、世界は変わることができないと私たちに語りかける声を無視しなければなりません。But now we, too, must ignore the voices who tell us that the world cannot change. We have to insist, "Yes, we can." (Applause)

　今朝私たちは、核の脅威に対応するため、より厳しい新たな手法が必要なことを改めて思い起こしました。Just this morning, we were reminded again of why we need a new and more rigorous approach to address this threat.　北朝鮮が長距離ミサイルに利用できるロケットの実験を行い、再び規則を破りました。North Korea broke the rules once again by testing a rocket that could be used for long range missiles.　この挑発は、午後の国連安全保障理事会の場のみならず、核拡散を防ぐという私たちの決意の中でも、行動が必要であることを際立たせました。This provocation underscores the need for action -- not just this afternoon at the U.N. Security Council, but in our determination to prevent the spread of these weapons.

　規則は拘束力のあるものでなければなりません。Rules must be binding.　違反は罰せられなければなりません。Violations must be punished.　言葉は何かを意味しなければなりません。Words must mean something.　世界はこれらの兵器の拡散を防ぐために共に立ち上がらなければなりません。The world must stand together to prevent the spread of these weapons.　今こそ厳しい国際対応をとる時です。北朝鮮は脅しや違法な兵器によっては、安全と敬意への道は決して開かれないことを理解しなければなりません。Now is the time for a strong international response -- (applause) -- now is the time for a strong international response, and North Korea must know that the path to security and respect will never come through threats and illegal weapons.　すべての国々は共に、より強力で世界的な体制を築かなければなりません。All nations must come together to build a stronger, global regime.　だから私たちは肩を組んで、北朝鮮に進む道を変えさせるために圧力を加えなければいけないのです。And that's why we must stand shoulder to shoulder to pressure the North Koreans to change course.

共にならばできる ～プラハ演説より（対訳）

　こんなに広範囲な課題を実現できるのか疑問に思う人もいるでしょう。I know that there are some who will question whether we can act on such a broad agenda.　各国に違いがあることが避けられない中で、真に国際的な協力が可能か疑う人もいるでしょう。There are those who doubt whether true international cooperation is possible, given inevitable differences among nations.　核兵器のない世界という話を聴いて、そんな実現できそうもない目標を設けることの意味を疑う人もいるでしょう。And there are those who hear talk of a world without nuclear weapons and doubt whether it's worth setting a goal that seems impossible to achieve.

　しかし誤ってはなりません。私たちは、そうした道がどこへ至るかを知っています。But make no mistake: We know where that road leads.　国々や人びとがそれぞれの違いによって定義されることを認めてしまうと、お互いの溝は広がっていきます。When nations and peoples allow themselves to be defined by their differences, the gulf between them widens.　私たちが平和を追求しなければ、平和には永遠に手が届きません。When we fail to pursue peace, then it stays forever beyond our grasp.　協調への呼びかけを否定し、あきらめることは簡単で、そして臆病なことです。We know the path when we choose fear over hope.To denounce or shrug off a call for cooperation is an easy but also a cowardly thing to do.　そうやって戦争が始まります。That's how wars begin.　そうやって人類の進歩が終わります。That's where human progress ends.

　私たちの世界には、立ち向かわなければならない暴力と不正義があります。There is violence and injustice in our world that must be confronted.　それに対し、私たちは分裂によってではなく、自由な国々、自由な人々として共に立ち向かわなければなりません。We must confront it not by splitting apart but by standing together as free nations, as free people.(Applause)　私は、武器に訴えようとする呼びかけが、それを置くよう呼びかけるよりも、人びとの気持ちを沸き立たせることができると知っています。I know that a call to arms can stir the souls of men and women more than a call to lay them down.　しかしだからこそ、平和と進歩に向けた声は、共に上げられなければなりません。But that is why the voices for peace and progress must be raised together.(Applause)

　人類の運命は私たち自身が作ります。Human destiny will be what we make of it.　ここプラハで、よりよい未来を求めることで、私たちの過去を称賛しましょう。And here in Prague, let us honor our past by reaching for a better future.　私たちの分断に橋をかけ、私たちの希望に基づいて建設し、世界を、私たちが見いだした時よりも繁栄して平和なものにして去る責任を引き受けましょう。Let us bridge our divisions, build upon our hopes, accept our responsibility to leave this world more prosperous and more peaceful than we found it.(Applause)　共にならば、私たちにはできるはずです。Together we can do it.
