US 'delayed UK pull-out from Basra'

The split between the UK and the US over Iraq was further inflamed last night after a senior British officer claimed troops could have withdrawn from Basra Palace five months ago if America had not issued a plea for them to stay.

The Army's commander in Iraq said American pressure caused them to stay in the exposed outpost, after which 11 soldiers were killed and 62 wounded in months of intense fighting.

British forces were finally pulled out of the palace and back to Basra airport a week ago.

But Brigadier James Bashall, the commander of 1 Mechanised Brigade, told The Daily Telegraph that the force could have come out of Basra Palace in April "but politics prevented that".

Brig Bashall said Washington's request for British forces to stay in Basra came after a security operation codenamed Operation Sinbad had brought relative calm to the city.

As a result of the continued British presence, the last remaining barracks at Basra Palace came under assault, with soldiers fighting close quarter battles in some of the most intense urban warfare experienced since the Second World War.

British officers say that at the end of the six-month Operation Sinbad in April, the military conditions were right to pull out of the city.

Brig Bashall's comments come as Gen David Petraeus, the head of coalition forces in Iraq, reports to Congress today on the results of the US troop "surge" in Baghdad.

A generation of children are being "contaminated" by a cocktail of addictive computer games, test-driven schooling, increased traffic and an irrational fear of strangers which leaves them unable to play outside, according to a lobby of more than 270 experts.

In a letter to the The Daily Telegraph, the group of academics, authors and charity leaders say modern life has eroded children's ability to leave their homes unsupervised, seriously undermining their long-term development.

They call for a rethink on the nature and value of play to ensure a generation of children do not grow up lacking creativity, independence and basic social skills.

The letter - signed by Baroness Greenfield, the director of the Royal Institution, the authors Philip Pullman and Michael Morpurgo and Dr Penelope Leach, the childcare expert - comes exactly 12 months after a similar letter to The Telegraph attacked politicians and the public for failing to understand how children develop.

It sparked the paper's Hold On To Childhood campaign and provoked a national debate on young people, with contributions from the Archbishop of Canterbury and all major political parties. A year on, experts claim there is little evidence of significant reform.

Sue Palmer, a former head teacher and author of the book Toxic Childhood who helped circulate the letter, said: "Things started to move after last year's letter but too many people remain ignorant of three or four key issues affecting children, one of the most important of which is play."

A year ago, a group of experts in child development wrote to this newspaper expressing alarm at a deterioration in the mental health of British children. Now they have written to us again to warn that we are facing "an explosion in children's clinically diagnosable mental health problems".

一年前、子どもの発育に関する専門家グループが本紙に、イギリスの子どものメンタルヘルス悪化に警鐘を鳴らす書簡を書き送ってきた。
今再び彼等は、我々は「臨床的にメンタルヘルス異常を診断される子どもの激増」に直面していると警告を書き送ってきた。

We hope that the signatories - who include Baroness Greenfield, Oliver James, Bel Mooney, Susie Orbach, Sir Jonathan Porritt, Dorothy Rowe and Roger Scruton - will not take offence if we begin with a brief caveat. The diagnosis of childhood mental disorders (some of them recognised only recently) is not an exact science, and a rise in reported cases does not automatically correspond to a rise in mental illness. As a society, we are too quick to pathologise bad behaviour, in adults as well as children.

That said, we would not dispute the letter's central argument that modern life is robbing children of a precious resource. "Outdoor, unstructured, loosely supervised play" is in decline. Its place is being taken by highly structured, manipulative digital games that inhibit rather than stimulate creativity - and also have a worryingly addictive quality. Meanwhile, children are also being manipulated by an unduly prescriptive school curriculum that subjects them to endless tests (to no very good effect, it must be said).

つまり我々は、現代生活が子ども達から貴重なリソースを奪っている、という貴殿の書簡の中心的主張に反論するものではない。
「屋外の、体系化されていない、緩やかに監督された遊び」は減っている。
それが遊ばれるべきスペースは、非常に体系化され、操作されたデジタル・ゲームによって占められており、これらは創造性を刺激するというよりもこれを禁じるものである。

Lady Greenfield and her co-signatories end by calling for "a wide-ranging and informed public dialogue" on this subject. We think this a good idea, but would like to see a rather more urgent dialogue in the home.

レディ・グリーンフィールドと彼女の共同署名者は、この問題について「幅広く情報に基づく公開対話」を求めて締め括っている。

Many parents (by no means all) have failed to grasp that letting children sit in front of the television or amuse themselves with computer games is no longer the safe option that it was a few years ago: if entertainment has taken on narcotic qualities, then youngsters who absorb it are not "out of harm's way". Instead of calling our children in from the garden, perhaps we should be sending them out there.

多くの両親は（決して全ての両親とは言っていない）、子どもをテレビの前に座らせておいたり、コンピューター・ゲームで遊ばせておくことを、数年前のように安全な選択肢だ、と思えないだろう。
エンターテイメントが中毒作用を持つのならば、それを吸収する若者達は「危険から遠ざかっている」わけではない。

Labour's TUC deal 'has cost billions'
（労働党のTUC取引「数十億ポンドを要した」）

The cost to business of Labour's backroom deals with its union backers now runs into the billions, The Daily Telegraph can reveal.

労働党の労組支援者との裏取引の費用は、今では数十億ポンドになっている、とデイリー・テレグラフは明かすことが出来る。

Union officials gather at the annual TUC conference in Brighton today to draw up further demands, including more employment rights for agency workers and controls over the private equity industry.

労組職員等は今日、派遣労働者にたいする権利の増強およびプライベート・エクイティ業界に対する規制を含め、更なる要求を書き上げるべく、毎年ブライトンで開催されるTUC会議に集まる。

But the true cost of the so-called Warwick Agreement, signed by Tony Blair to secure £8m of union funding and support ahead of the last general election, is only now becoming apparent.

しかし、前回の総選挙に先駆けて労組の資金￡800万と支援を確保する為に、トニー・ブレアによって結ばれたいわゆるウォリック・アグリーメントの真のコストは、今になってようやく明らかになりつつある。

The Government estimates that one pledge - to increase statutory holiday entitlement to 28 days, in a series of phases starting from October 1 - will cost business up to £4.4bn a year.

Additional maternity and paternity leave and pay, introduced in April, is already costing up to £58m a year, although the Government says this should be offset by £13m of recruitment savings from more women returning to work.

Some pledges remain outstanding. They include UK support for an European Union agency workers directive, which would extend more employment rights to temporary workers. EU officials are due to meet on Wednesday to discuss Portuguese proposals to resurrect the directive and union officials will demand the Government supports the directive.

However, the CBI, the employers' body, said the Government should resist such a move, citing the results of a survey released today that suggests up to 250,000 placements would be jeopardised if agency staff were given the same rights as permanent employees after six weeks of work as proposed by the directive.

EUの気違い役人共がこうやってどんどんヨーロッパ全域を“オフランス化”しようとするわけだ。
嘆かわしいねえ…。
ドイツが復活したのだって、それは大間違いでしたと気付いて直し始めたからだろうに。

Labour's deputy leader, Harriet Harman, and employment minister Pat McFadden have been put in charge of delivering the remaining Warwick pledges. Mr Yeandle said employers were particularly wary of the Government's promise to increase statutory redundancy pay.

HSBC rebel investor slams $6bn Korean bid

The activist investor targeting a structural review at HSBC has expressed concerns about the British bank's plans for a $6.3bn (£3.1bn) takeover of Korea's sixth-largest lender.

The Daily Telegraph has learned that Eric Knight, chairman of the New York-based fund manager Knight Vinke, will fly to London tonight to meet some of HSBC's major institutional shareholders.

This would include the disposal of underperforming businesses and a redeployment of capital to the world's most important emerging economies, such as China

They are only buying 51pc, there is no certainty over the price that they may have to pay for the rest, and like elsewhere, it is not giving them market leadership or a position close to it," said Mr Knight.

Regulators in Korea are scrutinising Lone Star's takeover of KEB in 2003 and have warned their investigations may take years.

Shareholders getting edgy about banks' bids for ABN Amro

Shareholders at both Barclays and Royal Bank of Scotland will this week raise concerns with management about the rival bids for Dutch group ABN Amro.

バークレーズとRBSの株主達は今週、オランダのABN Amroに対する買収提案について、経営に対する懸念を表明する。

Barclays is expected to see off a minor revolt on Friday when it requests permission to proceed with its largely share-based €61bn offer. Some investors have called for Barclays chief executive John Varley to throw in the towel because his bid is about €10bn off the pace set by the RBS-led consortium - due to the collapse in Barclays' shares on concerns about its US sub-prime exposure.

However, most investors are expected to support the share issue as the bank will forgo a €200m break-fee if it pulls out and supporters say it may yet win if the Dutch regulator blocks the consortium offer.

A collapse in demand for commercial paper has meant syndicating the bonds may cost Merrill Lynch tens of millions of euros more than it had expected. RBS and Fortis, the Belgian partner in the consortium, both planned to raise €5bn by the time the offer closes on October 5.
