Deutsche Bank boss sees liquidity returning

Deutsche Bank chief executive Josef Ackermann has lifted hopes that the crisis in the money markets is easing by claiming liquidity has begun to return and that Germany's largest bank has performed relatively well despite the recent "turbulent" conditions.

ドイツ銀行のアッカーマン総裁は、流動性が戻り始めており、ドイツ最大の銀行は最近の「混乱した」状況にも拘わらず比較的好戦している、と主張することで、金融市場の危機が緩和されつつあるという望みを上昇させた。

"In the last few days, there have been signs that markets have begun to stabilise. Liquidity is returning," he told a banking conference in Frankfurt. He remains "optimisitic about the environment for global institutions... although it may take some time to work through the system".

His upbeat comments lifted the shares 3pc despite warning that the bank had not been immune to the market turbulence, which "inevitably affected [it], notably in sales and trading and corporate finance".

Deutsche Bank shares have fallen almost 20pc in the past two months on concerns that its market-leading position in fixed-income businesses have left it particularly exposed to the problems. Analysts noted that any clarity provided or positive statement relieves nervous investors.

ドイツ銀行が再建ビジネスで市場主導的な立場にあることで、この問題に特にリスクがあるとの懸念から、この2ヶ月間株価は20%近く下落していた。

Mr Ackermann said: "Market corrections, triggered in part by the drying up of liquidity, have been significant and impacted mark-to-market valuations in our trading books and leveraged loan book. Going forward, these valuations will depend on how the market develops."

Deutsche Bank has already shut one of its credit proprietary trading desks, which invests the bank's own money, after it lost about ロ100m. Some members of the 14-strong team are leaving the bank and others are being assigned to new posts.

However, he offered further reassurance that the markets are still functioning by stating that the "availability of funding has not been a problem for Deutsche Bank in recent weeks".

The upbeat assessment is particularly important in Deutsche Bank's case because it is among the lenders being forced to hold onto 」9bn of loans for Kohlberg Kravis Roberts' purchase of high street chemist Alliance Boots, as investors balk at riskier assets.

He also used the conference as a platform from which to detail the banks exposure to US sub-prime mortgages in an attempt to improve transparency in a market ripe with rumour and in need of clarity.

He said asset backed commercial paper affiliates to which Deutsche Bank provides funding hold assets of ロ32bn and have no US sub-prime mortgage exposure.

The bank also has a pipeline of loans to buyout companies valued at ロ29bn. It warned last month that revenue from leveraged finance would drop because of increasing risk aversion.

Mr Ackermann declined to comment on whether the bank's return on equity target of 25pc is endangered by market turbulence. Developments in September and the fourth quarter will show whether the company will meet its targets, he said.

Gordon Brown has paid a surprisingly generous tribute to Margaret Thatcher saying he "admires" the ex-Tory leader, who is a "conviction politician" like himself.

自分のように「信念ある政治家」であるこの元保守党党首を「崇拝」している、としてゴードン・ブラウンは驚くほど寛容な賞賛をマーガレット・サッチャーに送った。

こんな奴が財務相なんぞ長年務めてきたから、鉄女が引きずり下ろされる前後に発生したあの未曾有のバブル崩壊と類似する事態が、今すぐそこまで迫っているわけだな。

Brown delivered sincere words of praise for the Iron Lady at a monthly press conference at Downing Street this morning.

今朝の官邸月次記者会見でブラウンは、鉄の女に真摯な賞賛の言葉を贈った。

"I think Lady Thatcher saw the need for change," he said.

「レディ・サッチャーは変化の必要性を見て取ったのだと思う」
と彼は言った。

"And I think whatever disagreements you have with her about certain policies - there was a large amount of unemployment at the time which perhaps could have been dealt with - we have got to understand that she saw the need for change.

「また、彼女の特定の政策についてどのような反論があろうとも、当時は大量の失業者があり、恐らく対応出来たはずだが、我々は彼女が変化の必要性を見て取ったのだと理解しなければならない」。

どうせ反論を出すならサッチャーの経済政策を批判しろよ、って、あんたもご同様の路線だから無理なんだろうけれど。
このままだと必ず次回の選挙では1997年の反撃をおまけつきで顔面で受ける事になるぞ。

"I also admire the fact that she is a conviction politician ... I am a conviction politician like her."

もしかして、今回のバブル崩壊が表面化した時に「ボクはここまでになるとは、ボクのせいじゃあリマせーん。イングランド銀行が悪いんです。ダーリンがさっさと手当てしなかったからいけないんです。調子に乗った金融屋が悪いんです」とか尻隠す布石をうってるわけか？？？

かといって、保守党もだらしないし…イギリスも結構末期的だな。
まあ、保守党はイギリスをヨーロッパに売ったりロシアに売ったりしやしないから、小沢民よりましだし、変えてみたら？

He did however slip a political point in among the compliments and compared David Cameron's leadership unfavourably with Baroness Thatcher's.

しかし彼は確かに賞賛の言葉の間に政治的ポイントを滑り込ませ、サッチャー男爵夫人に対するデイヴィッド・ッキャメロンの非好意的態度と比べた。

In a comment aimed at Cameron for his handling of internal backbiting within the Tory party, he added: "If I may say so, I think the problems with the Conservative Party today are this: that there are two factions in the Conservative Party, which became obvious this morning with the statements from Ancram ... and the leader is a prisoner of the factions rather than the factions being led with conviction."

キャメロンの保守党内における内ゲバ対応をねらい打ちしたコメントの中で、彼はこう付け加えた。

Feet on seat student escapes conviction
（座席に足を乗せた生徒、有罪判決は間逃れる）

Magistrates have criticised a rail company for its "draconian" decision to take a promising young student to court because she rested her feet on a train seat.

下級判事は、彼女が列車の座席に足を乗せていたことを理由に、将来のある若い生徒を裁判に引っ張り出すという鉄道会社の「厳格な」決断を批判した。

Kathleen Jennings, a cub scout leader who also works with disabled children, could have been left with a career-threatening criminal record had she been convicted of a criminal offence.

カブスカウト・リーダーで障害のある子どもとも活動しているキャスリーン・ジェニングスは、刑事犯罪で有罪判決を受けていれば将来を脅かす犯罪記録を残されたかも知れなかった。

But she walked free from court, without a stain on her character, and wiped tears from her eyes after being given an absolute discharge by Chester magistrates.

しかし彼女は、チェスター下級裁判所から絶対的免責を与えられた後、彼女のキャラクターに一点の染みも残さず、涙を拭いて無罪放免で裁判所を後にした。

Although she had admitted the charge, the absolute discharge means no criminal offence will be recorded and she will suffer no penalty.

Another seven people accused of resting their feet on train seats by the same train operating company - Merseyrail - whose cases were also brought before the court, were also given absolute discharges.

Miss Jennings, 19, an aspiring teacher, was captured by an enforcement officer with a CCTV camera fixed to his head as she rested the edge of her flip-flops on the seat opposite.

向上心のある教師であるジェニングスさん（19歳）は、彼女が向かい側の座席の上にサンダルの端を乗せていたところを、取締官の頭に取り付けられたCCTVカメラで捕らえられた。

Despite immediately putting her feet down and apologising she was asked to give her details and later received a court summons.

直ぐに足を卸して謝罪したにも拘わらず、彼女は身元を明かすよう求められ、その後法廷に呼び出された。

At court, she admitted a charge that she "did molest and wilfully interfere with the comfort or convenience of any person on the railway by putting your feet on the seat while on a rail journey to Chester".

法廷で、彼女は「電車がチェスターに向かう途中、座席に足を乗せることで鉄道利用者の快適さまたは利便性を損ない、これを意図的に邪魔した」罪を認めた。

However, after giving her an absolute discharge, Christine Abrams, court chairman, said: "The bench is united in feeling that whilst this is contrary to a byelaw, we feel that Merseyrail should have a less draconian method of dealing with matters of this nature. A fixed penalty system may be more appropriate."

しかし絶対的免責を与えた後、クリスティーン・エイブラムズ裁判長はこう言った。

An application for ￡150 towards prosecution costs in the case brought by Merseyrail was also rejected by the threee magistrates.

Miss Jennings sobbed as she sat at the front of the court during a 20 minute hearing as her boyfriend and parents sat at the back of the court.

Had she been fined, it would have stayed on Miss Jennings record for five years and a conditional discharge would have remained for a time set by the court. She was the only person accused of the offence who appeared before the court in person. The others had responded by letter.

Speaking after the hearing, Miss Jennings revealed that she had been distressed by the case and feared the worst but was "just relieved" it was over.

The maths student at Manchester University said: "I had my feet on the seat like I’m sure everyone has done in the past. I’m quite happy the magistrates have got common sense.

"I found it very difficult. I work with children and with criminal record checks I thought thought this would come up.

"It’s quite scary, having my feet up that day would jeopardise all that. I’m glad it won’t anymore."

At one stage during the hearing Irwin Bamforth, her solicitor, had to take a handkerchief to her as she burst into tears.

He told the court: "The whole family has been involved, they have become very distressed. She is a young lady with no previous convictions who has cooperated fully. To be punishing a promising maths student, an she could end up with a criminal record is crazy - there’s no other word for it."

Kevin Jones, prosecuting for Merseyrail, said the charge arose from an incident on a train from Capenhurst to Chester around lunchtime on June 6.

He said tannoy announcements were made and there signs warning people to keep their feet of the seats, including a sticker in front of Miss Jennings.

Mr Jones said there was full CCTV footage of her and when she was asked why she had her feet up she had replied: "Because it was comfy."

She was travelling back to Manchester with her boyfriend Mark Dowling from his family home at the time.

Mr Dowling, 22, fellow maths student, said after the hearing: "It’s an anti-social thing to do and I don’t condone it.

"The officer asked 'Are you quite comfortable there’ and she immediately moved her feet. I just thought what happened was completely over the top."

Kathleen’s father described her as a shy and considerate girl who had never been in trouble who had always been and A* student. Her parents Tony and Susan are from Oldham, Greater Manchester, and she lives in Manchester during term time.

Tony Jennings, a former mechanical digger driver, said: "In my day you used to get a bang on the earhole and told 'Don’t do it again’.

"She could have had a criminal record on her CV and she has worked hard all her life, it’s not fair. If it had been a six foot youth who told them to 'eff off’ they wouldn’t be here today."

Merseyrail is the only train operating company which prosecutes passengers for putting their feet on seats and has taken around 250 people to court since launching the scheme in February.

マーシーレイルは座席に足を乗せたことで乗客を告訴した唯一の鉄道会社であり、2月にこの制度を発足して以来およそ250人を法廷に引き出している。

The company said that a further 600 people or so were due to appear in court over the next few months for putting their feet on the seats or other by-law infringements such as smoking.

Enforcement officers wearing CCTV "headcams" to record images patrol carriages and prosecutions are based on byelaws with origins in 1889 Railways Act.

Mr Jones said the imposition of fixed penalty fines for the offence would require an Act Of Parliament.

In a statement, Merseyrail said: "We do not regard our campaign as draconian. We are responding to the demands of passengers who don’t want to sit on a seat covered in mud or dirt, and the campaign has received widespread messages of support from passengers throughout the country.

"Since the campaign began there has been a noticeable change as far fewer people now behave in a way which is unacceptable to others. In fact, we measure success not in the number of convictions, but by the changed behaviour of a small minority of our passengers to ensure a safe, secure and comfortable environment for all."

The statement added: "We cannot legally issue fixed penalty notices and the overwhelming majority of magistrates have so far backed our stance in tackling anti-social behaviour.

Days of ever-lower food prices may be ending

Hovis maker Premier Foods has warned that the days of ever-lower food prices may be drawing to an end as production becomes more global and more land is devoted to environmentally friendly fuels.

ホーヴィス（パン）のメーカーであるプレミア・フーズが、製造がよりグローバルになり更に多くの土地がエコ燃料に使われるようになるにつれ、これまでになく食品の価格が安い時代は終わるかも知れない、と警告している。

"But we're now in a period of food inflation not seen since the early 1990s and it's not going to go away quickly."

「しかし我々は今、1990年代初頭以来見られたことのない食品インフレの時代にあり、これは直ぐになくならないだろう」。

Premier, whose stable of products stretches from Branston Pickle to Batchelor's soup, said that it has been grappling with soaring wheat prices over the summer and will this month pass that on to its supermarket customers. Mr Schofield warned that it may lift prices further should wheat prices continue their rise.

Mr Schofield said that Premier will await more information on the harvest in North America before deciding on a further price rise. One major retailer has already passed on Premier Food's increase to its customers, lifting the price of loaf of white bread by 8p.

George Bush 'not engaged' in crucial decisions

The latest book published about George W Bush reveals that the US president was not fully engaged in key policy areas, including the disbandment of the Iraqi army and the build-up to Hurricane Katrina.

Dead Certain: The Presidency of George W Bush, by Robert Draper, highlights both its subject's strong convictions and the poor communication and weak leadership within the administration.

ロバート・ドレイパーの『間違いない：ブッシュ大統領の治世』は、その題材の強い確信と政権内での乏しいコミュニケーションや脆弱な指導力の両方を強調している。

It suggests Mr Bush was unaware the Iraqi army was to be broken up by Paul Bremer, the head of the Coalition Provisional Authority in Iraq, in May 2003, a decision seen as one of the biggest post-invasion mistakes as it put hundreds of thousands of armed men on the street.

Yesterday, the first of four reports on progress in Iraq was released, by the Government Accountability Office, the investigating arm of Congress.

It found that 11 out of 18 political and security targets had not been met, while four had been partially met.
