Gazprom, the Russian state-owned gas giant, is in talks with Sibir Energy that could see it take a stake in the London-listed oil company.
ロシア国営ガス巨大企業のガスプロムは、ロンドンで上場している石油会社の株式を手に入れられないか、とシベリア・エネルゴと交渉中だ。
Chalva Tchigirinsky, the controlling shareholder in Sibir, said the two companies were in talks to combine all of the oil company's assets with the stakes held by Gazprom in a refinery in Moscow and an oilfield called -Sibneft-Yugra.
シベリアの支配株主シャルヴァ・チギリンスキーは、両社は石油会社の全資産を、ガスプロムが保有するモスクワやシブネフト・ユグラと呼ばれる油田にある石油精製施設の権利と組み合わせる為の交渉中だ、と語った。
According to Tchigirinsky, the discussions have sprung out of a desire to resolve a long-running legal dispute between Sibir and Sibneft, the former oil company owned by Roman Abramovich, the Russian billionaire, which was bought by Gazprom a few years ago. The dispute centred around claims by Sibir that Sibneft had cheated it out of a stake in a potentially lucrative oilfield. The company alleged that Sibneft diluted its 50 per cent stake in Sibneft Yugra, a joint venture between the two companies, to less than 1 per cent in a share issue that Sibir was never told about.
チギリンスキーによれば、シベリアと、ロシアの億万長者ロマン・アブラモビッチが以前所有しており、数年前にガスプロムが買収した石油会社シブネフトの間で、長らく続いている法的論争を解決したい、との希望から協議は始まったとの事だ。
シブネフトが大儲け出来る可能性のある油田の権利をシベリアから騙し取った、との主張がこの論争の中心的な問題となっている。
両社の共同事業シブネフト・ユグラ油田の権利50%を、シベリアが決して知らされなかった株式発行で1%以下へと、シブネフトが薄めてしまった、と同社は申し立てた。
Sibneft consistently denied it had done anything illegal and Sibir lost a court hearing in the British Virgin Islands, where some of the disputed shares were moved. The two companies have since been in a legal stalemate.
シブネフトは常に何も違法な事はしていないと否定してきたし、シベリアはまた問題の株式の一部が移された英領ヴァージン諸島での法廷審問で負けてしまった。
両社は以来法的こう着状態にあった。
According to Tchigirinsky, if the talks are successful both Sibir and Gazprom would have a stake in an enlarged Sibir. "For Gazprom, it could be a vehicle to expand into the Western world," he told The Sunday Telegraph. "We are talking about a peaceful solution that would make everyone happy. It would solve these problems and could be quite satisfactory for us."
チギリンスキーによれば、交渉が成功すればシベリアとガスプロムの両社は拡大したシベリアの株式を手にするだろう、との事。
「ガスプロムにとって西側諸国に拡大する道具となり得るだろう」
と彼はサンデー・テレグラフに語った。
「我々は皆を幸せにする平和的解決策について交渉している。それはこれらの問題を解決し、我々にとってかなり満足いくものとなるだろう」。
Asked whether Western investors had anything to fear from Gazprom, which supplies a quarter of Europe's gas needs, Tchigirinsky said he was sure Gazprom "would be welcomed".
西側の投資家達がヨーロッパのガス需要の1/4を供給しているガスプロムを恐れる事はあるか、と訊ねられるとチギリンスキーは、ガスプロムは「歓迎されるだろう」と確信していると述べた。
The company's increasingly dominant role in Europe's energy supplies has already raised concerns. The European Union reckons that half of all the gas it imports comes from Russia and concerns have been growing that Russia could at some stage use its leverage over western Europe for political ends.
ヨーロッパのエネルギー供給において益々勢力を増す同社の役割は、既に懸念を生じている。
EUは輸入しているガスの半分がロシアから来ているとしており、ロシアがいつか政治的目的の為に西欧に対してこのカードを利用するかもしれない、との恐れが高まっている。
Some of these concerns have focused on Gazprom's approach to supply in former Soviet states. The company cut off gas supplies to Ukraine in January last year over a price dispute. The move was seen by many as a warning shot by the Kremlin to the country not to stray too far from its connections with Moscow. Gazprom has always insisted its move was commercial but it nevertheless disrupted gas deliveries to western Europe and sent wholesale prices soaring. Countries such as Germany get 40 per cent of their gas from Russia.
これらの懸念の幾つかは、ガスプロムの旧ソ連諸国に対するやり方に集中してきた。
同社は昨年1月、価格を巡る紛争でウクライナへのガス供給を止めてしまった。
この動きは、ロシア政府との関係から余り遠くへ行かないようにさせる為の、同国へのロシア政府による威嚇射撃だ、と多くの人々に考えられている。
ガスプロムは常に自分達の動きは商業的なものだ、とと言い張ってきたが、それでも西欧へのガス供給を止め、卸価格を急騰させた。
ドイツのような国々はガスの40%をロシアから入手している。
"Gazprom has never had the intention to frighten Western customers," said Tchigirinsky. "It is not in Gazprom or Russia's interest to lose the EU as a reliable offtake [customer]. Russia needs to find a long-term supply home for its gas."
「ガスプロムは西側の顧客を怖がらせる気は全くなかった」
とチギリンスキーは言った
「信頼出来る顧客としてEUを失う事は、ガスプロムの関心事でもロシアの関心事でもない。ロシアは長期的なガスの供給先を見つけなければならない」。
The talks come after Sibir last week posted a net profit of $46.8m for last year, compared with a loss of $21.9m the year before. It paid investors a maiden dividend of 7p per share. Production from its oilfields reached a record 9.9m barrels.
この交渉は、その前年度が$2,190万の赤字だったのに比べ、昨年度は純利益$4,680万だった、とシベリアが先週発表した後に行われた。
同社は1株あたり7pという初の配当を支払った。
その油田からの生産量は記録的な990万バレルに到達した。
