Peter Mandelson 'blocking' smoking crackdown

Peter Mandelson is at the centre of a Whitehall row over a planned clampdown on cigarette sales which threatens to overshadow this week's Queen's Speech.

ピーター・マンデルソンが、今週行われるクイーンズ・スピーチを存在感を薄めかねない、煙草販売取締計画を巡る政府での論争の渦中に。

Alan Johnson, the Health Secretary, is said to have legislation which would ban big displays of cigarettes ミ effectively forcing their sale under the counter ミ "ready to go" as a key part of the Government's programme for the next 12 months.

アラン・ジョンソン保健相は、今後12ヶ月間に亘る政府の煙草対策プログラムの目玉の一つとして、大きな煙草の看板を禁止する（事実上煙草の売買を密やかに行わせることとなる）法案「実施準備完了」させたと言われている。

However, Mr Mandelson's department, Business, Enterprise and Regulatory Reform (BERR), is said to be objecting to the proposals on the grounds that they would harm the profitability of small businesses during the slump.

しかしマンデルソン氏が率いるビジネス企業規制改革省（BERR）は、これは不況の中で中小企業の収益性を傷つける、という理由により同提案に反対だと言われている。

Government sources last night acknowledged that the row was hindering final preparations for Wednesday's Queen's Speech, in which forthcoming Bills are announced. One said the speech ミ which was set out in draft six months ago ミ was still a "work in progress."

政府情報筋は昨夜、この論争が、その中で同法律が発表される、水曜日のクイーンズ・スピーチの最終準備を邪魔していることを認めた。
某氏は（6ヶ月前に草案が出されていた）スピーチの内容は未だ「作成途中」だと語った。

Both the Conservatives and the Liberal Democrats oppose the cigarette proposals, which would also ban tobacco vending machines. Several dozen Labour MPs also object, threatening ministers with a Commons rebellion should the plans go ahead.

保守党と自由民主党は、煙草の自動販売機も禁止する煙草法案には反対だ。
労働党議員も数十名が反対しており、閣僚等はこれが施行されようものなら下院で大騒ぎになるのではないか、と閣僚等を戦々恐々とさせている。

Mr Brown is understood to have ordered urgent changes to the Queen's Speech to make sure it contains more pro-business measures as well as help for hard-pressed households at a time when jobless totals are rising.

よりビジネス振興対策を盛り込み、また、失業者数が増加している時に、生活の苦しい家計への支援を求めるものにするよう、ブラウン氏はクイーンズ・スピーチの緊急変更を命じた、と理解されている。

In a speech yesterday to a conference organised by Progress, a Labour Party group, the Prime Minister vowed not to slacken the pace of "New Labour" economic and political reforms during the downturn.

昨日、労働党内のグループ、プログレス（発展）が主催した会議でのスピーチの中で首相は、「新生労働党」の経済改革および政治改革は不況の中でもスローダウンさせない、と誓った。

In an answer to critics who claimed the New Labour "project" was dead, Mr Brown said: "Doing nothing is not an option. This is the biggest New Labour project of all: to give people confidence and hope that we can build through this downturn into a better economy and society.

新生労働党の「プロジェクト」は終わった、と主張する批判者に対して、ブラウン氏はこう言った。
「何もしないなどという選択肢はない。これは新生労働党プロジェクトの中でも最大のものだ。我々はこの不況をを通じて、経済と社会をより良いものに出来る、という自信と希望を人々に与える」。

"It will mean not a slowing-down of reform but only a stepping-up in the pace of reform."

「改革のスローダウンにはならない。改革のペースを上げるだけだ」。

The Queen's Speech will set out the last full programme of Government legislation before the next general election, which must be held before June 2010.

今回のクイーンズ・スピーチは、政府改革関連法案を全て提示するが、2010年6月までに実施されなければならない次の総選挙前としては、最後のものとなる。

Mr Brown is being urged by some of his close aides to consider going to the country next June, to take advantage of the recovery in his and Labour's fortunes. However, the latest opinion poll this weekend, by ICM for The Guardian, gives the Conservatives a 15 per cent lead over Labour, and the Prime Minister has said his mind is fully focused on helping the country deal with the effects of the slump.

ブラウン氏は側近の一部から、彼と労働党の運命の好転をしっかりと利用するために、来年は地方遊説を検討するよう迫られている。
しかしガーディアン紙のためにICMが今週末実施した最新の世論調査は、保守党の支持率は労働党の支持率を15%上回っているとしており、自分は国が不況の影響に対処するのを支援することに100%集中している、と首相は言っている。

The Prime Minister said in his speech: "We've got people worried about whether jobs will be safe next year. At a human level, as well as a global level, we are facing extraordinary times.

スピーチの中で首相は「来年も仕事は大丈夫かと不安がる人がいる。世界的レベル同様、個人的レベルでも、我々は異例の時代に直面している」と語った。

"These extraordinary times need extraordinary solutions. What should we do? We've got to lead the way in global international co-operation."

「このような異例の時代には、異例の解決策が必要だ。我々は何をすべきか。我々は世界的な国際協力でリーダーシップを執らなければならない」。

He called for a "new wave of upward social mobility" within Britain and added: "We have got to empower families and people so they have far more control over the public services that they use, and that will be one of the big themes in the Queen's Speech next week."

彼はイギリス国内に「社会的地位が上昇する新しい波」を求め、こう付け加えた。
「家族に、そして人々に力を与えなければならない。そうすれば、彼らは自分達が利用する公共サービスに対して遙かに大きなコントロールを手に入れるし、それこそ来週のクイーンズ・スピーチの大きなテーマの一つとなるだろう」。

未明までようつべ観まくり萌えまくり。フッキーたん、やめるのやめたー、とか、あと3年ぐらいしたらもどってきて、お願い。ブインブイン弾いてくれ。スティーブンも奥と一緒に淡々とタンタンして（でも奥はもう沢山か…）。しかし今頃になってバーニーがフランス語ペラだと初めて知った…しかもマンチェ訛があんまりないんだね。レディングにいたのにフェスは行ったことねーんだよ。生の連中なんて殆ど知らなかったし。昔のインタビューとかばんばん観られるようになったのもネットのおかげじゃあ（感涙）。ライブ映像みるとヘロヘロ踊りが観られます。超和める。さいこー。

まあ、煙草と酒がないと、こういうダハ～デヘ～オイオイオオ～イなヘブン感覚も、それが味わえる音楽もなかなか出ないわけで…そう思ったら、やっぱりCDとかきちんと買って、アーティストは支援しなくちゃなあ。がっつり飲んだ後、ミネラルウォーターのボトルぶんぶんしながら朝の6時まで踊り狂うとか、モーサイコー。いいねえ、若いってのは（笑）。でも50過ぎたおっちゃんらもしっかりロック（NOはロックなのか！？いつからだよ！！）出来ちゃッてんだから、へーきよへーき。
